VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
August 14, 1967
The Regular Meeting of the Mounds View Village Council was called
to order by Mayor Rustad at 8:00 P. M., on Monday, August 14, 1967
at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112.

of July 26, 1967. 5 Ayes
M /S /P (Johnson, Lang) To approve the minutes of August 10, 1967,
Vote Canvass of the Special Election. 5 Ayes
Mr. A. M. Skooly of the Minnesota Safety Council presented a 10 year
Pedestrian Safety award to the Police Chief, Ernest Grabowski.
Fred O'Neil Food Service presented construction plans to the Council.
Formerly known as Blue Nose, it is now called Fritzes minor changes
have been made in the building layout.
A question by a resident on the status of an open field near County
Road I and Jackson complains of rats in the area. Inspector Skiba
and Chief Grabowski will check on this. They will also check the
swamp by Erickson Road.
A resident complained that the Chies dump is smelling up Mounds View
again. We will contact New Brighton again to request that they do
something about it.
Mrs. Dennis Mc Guire questioned disposition of the area behind the
park (swamp area) and the drainage ditch. The area is near Sherwood
and Greenfield. Wally will check to see if we can get into the area
to cut the weeds. We cannot develop it yet, at this time.
Mayor Rustad questioned the amount of their interest, and requested
that they contact our Park Committee and try to work out a solution.
A resident questioned building another garage (beside attached garage)
in which to store a camper.

Bob Waste requested a special permit for a trailer to be parked
behind the Launching Pad.
M /S /P (Lang, Johnson) To issue a permit for parking a house trailer
behind the Launching Pad. 5 Ayes
Herman Grove, 2274 Pinewood Drive, complained of cars and car parts
scattered all over 2273 Pinewood Drive. He states that car repairs
are done at this address.
A resident questioned plans for a Street Light at Pinewood and
Jackson. A study is under way by NSP. Residents can petition now
if they desire.
The Hackett residence at Bronson and Groveland was discussed. Village
Inspectors reports were read. In general, there are only minor
violations that must be corrected.
A resident offered a sketch of property layout from the County to
indicate that the address was changed from Knollwood to Bronson Drive.
They feel that they cannot tolerate the throughway traffic through
that area. It was charged that the Fire Hydrant and Pole are in the
18 foot area of their property, and that the Hackett road is on the
Hill property. There was further discussion of this problem.

of $40,000.00 from the water utility to the sewer account. 5 Ayes
M /S /P (Walser, Johnson) To authorize the Bond payment by Check #1064.

M /S /P (Walser, Johnson) To approve bills as represented by check
#'s 3315 -3334 and 1701 -1759. 5 Ayes
M /S /P (Walser, Lang) To approve the licenses (see attached list).

MIS /P (Walser, Rustad) To approve the TOPS request for the use of
the Village Hall on the second Friday of September. 5 Ayes
The Birkeland Addition plans were submitted for final signature.

Mr. Dahl and Mr. Bobendrier questioned their cpecial use permit for
a Mobile Home Park. They were told that they would most likely have
to have everything completed before any trailers could move in. They
will appear at the next Agenda meeting.
Trustee Malvin read the July Police Report.
Trustee Malvin presented the June and July reports from B E Patrol
for filing.
Trustee Malvin discussed the recent publicity over accident reports
as published in the St. Paul paper. A letter from Chief Grabowski
was read and the matter reviewed. All Village reports a =re filed
within 24 hours. The Highway Department has apparently lost some
reports and still refuses to acknowledge that a Highway Safety problem
exists.
Trustee Lang discussed a report on water usage. The quantity of Blaine
water used during the water tower repainting was 12,500,000 gallons.
We may repay, in part, with water to Blaine.
A petition from all of the property owners in the Langen Park addition
and other properties requesting improvements was received. No hearing
will be needed due to 100% of affected owners petitioning.
M /S /P (Johnson, Malvin) To order the Engineer to prepare the preliminary
plans and cost estimate for the Langen Park and other properties on
the petition. 5 Ayes
The proposed Horse Ordinance was read again by the Attorney.
Residents questioned the placement of stables, disposal of droppings,
staking in front yards, etc. Violations on Erickson Road were referred
to. Two doors down from 5446 Erickson Road (the address of the .esident
reporting), other violations were also referred to.
M /S /P (Malvin, Johnson) To order 50 extra Ordinances printed for
distribution. 5 Ayes
M /S /P (Rusted, Johnson) To adopt the Animal Control Ordinance #146.

M/S P (Rusted, Lang) To approve the Lot Split, Resolution #320 for
tax apportionment purposes. 5Ayes
M /S /P (Malvin, Johnson) To approve Resolution #321, a correction for
Trepenier tax apportionment.
A letter by Attorney Richard Meyers to Mounds View Mobile Home Park,
with Inspectors reports listing necessary corrections was read.
Archie's Construction Company and owner Jack Downing reported that at
5133 Red Oak Drive, the service is two feet too high. Engineer Boehm
will check.
Trustee Johnson stated that Street contracts should be finished by
September 1, 1967.

It was announced that work on the Federal Grant application and work
on a Bond issue is progressing.
Judicial ditch problems were discussed with a resident. There are
tentative plans for a Rice Creek water shed district which may
solve these problems
