VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
MARCH 13, 1967
The regular meeting of the Mounds View Village Council was called to order
by Mayor Rustad at 8:00 P. M. on Monday, March 13, 1967 at the Village Hall,
2401 Highway #10, St. Paul, Minnesota, 55112.

M /S /P (Johnson /Lang) To approve the minutes of the regular meeting of
February 27, 1967.

M /S /P (Rustad /Malvin) To approve the minutes of the two hearings held
March 1, 1967. 4 Ayes Lang Abstaining
M /S /P (RustadiJohnson) To approve the minutes of the special meeting of
March 6, 1967.
Mr. Don Haes requested an additional $500.00 for the Lakeside Park budget
to match funds with Spring Lake Park Village to provide funds necessary to
treat all of Spring Lake.
M /S /P (Malvin /Rustad) To provide $500.00 for control of snails in Spring
Lake. 5 Ayes
Representative of Sunnyside Petitioners for parking control explained the
need for parking restrictions. The Village will enforce a two hour ban:
Mr. Skiba was directed to request that Jim Schlichtmann attend the meeting
with the new County Weed Inspector. He will be paid for this time:
A letter from Police Chief Ernie Grabowski requesting street lighting at
Edgewood and LaPorte was read.
M /S /P (Rustad /Malvin) To install street lighting at Edgewood and LaPorte.

M /S /P/ (Walser /Rustad) To approve Bills represented by check numbers 851
through 897, 3094 through 3110, 898 and 899. 5 Ayes
Check number 897 is for street maintenance and street lighting.
The teen dance previously approved for March 17 in the Village Hall, will
be held March 24 instead. No objection from the Council.
Trustee Lang No Report.
M /S /P (Walser /Lang) To approve the purchase of one new Remingtra #25
Typewriter at a cost of $414.00 to be charged one -half to Water utilities
an d one-half to sewer utilities. 5 Ayes
M /S /P (Walser /Johnson) To approve Lot Split for tax apportionment purposes
(KnoLlwood Park Lot #78). Resolution 290 5 Ayes
Lakeside Park Commission Appointments by the Mayor for 1967 are as follows:

Trustee Malvin read the Police report for February and the B E Patrol
Report for February.
Reports have been received from the Sherwood and Fairchild area on large
dogs loose. B E will check area. A general notice will be published
in the Bulletin.
Trustee Johnson reported that surface drainage has been good.
Mr. Donald Hodges reported on Parks two new merry -go- rounds have been
purchased. Parks condition will be checked in Spring. Trustee Malvin

Recess called by Mayor at 8:30 P. M. for bids opening.

The Mayor proceeded with the regular meeting.
Inspector Wally Skiba reported a load of dirt in contractors work area
had been stopping the normal drainage, but it has been moved. The Mayor
requested that he keep checking this area and asked the Engineer to check
into it.
Attorney Meyers submitted a memorandum on insurance coverage in force in
the Village. The Council will study the report and the information in
the report is to be made available to anyone interested in proposing an
insurance package to the Village.
Engineer Boehm referred to a letter on two (reductions on assessments)
adjustments that should be made.
Attorney Meyers will prepare the appropriate resolution.
Engineer Boehm reported on the proposed water connection with Blaine. It
is to be used as a supply during the repainting of the tower, but will re-
main as an erergency facility for both Blaine and Mounds View.
Mayor Rustad reported that Fire Chief Fagerstrom approves this connection
as an extra fire protection capability.
Engineer Boehm has the final papers for signature on 1967 -1 project.
