On Monday, May 8, 1967, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. PRESENT ALSO PRESENT I. C. Rustad, Mayor Sheldon Blehn, Engineer Robert Walser, Clerk Richard Meyers, Attorney Gary Lang, Trustee Richard Johnson, Trustee Perry Malvin Trustee M/S /P (Johnson/Rusted) To approve minutes of April 10,1967 5 Ayes Approval of April 24, 1967 minutes deferred. Mayor Rustad reported that Representative Savakoul has indicated that a study of traffic control problems in MLunds View is being conducted. This includes additional stop signs speed zone signs on Silver Lake Road Cty.Rd. H. Mayor Rustad announced that the Junior Sheriffs Picnic will be held on Tues. May 16, 1967. M/S /P (Walser/Rustad) To accept the resignation of Barbara Johnson offec May 15, 1967 and to authorize her employment on a part time basis, as needed, as a clerk- typist at a rate of $1.80 /hour. 5 Ayes M/S /P (Walser /Malvin) To approve Licenses as per the attached list. 5 Ayes M/S /P (Walser /Lang) To approve Resolutions #302, 303 8.304 which are lot splits for tax apportionment purposes. 5 Ayes i'S /P (Walser /Johnson) To approve Resolution 305 to corrdct assessment for Samuel J. Belisle in D.P. 56 5 Ayes io-' /S /P (Walser /Johnson) To approve the hiring of Dorothy Sandgren Dale Jones as clerk- typists for the Village 'lffice at $1.80 hour for a three month probation period, $190 hour for the next three month period, and at a rate of $2.00 /hour after six months of service. 5 Ayes M/S /P (Walser/Rustad) To authorize payment of bills as represented b; check numbers 3173 through 3191, 1001 through 1053, 973 and 405. .a•; c s :Walser/Rustad) To Authorize Sunrise Methodist Church to place i sign along Highway #10 on the west end of the Village Park property. 5 Ayes M /S /P (Johnson/ Malvin) To install street lights as requested in residents petitions at the corner of Bona Rd and Woodale Drive and a the corner of Edgewood Dr. and Hillview Dr. 5 Ayes r.tition from Odell Peterson was presented and the procedure for initiating improvements discussed. M/S /P (Rustad /Johnson) To accept the petition for ;improvements from ')'dell Peterson. 5 Ayes M/S /P (Rustad /Lang) To direct the Engineer to prepare a preliminary report cost estimate for the improvements on the properties re- presented in the Odell Peterson petition. 5 Ayes M/S /P (Rustad /Johnson) To set 9:00 P.M. on June 12,1967 as the date of the hearing on the improvements requested by l'dell Peterson. Trustee Malvin read the April Police report and the April B E Patrol report. Trustee Johnson stated that arrangements for street sweeping are being made and actual sweeping should start next week. The request for the use of the Hall by the TOPS Club for teen age dances on an every other Friday basis for the rest of the summer was discussed. The Council deferred action on this request but approved the schedule for the next one month period. Civil Defense Director Charles Jackson announced that a civil defense course is being given to the Mounds View Mrs. Jaycees. Attorney Meyers read a bill submitted by Jlubert Robert Bona for equipment operation labor during the 1965 tornado. Attorney Meyers advised that the Federal Government will not recognize or reimburse on this. Hubert Robert Bona will be asked to attend an Agenda Meeting to discuss the request. Attorney Meyers announced the receipt of a release to the Village of Mounds View for all claims by the Peter Lametti Co. and advised that he has rele..sed our final payment to them. M /S /P (Malvin /Johnson) To authorize the Mayor and Clerk to execute the Silver Lake Road Highway Easement agreement. 5 Ayes Engineer Boehn read the proposed agreement on water inter connection with Blaine. M/S /P (Rusted/Walser) To approve the contract on water inter connection with Blaine in which Blaine will pay for 1/3 of the installation costs and the water use rate for both parties will be 12 /1000 gallons. 5 Ayes The Engineer advised that the delay in getting the water inter connection finished may result in a delay of the water tower repainting pr ject. M /S /P (Johnson /Lang) To accept plans and specifications on the 1967 -3 MSA street project as presented. 5 Ayes M /S /P (Rustad /Johnson) To set the Bid opening on the 1967 -3 project for 12 :00 noon on June 12, 1967 5 Ayes Trustee Malvin announced that all signatures on the list submitted by Art Spagenski approving his keeping of a horse have been verified. The Police Chief will investigate ownership of property on Oakwood and get it cleaned up to control rat problems. Resident reported that, cats are being shot in the Oakwood area and that his cat is recovering from a bullet wound. The Mayor advised that firing fire arms is illegal in the Village and the Police will check on this. Resident questioned unique parking limitations imposed along Sunnyside.. The wording on the parking signs will be checked. Resident questioned equipment storage behind t he Mermaid.. Most equipment wall be sold or used on jobs sho Resident, Mr.. Colby, requested the Council reconsider its decision to leave part of the drainage system in his area as an open ditch, rather than covering. NVS /P (Malvin/Johnson) To adjourn (9:19 P.M.)
