VILLAGE OF MOUNDS VIES'

June 12, 1967
The Regular Meeting of the Mounds View Village Council was called to
order by Mayor Rustad at 8:05 P.M. on Monday, June 12, 1967, at the
Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112.

M /S /P (Malvin /Lang)- To approve the minutes of May 8, 1967 4 Ayes
Clarence Krans of Mounds View Industrial Developers presented plans
for industrial development in Mounds View. He thanked the Mayor and
others for cooperation given them. Mr. Jensen and Mr. Skiba also
came forward to discuss their plans. They would like to have im-
provements installed and costs assessed on some of the property.
This is the property behind the Skyline Motel. A preliminary
discussion followed.
Mr. Hagen of Blue Nose International presented plans for a restaurant
on property behind Donatelle's (This is the O'Neil property). The
Attorney checked on the need for a special use permit. It will be
required. the planning commission will review this first and then
a special use hearing will be held. Property owners within 250 feet
will be notified.
Irene Edberg questioned whether a short section of Greenwood just
north of Cty. Rd. I could be finished. The section will be graded
nd sealcoated.
Lir. Gustafson questioned Rezoning R'_ -A to R3- Multiple (4- plexes) on
property north of I and west of Edgewood. The planning commission

i /S /P (Malvin /Lang) -To direct the Engineer to prepare Sanitary Sewer
osessments for Lot #1 and #2 and revise Lot #3 block #3 Gustafsons
Third Addition. 4 Ayes
/S/P (Rustad /Lang) -To set Monday June 26, at 9:OOP.M. as the hearing
date for the rezoning of the Gustafson property. 4 Ayes
Bart Lossing submitted his resignation as janitor after accepting a
ncv full time job.
Hodges, chairman of the park board, submitted a report of park
activities.
:esidents request for cleanup of property on Greenwood our inspectors
—ill chock out.
Trustee Malvin read the May Police report and the May B.& E. Patrol
oport.

Trustee Malvin reported that he checked on complaints and that all
Garbage Haulers operating in the Village are licensed.
The Mayor declared a five minute recess.
Trustee Johnsons arrival was recognized by the Mayor.
The Mayor opened the special hearing on improvements in Haugens 8
Haluptzoks Additons at 9:00 P.M.
The Clerk announced that notices had been sent and published. The
notice was read.
Engineer Boehm read the preliminary report and cost estimate. The
property was identified on the Village map.
Ruth White questioned whether her property would be affected. She
was assured that her property is not involved.
James Lund questioned the exact breakdown of costs. Engineer Boehm
reviewed and clarified the costs breakdown.
The Mayor called for objections three times.
Mayor Rustad closed the hearing at 9:10 P.M.
The question of length of assessment period was discussed by Mr. Lund
and the Attorney.
Mr. Lund was advised that the Council generally wants assessments
paid as soon as homes are built and sold.

Engineer to make the final plans anA cost estimates for the Haugens
and Haluptzoks Additions. 5 Ayes.
The Mounds View Developers presented a signed petition requesting
rezoning from B -3 to light industrial on remaining sections of their
property and the vacating of certain streets and alleys.

searing date for the Mounds View Developers rezoning and vacating of
certain streets and alleys. 5 Ayes.
The Clerk announced that the Financial Statements in booklet form are
now available from the office.
iii /S /P (':'alser /Lang)- To hire Dennis Zylla as Supervisor of Office
Operations effective June 26, 1967 at a salary of $525/mo. for a
three month probationary period and $625/mo. after the probationary
period. SAyes.
M/S/P (Walser/Johnson)-To approve licenses (see attached sheet).

M/S /P,_(Walser /Austad) -To approve final Estimate #7 of Northern
Contracting and enter into the one year guarentee (check x'1586).

M/S /P (Walser /Rustad) -To approve the purchase of a desk and chair
for the office for a cost of approximately 5195.00.
5 Ayes.
The transfer of funds from the Road and Bridge Fund was discussed.
$110,000.00 in the account is MSA street funds. The street work
has been paid out of the Sewer account. The Attorney and Engineer
advised that this should be done.
M/S /P (Walser /Rustad) -To direct the Treasurer to reimburse the Sewer
Fund with the State Aid Funds received in 1966.

Trustee Lang reported that the Planning Commission has approved the
Lot Split request of Mr. Ellingson of 7960 Red Oak Dr. and that the
Engineer and Attorney have reviewed the request.
M /S /P (Lang /Johnson) -To approve the Ellingson Lot Split.

Trustee Lang reported that the Planning Commission, Engineer, and
Attorney have all approved the Lot Split request of Spring Lake
Baptist Church (Lot #119 divided into two lots).
M/S /P (Lang /Malvin) -To approve the Spring Lake Baptist Church Lot
Split. 5 Ayes.
Mayor Rustad reported on the New Brighton meeting attended by the
mayor, clerk, and one councilman regarding the route of the NSP
power lines. The possible alternate route is along Hwy. #10 through
Mounds View. The Mayor felt that the meeting went very satisfact-
orily and that the alternate route will not be used.
Attorney Meyers reported on the control of speed on Silver Lake Road.
He read the written opinion he received from the office of the state
attorney general.The state advises that we can mi. install speed
signs along Silver Lake Road.
M/S /P (Rustad /Walser) -To adopt Ordinance #143 amending Ordinance #67
rezoning certain properties in Mounds View (2138 and 2146 Hwy. #10)
from B -1 to B -3.

M /S /P (Johnson Malvin) -To adopt Resolution #310 authorizing the Clerk
to apply for a permit from the Department of Conservation for crossing
Rice Creek with the water main.
5 Ayes.
M /S /P (Lang /Rustad) -To authorize the clerk to apply for relief of
taxes on certain properties acquired by the Village.
5 Ayes.
M /S /P (Rustad /Malvin) -To adopt Resolution #309 abating assessments
for M.A. 35

Engineer Boehm read letters regarding storm sewer drainage easements.
Mr. W. Spicer has been advised that his drainage ditch problem can
only be solved by petition to the county.
Engineer Boehm reported on the interconnection with the Blaine water
system. Mounds View will bill Blaine for $819.67 (one third of cost)
as per our agreement with them.
Engineer Boehm reported on the Bid Opening for Project 1967 -3 and
made his recomendations.
M/S/P (Rustad /Malvin) -To accept the bid of Hennepin Blacktop Co. for
$56,195.53 for project 1967 -3 (Edgewood and Groveland sections
resurfaced)/

Engineer Boehm read the preliminary report on the improvements for
Eigenheers second addition and submitted it to the council.
Trustee Malvin reported on the meeting held to discuss the interchange
at Cty Rd.J and 35W. Either plan would be acceptable to Mounds View.
Mr. Malvin spoke to the County Engineer after the meeting on the speed
problem on Silver Lake Road and was advised that the result of a study
of the problem will be available to the Engineer in a few days and
then they will review the situation again.
