HomeMy WebLinkAboutMinutes - 1966/09/28PROCEEDINGS `F THE VILLAGE COUNCIL VILLAGE F ZWi VIEW RAMSEY COUNTY, MINNESOTA Persuant to due call and notice thereof, a special meeting of the Village Council of the Village of Mounds View, Minnesota, was called to order at the Village Hall on Wednesday, September 28, 1966 et 7: P.M. with the following members present:Blanchard, Lang, Malvin and Johnson,and the following members absent: Rusted. The clerk presented affidavits of publication of the notice of hearing and attested to mailing of notices. This is for San- itary Sewer, Watermain and surface water drainage improvement pro ject 1966 -3, Schedules A B. The clerk then attested to availability of the assessment role. Mr. Meyers, Village Attorney, explained the assessment proced- ure according to the Minnesota State Law. The following residents stated they had not received notices: Clarence Mertz i800 County Road H -2 Roy Miller 1865 Ccunty Road H -2 Robert Damcke 1747 County Road H -2 Herbert Struss 7664 Knollwcod Drive The Village Clerk explained the method of preparing assessment and the assessment roll. The source of the assessment role is the County Auditor. The engineer discussed the particuler assessment involved and explained the boundaries of the project. The assesment for Project 1966 -3 is as follows: Sewer front footage $7.63 per foot Street front footage $1.50 per foot Unit $100.00 per home Area .015 per square foot Service $120.00 Per service General questions were answered and the NSSSD connection charge ($150.00)and Village permit ($10.0Q) were explained. Objections will be taken in writing. The hearing was closed at 8:OOP.M. At 8 :05 P.M. the public hearing for Sanitary Sewer Service, Watermain and Surface water drainage improvement projects 1966 -3 Schedule C was opened with the following members present: Blanchard Malvin,Lang, And Johnson, and the following members absent: Rusted. The clerk attested to the publishing and mailing of notices and to the availability of the assessment role. Mr. Snyder, 8210 Spring Lake Road, stated he did not receive a notice. The clerk explained that the names were provided by the Ramsey County Auditor. The assessments for Project 1966-3 are as follows: Water laterals $3.65 per foot Water Service $135.00 per service Sewer Service $130.00 per service Sewer•Fcotage $8.15 per foot Unit $100.00 per home Street Resurfacing $1.50 per fort The area benefited was described by the engineer. Sewer is being assessed 75% and water is being assessed 100% of the con- struction cost. The mayor called for objectors and they are as follows: John L. Sullivan 8368 Spring Lake Road Too high for benefits received. The acting Mayor called twice more for objectors and there were none. On both hearings the clerk advised that cards would be sent to affected property owners, after adoption of roles stating assess ment levied and last date of interest free payment. Motion by Trustee Johnson to adjourn.
