FEBRUARY 13, 1967
The Regular Meeting of the Mounds View Village Council was called to order
by Mayor Rustad at 8:00 P.M. on Monday, February 13, 1967 at the Village Hall,
2401 Highway #10, St. Paul, Minnesota, 55112.

MOTION made, (Lang), Seconded (Rustad) to approve the minutes of the regular
meeting of January 23, 1967.

Meeting Held February 6, 1967.

August Spitzer of 7889 Woodlawn Drive reported that the building (corner of
Woodlawn and Hillview) is full of rats. Wally Skiba was directed to contact
the contrac¢or to take care of the situation.
Mayor Rustad read the police report.
Mayor Rustad directed the Clerk to send a thank you note to the Walter
Eliason's of 2442 County Road H -2 in response to their letter of appreciation.
Mayor Rustad read the B E Report.
MOTION made, (Walser), Seconded (Lang), to pay bills represented by check
#'s 710, 763 to 803, 805 to 827, 3051 to 3070.

MOTION made, (Walse), Seconded (Rustad), to approve licenses, (See attached
list). MOTION CARRIED 3 Ayes
MOTION made, (Walser), Seconded (Lang), To approve Resolutions 4)279, 280 and
281 regarding Lot Splits for Tax apportionment purposes.
MOTION CARRIED 3 Ayes
MOTION made, (Walser), Seconded (Rustad), to abate the water bill of Catherine
Richter in the amount of $4.00 for early hook -up costs and late charges accumulated.

of the Special
MOTION made, (Walser), Seconded (Lang), to approve the Roaming Wheels Camping
Club to have meetings in the Village Hall the third Sunday of each month through
the Winter and whenever bad weather occurs. This is with the stipulation that it
is a Mounds View Organization.
MOTION CARRIED 3 Ayes
Clerk Walser announced that Fiscal Sheets are available.
Clerk Walser announced that the hearing notices of February 27, and two March 1,
have been sent.
MOTION made, (Walser), Seconded (Lang), to approve the hiring of Barbara Johnson,
of 1989 Longview Drive, New Brighton, 55112, at $1.80 /Hr.(3 months), $1.90 /Hr.
(3 months), and after probationary period (effective August 15) to a rate of $2.00
per hour. MOTION CARRIED 3 Ayes
Mr. Ackerman presented certificates on easements for roads to the attorney. The
Engineer will now prepare apportionment resolution to present to the Council.
The Attorney reported on Female Employee Regulations. $1.15 per hour minimum
wage. No minimum hours and no overtime stipulation.
MOTION made, (Rustad), Seconded (Lang), to approve Resolution #282 deleting segment
230 from MSA Road. From Knollwood Drive from County Road H -2 to Bronson Drive, on
Bronson Drive from Knollwood Drive to Groveland Road, and Groveland Road from
Bronson Drive to T. H. #10. MOTION CARRIED 3 Ayes
MOTION made,(Lang), Seconded (Rustad), to approve Resolution #283 designating that
Edgewood Drive from County Road I to Hillview Road ba a M.S.A. Street.

MOTION made, (Rustad), Seconded (Lang), to approve Resolution #284 designating
that Arden Avenue from Long Lake Road to Spring Lake Road hereafter be designated
as a MSA Street,. MOTION CARRIED 3 Ayes
The Attorney announced that the Insurance report is complete with the exception
of the Spring Lake Park Agency.
MOTION made, (Walser), Seconded (Lang), to receive final plans and specifications
for Sanitary Sewer and Water Project 1967 -1 and that said plans are approved.
MOTION CARRIED 3 Ayes
The Engineer announced that information on 1967 Street Improvement Project will
be ready for the Agenda Meeting.
The Engineer reported on sodding and seeding of 1966 street jobs.
MOTION made, (Walser), Seconded (Lang), to approve the 1966 Street jobs to be
finished by black dirt and sedding of boulevards and all 1967 street jobs to be
completed in a like manner.
Chris Piehowski reported on building to be condemned.
Mayor Rustad announced that the home at 2127 Oakwood Drive burned this morning.
directed the Clerk to send a sympathy note and offer assistance that they
may need.
