VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
September 25, 1967
The Regular Meeting of the Mounds View Village Council was called
to order by Mayor Rustad at 8:00 P.M., on Monday, September 25, 1967
at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112.

A petition was read requesting street lights.

M /S /P (Lang/Rustad) To approve the minutes of August 28, 1967. 5 Ayes
M /S /P (Lang Rustad) To approve the minutes of September 18, 1967.4 Ayes

Mr. Leo Cavanaugh discussed with the Council the possible rezoning of
shopping center property to Light Industrial. The plating company
would be considered a metal assembly plant. A 15,000 square foot
building, about 50 people initially, water use of about 2,000,000
gallons per month. A discussion of proposed use seemed to indicate
it was generally favorable to the Council and it was recommended
they submit plans to tie Planning Commission.
M /S /P (Rustad/Malvin) To order NSP to install street Lights at
Sherwood and Jackson and the east end of LaPort Drive near Jackson.5 Ayes
Bob Shelquist of the Mounds View Jaycees thanked the Council, Civil
Defense, Wally Skiba, and Don Hodges Sons, Ron Fagerstrom and other
volumteer firemen, Mr. Edmond (Electrical Inspector), Gene Skiba of
the Bulletin and the approximate 3,000 people that helped to make
the first Indian Summer Days a success.
Mayor Rusted commended the Jaycees on the activity.
Mr. Braley, 2337 Knoll Drive questioned an extra garage for antique
cars. Referred to Building Inspector and Planning Commission.
Mr. Varns wondered if the storm damage at H2 and Silver Lake !toad
could be cleaned up. Mr. Zylla will contact the property owner.
A resident wondered about progress with the park area at Sherwood,
Hillview, and Greenfield. A discussion of time and money followed.
Mr. Skiba was asked for an estimate for the Wednesday budget meeting.
tar. Joe Lemm, 5434 Erickson Road, New Brighton, requested the use
of the Village Hall for the 4H Club on the 3rd Wednesday of each month.

M /S /P (Rusted/Walser) To reset the Dropps rezoning hearing to
October 9, 1967 at 8:30 P.M. 5 Ay
M /S /P (Malvin /Johnson) To allow the Tops Club to use the Village
Hall the first and last Friday in October for dances. 5 Ayes
M /S /P (Walser /Johnson) To approve the licenses for Lund Construction
Company, Ferndale Builders, and Husnik Sewer Service. Also to exclude
Golden Construction from formal approval. 5 Ayes
M /S /P (Walser /Lang) To approve the following bills. Check numbers
3382 -3407, 1832 -1863, and 1067. Void 1858. 5 Ayes
M /S /P ('Walser /Lang) Resolution 323. DP ll's 34, 37, 56, 63
assessment approved for Ruth White. 5 Ayes
M /S /P (Walser /Johnson) To hire Maxine Neumann for part time employment
in the Village office at $1.80 per hour. 5 Ayes
M /S /P (Walser kustad) To authorize Mr. Skiba to hire extra men to
read meters at $.25 per meter. 5 Ayes
New rezoning maps are on sale at $1.00 each.
Trustee Malvin announced that the 1966 Plymouth will be traded on a
new squad car.
M /S /P (Malvin /Johnson) To advertise for new squad car bids to be
opened at October 23, 1967, 8:00 P.M. 5 Ayes
Traffic safety problem was discussed by Trustee Malvin. The proposal
on having some one stop traffic is considered too dangerous.
The Jaycee's were encouraged by the Mayor to participate in the effort
to get adequate traffic control on Highway #10.
M /S /P (Lang /Johnson) To approve the Russell Dickerson lot split. 5 Ayes
M /S /P (Lang /Malvin) To approve the George Edwards lot split. 5 Ayes
Request by Dean Ferguson, 7627 Silver Lake Road, to move a building
in from New Brighton. He was advised to get a petition signed by
75% of residents within 300 feet of the proposed location.
M /S /P (Malvin /Johnson) To adopt new assessments for Dropps and
Goodroad Resolution #326. 5 Ayes
M /S /e (Malvin /Lang) To sign the new assessment agreement with
Mr. Gustafson.

Eigenheer addition bids were reviewed by Engineer Boehm. Irregularity
with Suburban Sewer and Water's bid having 5% instead of required 10%.
Low bid for clay and for plastic pipe noted.
M /S /P (Austad /Malvin) Accept base bid 01 by Morettini (low bid) for
clay pipe in amount of $94,373.00.
Comments on favoring plastic over clay and problem with bidding were
made by the Suburban representative. 5 Ayes
