HomeMy WebLinkAboutMinutes - 1967/07/10PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA July 10, 1967 The Regular Meeting of the Mounds View Village Council was Mayor Malvin at 8:00 P.M. on Monday, July 10, 1967, at the Highway #10, St. Paul, Minnesota, 55112. PRESENT Robert Walser, Clerk Gary Lang, Trustee Richard Johnson, Trustee Perry Malvin, Trustee M /S /P (Lang /Johnson)- M /S /P (Malvin /Johnson)- ALSO PRESENT ABSENT called to order by acting Village Hall, 2401 Richard Meyers, Attorney I. C. Rusted, Mayor Shelly Boehm, Engineer to approve minutes of regular meeting of June 12, 1967. 4 Ayes to approve minutes of Special meeting of June 19, 1967. 4 Ayes MIS /P (Johnson /Lang)- to approve minutes of Special meeting of June 28, 1967. 4 Ayes Approval of the minutes for the regular meeting of June 26, 1967 was deferred. Clerk Walser questioned whether a discussion could precede the pending vote on Gustafson rezoning, since he was not present at the hearing. M/ (Walser/ to re -open the hearing on the Gustafson rezoning. (motion died for lack of a second) M /S /P (Johnson /Lang)- to deny the Gustafson rezoning request. Trustee Johnson Trustee Lang commented, at Clerk Walser's request, on their reasons for the motion to deny. Spot rezoning and other reasons were mentioned. Roll call vote: Johnson -Aye, Lang -Aye, Malvin -Aye, and Walser -Aye. M /S /P (Walser /Johnson)- to approve Licenses (see attached list). 4 Ayes M/S/P (Walser /Malvin)- to approve bills as represented by check #'s 3270 -3297 and 1621 -1663 and 1063(bond). 4 :_yes Mr. Tom Coil representing Superior 400 requested an additional 90 days extension on a building permit. Trustee Malvin read the June Police report. Trustee Lang commented on residents needing a place to dispose of storm debris. Trustee Lang suggested and the Council agreed that residents be allowed to dump brush in the low spot in the park behind the Village Hall. Civil Defense Director, Charles Jackson suggested that trailers in the mobile home park be anchored at corners to protect against wind damage. He is prepared to undertake an educational campaign in the trailer park to promote in- ividual interest in this plan. Engineer Boehm discussed village map reproduction costs. M /S /P (Walser /Lang)- to order 100 copies of the 17 "X22" size maps at a cost of $25.00 Plus IOC per copy. 4 Ayes The Engineer reported the water tower repainting completed today but recommended it not be filled before Wednesday morning. Balberg builders requested authorization to install wells in two new homes along Silver Lake Road in an area where water is not now available. Engineer Boehm will do a preliminary study of costs for a dead -end feeder down from Highway #10. Acting Mayor Malvin called a recess at 8:55 P.M. The Rezoning hearing for Mound. View Developers was opened at 9:00 P.M. The Clerk read, the notice attested to its publication twice prior to the hearing. Legal Description of property to be rezoned from B -3 to Light Industrial. W. Clarence Krans explained Mounds View developers request. The Engineer indicated the area involved on the village map Mr. Skiba asked several questions on the definition of the term "light industrial Discussion of the area and use followed with several persons commenting favorably on the proposed action. Acting Mayor Malvin called for objections three times. The hearing was closed at 9:15 P.M. M /S /P (Lang /Johnson)- to rezone the Mounds View developers property B -3 to Light Industrial. Poll of Council: Johnson -Aye, Lang -Aye, Malvin -Aye, and Walser -Aye. The meeting was recessed until 9:30 P.M. The hearing on Eigenheees improvements was called to order at 9:30 P.M. by Acting Mayor Malvin. The Clerk read the notice and attested to the notification of affected residents but advised that it had been published June 29, but not on July 6th, as scheduled. The Attorney stated that it is not a legal hearing but suggested that the Council should open the meeting to discussion of the proposal. M /S /P (Lang /Johnson)- to set the hearing date for the Eigenheer Improvement hearing for July 24, 1967 at 8:30 P.M., 1967. 4 Ayes Mr. Jack Bell spoke for Mr. Eigenheer in support of Plan "B" (no lift station). He suggested deferring assessments on undeveloped lands involved. Mr. Herbst objected to additional assessments at this time. Mr. Christiansen objected and said he felt the plan benefits only Mr. Eigenheer and he should pay total cost. A representative of School District #621 said he didn't object if the school district is not assessed. Mr. Perin suggested a NEW plan "C" which would also service homes along Highway (110. Attorney Meyers commented on refusal of the street easement requested of the school district. Attorney Meyers suggested consideration of the plan "C" and said it could be incorporated into the already scheduled hearing. M /SIP (Malvin /Johnson)- to amend the July 24, 1967 hearing scheduled to include properties along Highway 010 from Christiansen to Thomson properties. 4 Ayes M /S /P (Leng/Malvin)- to direct the Engineer to prepare preliminary plans for the third plan for improvements. 4 Ayes Mr. Eigenheer's request for variance (7 foot form lot line) was discussed. M /S /P (Lang/Johnson)- to approve the Eigenheer variance. 4 Ayes Mr. Herbst of the Mermaid requested the Council hold a special election on Sunday liquor.
