HomeMy WebLinkAboutMinutes - 1967/03/01PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA MARCH 1, 1967 The Hearing on the proposed assessment for curb and gutter improvements was called to order by Mayor Rustad at 7:00 P. M. on Wednesday, March 1, 1967, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota, 55112. Richard Meyers, Attorney, read the notice of hearing as published in the legal newspaper. The Clerk stated that individual notices were mailed on February 9, 1967. `'Attorney Mayers announced that all requirements for a legal hearing have been met. Sheldon Boehm, Engineer, explained the assessment process. Special consideration of corners resulted in a sharing of corner costs. The total cost of $27,477.31 was then divided by total assessable front footage to arrive at a cost per front foot. Residents questioned if original estimate wasn't $2.75 per foot. Resident commented (Mr. Colby) that it was $2.75 but that this figure was not based on sharing of corner costs. He feels the assessment is fair. Residents questioned how they would know when the role is adopted. Answer Cards will be sent out. The Mayor called for objections three times. With no objections being made, the hearing was closed at 7:13 P. M. Residents questioned boulevard completion. Answer Boulevard work including black dirt and seeding will be done in spring. M /S /P (Malvin, Johnson) To adopt assessment roles as presented. 4 Ayes Residents have until April 1, 1967 to pay (without interest) at the Village Hall before assessments go on tax roles. M. on Wddsdy, March 1, 1967 at the Village Hall, 2401 Highway #10, St. Paul, Minnesota, 55112. Attorney Meyers announced the purpose of the hearing and the Clerk stated that Individual notices were mailed on February 10, 1967. Attorney Meyers stated that requirements for this Hearing have been met. Engineer Boehm explained that the Hearing resulted from lot splits, small errors in calculations, and changes in numbers of sewer connections requiring that changes in assessments be made. The Attorney requested that all objections be recorded. Resident question: What is minimum service and unit. Answer: $120.00 for (1) Service and $100.00 for a unit charge. Objection: #1 (Arnold Marquette) 7584 Groveland Questioned the increase from $120100 to $240.00. Answer: For extra sewer service. Question: Extra sewer service was cancelled. Answer: Engineer will check OBJECTS TO EXTRA SERVICE Objection: #2 (Chester Beck) 6926 Pleasant View Drive Questioned increase. Answer: There was an error in computation. OBJECTION TO ASSESSMENT IN GENERAL AND HOW IT WAS FIGURED. Objection: #3 (Thomas Nelson, Judge Carlson, Mr. Roberts, Mr. Bonin, and Mr. Cadwell) On Knollwood Drive Questioned benefit from swamp area at rear of property being assessed. Discussion: The rear portion of these properties is in the separate C -1 assess- ment but were not included originally drainage and swamp area were also dis- cussed. OBJECTION (5 RESIDENTS) AS NO BENEFIT FROM SWAMP PROPERTY. Objection: #4 (Mr. Blanski) 1881 Woodale Drive Questioned basis of computing figure. Answer: Calculations involved adjacent street right of way area where no street exists or is planned. OBJECTION TO ASSESSMENT ON STREET EASEMENT PROPERTY Objection: #5 (Wally Wible) 7150 Knollwood Drive Same as objection #4 plus assessment on swampy area OBJECTION TO ASSESSMENT ON STREET EASEMENT PROPERTY AND NO BENEFIT FROM SWAMPY AREA ASSESSED. Objection: #6 (Gordon Ziebardt) 5150 Bona Road Ouestioned assessment for street improvement since all improvements were paid when home was purchased. Answer: Must contact contractor with problem. OBJECTION TO ASSESSMENT IN GENERAL .2- OBJECTION TO CHARGE FOR SECOND SERVICE NOT INSTALLED. Objection #7 (Donald Drung) 1799 County Road H -2 Presented letters showing no service charge for second service would be made until it was used. OBJECTION AS NO BENEFIT Objection: #8 (Mr. Roning) 5140 Bona Road Same as objection #6 OBJECTION TO ASSESSMENT IN GENERAL Mr. Burggraff (1856 Spring View La No Objection Objection: #9 (Mrs. Lewis) 7880 Spring Lake Road Questioned charge for second service on vacant lot since she feels service was not installed. Answer: Engineer will check records. Objection: #10 (Robert Lubker) 1728 Hillview Road Questioned measurements as resulting in assessments for approximately 10 feet of lake area. Answer: Figures will be checked. -3- OBJECTION TO CHARGES OF 16 FEET OF LAKE AREA Objection: #1L A Letter from Mrs. Lietz was read objecting to the assessment OBJECTION AS NO BENEFIT Mr. Blanski requested that figures be corrected on his assessment. The Mayor called for objections three times. There were no further objections. The Mayor closed the hearing at 8 :40 P. M. Residents will be notified by letter. Questions concerning work on a drainage ditch were referred to the Engineer Mr. Boehm will check on the activity. Mayor Rustad adjourned the meeting at 8:55 P. M.
