HomeMy WebLinkAboutMinutes - 1967/05/22PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA MAY 22, 1967 The Regular Meeting of the Mounds View Village Council was callod to order by Mayor Rustad at 8:03 P.M. on Monday, May 22, 1967, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. PRESENT ALSO PRESENT I. C. Rustad, Mayor Robert Walser, Clert Gary Lang, Trustee Perry Malvin, Trustee Sheldon eoehm, Engineer Richard Moyers, Attorney ABSENT Richard Johnson M/S /P (Rustad /Lang) to approve the minutes of April 24, 1967. 4 Ayes Approval of the May 8th minutes deffered. Mrs. Schwartz presented a petition signed by residents living near the County Road H and Silver Lake Rd. area. The petition requests that the posted speed limit on that section of Silver Lake Road be reduced. Attorney Meyers read a letter sent to the Attorney General and commented on the related legal problems. A prepared resolution supporting the proposed speed reduction was read. M/S /P (Walser/Rustad) to adopt resolution #307 supporting a reduced speed limit around the County Road H intersection, on Silver Lake Road. 4 Ayes Trustee Malvin reported on the citizen's meeting on Silver Lake Read speed control attended by himself, Clerk alser, Chief Gr *owski and, county and state officials. Mr. Eigenheer questioned the status of his request for improvements. The Attorney will seek a road easement on the south half of extended "oodale Dr. from the school board. M/S /P (!:Walser /Lang) to accept the resignation of Mr. John Engle as Supervisor of office operations, effective May 15, 1967. In response to questions from Mr. Blanchard and trustee Malvin clerk Walser explained that this was a mutually acceptable decision of the Clerk and Mr. Engle and that while the rest of the council was aware of the situation, it did not influence the decision. M/S /P ('falser /Malvin) to approve licenses (see attachment) 4 Ayes M/S /p /alser /Rustad) to approve the Lot Split resolution #306 for tax apportionment purposes. 4 Ayes M/S /P /Malvin) to approve the payment of bills as resented by check #3192, #3220, and #1500 through #113A.. The letter received from O'dell Peterson was read, cancelling the hearing on improvements because development plans have been dropped. The Attorney questioned the expenditure by the village for preliminary Plans and estimates in situations likethe Oldell Peterson case. It was suggested that perhaps fees should be increased or proof of ownership required. M /S /P ,;(Rustad /Malvin) to abandon hearing and to send a bill for village costs to Oldell Peterson. 4 Ayes M/S /P Nralser /Lang) to adopt resolution #308, regarding approval of basis for financing MSA Street Projects M.S.A.P. 46- 231 -02 and M.S.A.P. 46-230-03. 4 Ayes M/S /P (Walser /Rustad) to accept the petition requesting improvements for the Haugens and Haluptzok additions. 4 Ayes M/S /P (Malvin /Rustad) to order the Engineer to prepare preliminary plans and cost estimates. M/S /P (Rustad /!vialvin) to set June 12th, at 9:00 P.M. as the hear- ing date. 4 Ayes M /S /P (Lang /Rustad) to order the Engineer to prepare preliminary plans and cost estimates on Eigenheers 2nd, 3rd, and 4th additions. 4 Ayes Trustee Lang submitted Planning Commission minutes for filing. M/S /P (Lang /Malvin) to authorize the office to reimburse Charlotte Forslund $5.00 for cost of a U. of M. Planning Course. 4 Ayes Building Inspector Chris Piehowski presented a special request concerning the construbtion of a tool shed at 8160 Eastwood Dr. M /S /P (Rusted /Malvin) to grant the building Permit fox 8160 Eastwood Dr. Attorney Meyers discussed the tornado fund status. Some claims were disavowed and have been appealed. A check for the settlement as of this date for $927.54 (check #4045) was turned over to the village for deposit. The Mayor recessed the regular meeting of May 22, 1967. T!-,,? Mayor called to order the special hearing on the Brinywatt request `o:: rezoning at 9:00 P.M. The published notice was read and the property identified. Proposed use will be for sale and repair of Sporting Goods. The Clerk advised that a notice was sent to all sixteen names on the abstract of affected property owners. In response to a question by Mr. Hillyard, Mr. Bringewatt said that there would be a display of camping trailers on the property. Mr. Hillyard stated that he objects to any zoning other than residen- tial along Highway #10. The Mayor called for objections three times The hearing was closed at 9:14 P.M. The regular meeting of May 22, 1967 was resumed. Trustee Lang commented on the Planning Commission Policy's of usually favoring the placing of businesses along Highway #10.' Bl M/S /P to B3 (Rustad/lJalser) to rezone the Bringewatt property from Poll of Council: Lang -Aye, Malvin -Aye, Rustad -Aye, Ualser -Aye. The Engineer commented on the Schaffhausen complaint of water being diverted into their yard, on H -2. The County will correct the drain- age in that area. The Engineer advised that permits should be obtained before any filling up to a county road is attempted. The Engineer reported that as of today we are on Blaine water and the water tower is ready to be painted. The painting will 'Probably not be completed in May due to the late start. In a discussion of scheduling police exams, it was decided to wait until a later date as we are not yet ready to hire additional police personnel. Mir. Berczyk on the corner of Lambert and Jackson requested permission to locate a mobile home behind his house for use by his elderly mother. The Council requested that Mr. Berczyk seek neighbors signatures of approval before council action. M/S /P (Lang /Malvin) to approve the preliminary Plot Plans submit- ted by Ruth ?:Uhite subject to approval of the Engineer and Attorney.
