HomeMy WebLinkAboutMinutes - 1967/09/11PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA September 11, 1967 The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:00 P.M., on Monday, September 11, 1967 at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Rustad Clerk Walser Trustee Malvin Trustee Lang Also Present: Attorney Meyer Engineer Boehm Absent: Trustee Johnson M /S /P (Malvin/Lang) To approve the minutes of August 14, 1967. 4 Ayes A petition signed by 13 ri.sidents near the area of Erickson Road and Adams Street requesting a street light at this corner, was received by the council. M /S /P (Rustad /Malvin) Tc order the installation of a street light at the corner of Ericksor Road and Adams Street. 4 Ayes Mayor Rustad reviewed a eport on Lake Side Park. Work completed to date and future plans in the blacktopping of parking area. The clerk announced the `ollowing dates regarding the election of November 7, 1967. Filings open September 26, 1967 and close October 10, 1967. Voter registration closes October 6, 1967 The office will remain open until 9:00 P.M. on October 4, 5, and 6. M /S /P (Walser /Rustad) To approve the Jaycee Beer License for September 24 (Fee Waived) and 4 Ayes M /S /P (Walser /Malvin) To approve bills represented by check numbers 3367 through 3381 and number 1065 and 1793 through 1826. 4 Ayes M /S /P (Walser /Rustad) To approve on the recommendation of Mr. Zylla a merit adjustment to $2.00 /hour effective immediately waiving the 6 month probationary period for Dorothy Sandgren. M /S /r /Lang) To approve bills previously posted but not approved and represented by check numbers 1792, 3365 and 3366. 4 Ayes M /S /t (Walser /Malvin) To approve bills as represented by check numbers 1828, 1829, and 1830. 4 Ayes 2 M /S /t (Walser /Lang) To approve payment to C.S. McCrossan by-check number 1831 representing the final estimates on projects 1966 -4, 1966 -5, 1966 -6, and 1966 -8 and to enter into the one year warranty agreements on these projects. 4 Ayes M/S/P (Walser /Rustad) To authorize the treasurer to transfer $40,000.00 from the Bond redemption account to the Sewer Utility account. 4 Ayes The Mayor opened the Rezoning hearing on the Gillespie property at 8:30 Y.M. Clerk Walser read the official notice and attested to its publication and to the notification of property owners within 250 feet of the property to be rezoned. Mr. Gillespie explained tis purpose in requesting R1A to B3 rezoning was to allow him to sell used cars on his property as a part time job. Resident (Robert Larson, 7960 Fairchild) spoke against the proposed use of the property. 'esident (Arnold Scholl'argerdes, 7950 Fairchild) spoke against the 1rosed use of the property. Resident (LeRoy Tauer, 980 Fairchild) spoke against the proposed use of the property. Resident (Elmer Trefelb2n, 7985 Fairchild) spoke against the proposed rezoning. Car testing in the area would be a safety hazard. Resident (Jim Gable, 7934 Fairchild) spoke against the rezoning, aiting problems in ever reselling the property as a private reside. and the possibility of a very undesireable commercial operation buying the property. Mayor Rustad called for objections. Mr. Gillespie commented on other business use in the immediate area, and general business use of property along Highway #10. Mr. Robert Larson questioned the effect of reduced traffic when Highway #10 is rerouted. Trustee Malvin commented that studies show heavier traffic by that time even with #10 rerouted. Mr. Gable commented again on the eventual use of the property. Mr. Chuck Larsen commented on the unfairness of discriminating against one parcel of land. Mayor Rustad called for objections. The hearing was closed at 8:40 Y.M. Rayor Rustad reviewed the rezoning and stated that he opposes it. Clerk 'Walser reviewed considerations and stated that he opposes it. 3 At the Mayors request, the attorney read the list of 38 permitted uses plus special uses that could be located on the property if it were rezoned and the R2 uses that could apply. Trustee Malvin stated that he opposes the rezoning. Trustee Lang commented on the rezoning being somewhat in line with the Planning Commissions general approach to Highway #10 property. Additional discussion followed. M /S /P (Austad /Lang) To deny the rezoning. 3uncil Polled: Lang -Aye, Malvin -Aye, Rustad -Aye, Walser, Aye. Trustee Malvin read the B E report for August and the Eolice Report for August. Trustee Malvin reported on the trip to Chicago to present the olication for the Federal Sewer grant. Approval possibility ,woks good at this time. Trustee Malvin mentioned that additional efforts are being made to get traffic controls 3n Highway #10. Senator Greig and newspapers are involved. Attorney Meyers reporter that Senator Greig and highway officials have met and discussed the problem, and they have agreed to install lights at County Rd. H and Highway #10. Bids will be let in December and construction completed in May. The attorney reported that the special assessment agreement has been signed by Mr. Dropps. M /S /P (Rusted/Malvin) To enter into an agreement with Twin City '9.deral, Mr. Dropps and t•Ir. Goodroad regarding the assessments on their properties. 4 Ayes M /S /P (Rusted/Lang) To enter into an agreement with Mr. Dropps ar' Lr. Goodroad regarding the assessments on their properties. 4 ry•_s The Council will meet with the Union representatives of the maintenance employees at 7:00 E.M. on September 18. t•i /S /1 (Lang /Malvin) To grant final (previous tentative approval) approval of the Goodroad lot split request. 4 .'ryes Engineer Boehm reminded the Councii that assessment roles have not been prepared on the Spring View Lane and Section 17 projects. 4- M /S /P (Malvin /Rusted) To direct the Engineer to prepare assessment roles for the Spring View Lane and Section 17 projects. 4 Ayas At the request of a resident possible solutions for providing school bus service to the dead end of Quincy were discussed. The Engineer will check with the Highway Department and private property owners in the area. The sbbool officials will also be contacted.
