APRIL 24,1967
The Regulas Meeting of the Mounds View Village Council was called to
order by Mayor Rustad at 8;00 P.M. on Monday, April 24, 1967, at the
Village Hall, 2401 Highway #10, St. Paul, Minnesota, 55112.

The Mayor noted the absense of Clerk Walser and Trustee Lang
A discussion of the minutes of March 27, 1967, resulted in the
following changes: In the item relating to Attorney Meyers services
with N.S.S.S.D., the word council should be counsel. In the motion
to hire Bart Lcssing as janitor, the wage specified at $1.25 per hour
should be $1.50 per hour.
Clerk Walser and Trustee Lang were recognized as present.

as corrected. 5 Ayes
Approval of April 10, 1967 minutes was deferred.
Residents submitted a petition with 33 signatures requesting that
blvd. be sodded instead of seeded.
The engineer received the orginal plans of replacing only previously
sodded areas with sod and seeding all other areas. It has been very
difficult to establish which areas accually were sodded. It would
amount to approximately$1O0,000 in additional cost to the Village
to sod all blvd. Black dirt and seeding for all blvd. as now
specified costs about $.18 /sq. yard.
Residents questioned the effectiveness of seeding. The Engineer
stated that if residents take care of the boulevards as is necessary
for either seed or sod, the seeding should work out well.
Resident, Mr. Gandel of 5467 quincy, expressed dissatisfaction with
the sharp drop at the end of his driveway. The engineer and Trustee
Jchnson will investigate this matter.
A discussion of ')tDell Peterson development plans indicated the
planning commission is in favor of the tentative plans but a formal
request and fee payment must proceed any formal actin.
Resident Art Spagenski submitted a list of neighbors signatures
supporting his keeping of a horse on his property on Arden Ave. The
list was referred to Police Chief Ernie Grabawski to check and will
report back to the council. ,If horse is kept in violation of
ordinance #67, a special use permit will be required.

M/S /P (Walser /Malvin)to approve licenses as per attachment to April
10, minutes. 5 ayes.
M/S /P (Walser/ Malvin)- to approve Resolutions #297 and #298 approving
lot splits for tax apportionment. 5 ayes.
M/S /P(Lang/ Walser)- to approve the Final Plots of Gustaysons third
and forth additions. 5 ayes.
M/S /P(Walser /Johnson) -to authorize the purchase of a file cabinet for
$13.49 for use by the treasurer for village records in her home. 5 ayes.
M/S /P(Walser /Johnson) -To approve payment of bills as represented by
check numbers 3147 through 3172 and 974 through 977 and 979 through
1,000 and 395 through 404. 5 ayes.
M/S /P /(Walser /Johnson) -to authorize the use of the Village Hall by the
Mounds View Jaycees on April 29, 1967, subject to normal clean up
agreement.
Trustee Lang discuissed the Ackerman request for a Lot Split.
M/S /P(Lang /Johnson) -to concur with the Planning Commission
recommendations as per survey and approve the Lot Split for Mr
Ackerman. 5 ayes.
The Brincewatt request for rezoning of the property at 2138 Highway
10 from bl to B3 for retail sporting goods sale and repair was
discussed, The Planning Commission has expressed agreement.
M/S /P(Lang /Malvin) -to set May, 22, 1967, at 9:00 P.M. as the date
for a hearing on the rezoning of 2138 Highway #10 from 81 to B3. 5 ayees-

The owner must supply an abstract listing affected parties within
250 feet prior to the mailing of notices for the hearing.
The Attorney discussed the resolution abating assessments.
M/S /P(Malvin/Johnson)- to apply for relief of taxes on property
acquired by the Village. 5 ayes.
M/S /P(Walser/Rustad) -To approve resolution #299 abating assessments
on property identification 59 0080 150 80- Skelly ')il 00. 5 ayes.
Since receipts numbered 6759 and 6761 prove payment has been made.
M/S /P(Johnson/Malvin) -To approve resolution #300 correcting assessments
for M.A. 56. 5 ayes.
w/S /P(Lang /Johnson) -to approve resolution #301 committing the Village
to meeting the requirements as defined by Ramsey Ccunty on the
open cutting of County Road H.
Insurance coverage was discussed by the attorney Meyers. Buildings
should be insured for a full 80% of actual value. Lift stations are
not covered under existing policies. Insurance companys will not do
appraisal for us.
The Attorney suggested that John H. Engle be bonded for $5,000.
The Disaster Fund final payment sent was not correct and the attorney
will begin action to try to get it straightened out.
Engineer Boehm will check on legal discribtions of the easement for
Silver Lake Road.
The Attorney received the requirements with regard to the keeping
of records by the Village office. Claims and vouchers, masc.
correspondence and most other papers must be over ten y ars old before
distruction and then only on approval of the Minnesota "istorical
Society and upon clerks request and subsequent council approval.
The Treasurers records must also be kept for ten years.
Engineer Boehm discussed the permits necessary for the crossing of
Rice Creek with utilities.
M/S /P(Malvin/Jchnson) -to authorize the mayor and clerk to sign the
permit lease agreement for crossing Rice Creek(Lease Rate of $1.00
year). 5 ayes.
M/S /P (Jchnson/Lang)- to approve change order #2 for project 1967 -1
ordering the change to under water crossing of water line; across
Rice Creek at an expected $1,000 increase in contract cost. 5 ayes.
M/S /P (Johnson /Walser) to adjourn(9:38 P.M.) 5 ayes.
