M. on Monday, April 10, 1967, at the Village Hall, 2401' Highway '#10, St. Paul, Minnesota, 55112. PRESENT ALSO PRESENT I. C.?Rustad, Mayor Sheldon Boehm, Engineer Robert Walser, Clerk Richard Meyers, Attorney Gary Lang. Trustee Richard Johnson. Trustee Perry; Malvin, Trustee The approval of the minutes for March 27, 1967 was deferred. Resident Arvin Berglund presented a variance. Proposed garage would be four feet over code. M /S /r (Malvin /Rusted) To approve the variance for Alvin Berglund. 5 Ayes Resident John Radway presented copies of the Jaycees Community Attitudes Survey to Council members for their inspection and comments. Resident Joe Stork requested information on the Mil rate in the Village. Trustee Dick Johnson commented that improvements have been assessed at 757 and the additional costs must be recovered from tax dollars. Mounds View's Mil levy breakdown is as follows: 27.31 Mils Revenue (includes small hospital cost) 1.97 Mils P. E. R. A. .50 Mils Civil Defense 13.63 Mies Bonds and Interest 43.41 Total Rates of other suburbs were quoted and their distribution discussed. Resident Jae Stork requested information on tax delinquent property in Mounds View. Attorney Dick Meyers replied to the question stating that it is very difficult to obtain such a list due to the fact that land is not declared delinquent until it is five years delinquent in taxes. In the sixth year it can be sold for taxes. The effect of tax delinquent lands on the Mil rate was discussed. At the present time, a Mil levy of one Mil produces $2500, the Attorney reported. Mayor Rusted reported that New Brighton, Spring Lake Lark, Blaine, Shoreview, and Fridley, do not have ordinances regulating service stations. The Installation of flashing lights on Village trucks was discussed. M /S /i (Lang /Johnson) To install revolving flashing lights on Village Trucks. 5 Ayes The address is: -2- The Mayor commented on the safety problem with Highway #10. The County Commissioner was contacted and he wrote a letter to the Highway Department for us in which he listed justification and requested the installation of Cr.p ..i A letter from our kolice Chief to the Highway Department was read, requesting traffic controls. The reply was also read indicating that they are studying the matter further. The Mayor requested that concerned residents write to the Commissioner of Highways and express their concern that action be taken. John R. Jamisson, State Highway Commissioner Central Offices, State Highway Building St. Paul, Minnesota A proposed resolution in opposition to Metro government was discussed. The Attorney defined considerations of the two bills being considered in the Legislature. A discussion of the effect of the Metro plans on NSSSD followed. The Mayor invited residents to make their feelings known concerning the idea of Metro Government. A list of 1966 disbursements by the Lakeside Park Commission was presented and will be on file in the office for inspection. Resident John Radway questioned action on the rat problem. The Mayor ad- vised that the Police normally check on this in the Spring. The Letter to the Launching iad requesting the clean up of rubbish behind their building within seven days was read. M /S /P (Walser /Johnson) To approve bills as represented by check numbers 927 through 953, 955 through 972, and 3132 through 3146. 5 Ayes M /S /Y (Walser /Rustad) To approve the general contractors license for Arnold H. Johnson, the license for the Mr. Softie Company of Anoka, the 3.2 Off Sale and cigarette licenses for B L R Grocery, and the license for Suburban Fick -Up. 5 Ayes M /S /k (IJalser /Malvin) To approve a lot split for tax apportionment as represented by resolution #296. 5 Ayes The Mayor opened the hearing on a special use permit for Superior 400 at 9:00 P. M. The Clerk acknowledged the two publications of the notice of the hearing as required. Superior 400 presented the plans and requested the Shopping Center Zoning be changed to permit a Store- Station on their property on Highway Avenue and Highway 10 by County Road H. Residents questioned when the Restaurant and Motel would be built. Trustee Gary Lang stated that it appears that it will be some time before they proceed with the other construction. -3- The Mayor called for objections. Resident Joe Stork questioned whether it would be wise to require the Restaurant and Motel as conditions for approval of the station. Council members commented to the effect that this might be an excessively restrictive policy and would tend to discourage development. The Mayor called for objections three times. The Mayor closed the hearing at 9:06 r. M. The Attorney questioned the Council as to whether they might consider special problems like parking of old vehicles and dumping of old tires and mufflers. Superior 400 stated that since they do not do auto service this would not be a problem and they would not object to such limitations on the zoning. M /S /r (Lang /Malvin) To approve the Special Use permit for Superior 400, but with no old car parking to be permitted. (Map attachment with minutes). A poll of Council members was taken with Johnson, Malvin, Lang, Rusted and Halser all voting aye. Resolution #295 was read by the Attorney and the bond figure of $2000 was inserted. M /S /P (Walser /Lang) To adopt tesolution #295 authorizing the position of Supervisor of Office Operations. A poll of the Council was taken with Lang, Malvin, Rusted, and Walser voting Aye. Councilman Johnson voting No. The Clerk recommended John H. Engle for the position created by Resolution #295. M /S /P (Walser /Rustad) To hire John H. Engle as Supervisor of Office Operations at $550 per month for a three month probationary period to be increased to $650 per month after three months, effective April 11, 1967. 4 Ayes, 1 No M /S /t (Walser /Johnson) To approve Ehlers and Associates, Inc., as Fiscal Agents of the Village for 1967. The Ehlers agreement was read and discussed. Residents questioned the need for bonds. The 100% assessment for Curb and Gutter in Twelve Oaks was ci_ed as one example. The Village must pay the total cost ncw, and the residents will be paying off this amount over a ten year period. 5 Ayes Trustee Malvin read the Police Report. Theft of the microphones from the Village Hall during a teen dance was reported. The tolice have now recovered them. Rubbish complaints and a Horse complaint are receiving tolice attention. Trustee Johnson requested that the office prepare a tax information sheet. -4- M /S /E (Lang /Malvin) To approve the Lot Split for Frank Gabrysh, 2088 County Road J. 5 Ayes The Attorney commented on need for the Engineer or Attorney to review all Lot Splits. Trustee Johnson suggested a routing form to insure that Lot Splits are routed through the Attorney or the Engineer. Trustee Lang suggested an extra copy be made to be sent to Attorney or Engineer. The Attorney is interented in reviewing the assessment picture on properties, and would have requesting parties sign a waiver to permit adjustment of assessments without having a hearing. M /S /P (Lang /Johnson) To approve the use of the Hall for a Teen dance to be held Friday, April 14, 1967. Trustee Malvin commented on the large breakfast crowds at local establishments. The Attorney suggested that the Police Chief advise the owners that the people must stay out of Bar areas. No Inspectors reports. The Attorney will attend the next Agenda meeting to discuss insurance. The Rice Creek hook -up agreement was discussed. M /S /P (Malvin /Johnson) To authorize the Mayor and Clerk to sign the agreement. 5 Ayes The Engineer discussed the Fridley Storm Sewer project that will serve a small portion of Mounds View. Referred to Agenda meeting. The Attorney recommended a letter be sent to the County advising them not to release the funds to Barton until he gets Chives to remove the equipment along Silver Lake Road. The Mayor declared April 23 -29 Community Clean -up Week. Resident Bill Seaton representing the Mounds View Jaycees requested the use of Village equipment for Lark clean -up on Saturday, April 22, 1967. The Mayor authorized the use of the back -hoe and indicated that the Village will pay for a Village Maintenance employee to operate it. Mayor Rustad commented on the retirement of Mr. Reeder from the Mounds View School District. A scholarship fund has been set up in his name, and residents are encouraged to contribute to Mr. Pbhlad of the Mew Brighton Bank, who is receiving donations.
