to order by Mayor Rustad at 8:05 P.M., on Monday, October 23, 1967
at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112.

M /S /P (Malvin,Lang) To approve minutes of October 9, 1967. 5 Ayes
Mr. Leo Cavanaugh, attorney, discussed the approval by the Planning
Commission of setting a hearing on a proposed rezoning, S -C to 1.1,
and questioned the setting of a date. Deferred until later in the
meeting.
Three bids opened on a squad car:
'ten Chevrolet Certified check for $155; bid $2,439 with trade.
Midway Ford 59 Bid bond; bid $2,430 with trade.
Brookdale Ford Certified check for $119.85; bid $2,397 with trade.
Mr. E. Gustafson talked on sewer assessment problem. Wants the assessments
spread ove: two lots.
Mr. Gustafson of Gustafsons 3rd Addition questioned the splitting of his
addition.
M /S /P (Walser,Rustad) To approve Res. #336 adopting assessment agreement
with Mr. Gustafson for Lots 1,2,3 Gustafsons Third Addition, 5 Ayes
Mayor Rustad discussed payments withheld from NSSSD,
M /S /P (Rustad,Lang) To authorize payments again to NSSSD. 5 ayes
M /S /P (Rustad,Johnson) To direct Mayor to call out Civil Defense as
auxilary police, to stand by at polling places after polls close. 5 Ayes
Mayor Rustad discussed stop sign progress. Senator Greig aided in
obtaining them. Papers being drawn up and they will be installed shortly
on Silver Lake Road and Highway #10. Costs were discussed and it appears
Mounds View will have to pay $2,000 of the total cost. May of 1968 an
additional semafore will be installed on County Road H and Highway #10.
Swamp by Greenfield Park was burned.
Fergusons house moving hearing reopened at 8:30 P.M.
Jim Schmidt, attorney for Ruth White, discussed the difficulty of getting
enough names.
Hearing adjourned until Mr. Ferguson gets enough names.

the house moving petition for Dean Ferguson. 5 Ayes
M /S /P (Walser,Johnson) To approve licenses for Modern Black Top Company,
Maplewood Plumbing Heating, Hyrum Construction Company, and Walt Freeman
Excavating. 5 Ayes
M /S /P (Walser,Rustad) To approve bills represented by check #3424 -3452,
1901 -1932, 1069 -1070. 5 Ayes
M /S /P Walser,Malvin) To approve Res. #333 apportioning the assessments
on D.P. 34, 35, and 47 Division #37858. 5 Ayes
M /S /P (Walser,Lang) To approve Res. #334 apportioning the assessments
on D.P. 34, 35, 47, 49, and A -47 Division #37859. 5 Ayes
M /S /P (Malvin,Johnson) To enter into an agreement with NSSSD allowing
them to pump sewage into Lift Station #5. 5 Ayes
Bids on squad car again. Discussion of 65 amp requirement and bumper guard
problems.
M /S /P Malvin,Johnson) To accept the low net bid from Brookdale Ford
for $2,397.00. 5 Ayes
M /S /P (Rustad,Lang) To defer Highway Department plans and resolution
until next agenda meeting for action. 5 Ayes
M /S /P (Walser,Malvin) To approve final plat of George Edward Addition
and authorizing of Clerk to sign it. 5 Ay
Announcement of November 7 election given by Clerk.
Trustee Malvin submitted B E report and °thanked Senator Tom Greig for
semafore assistance.
Mayor announced thank you from Mayor and Council as a whole.
Trustee Lang read minutes of the Planning Commission. Minutes indicated
approval of the rezoning from S -C to 1 -1 for plating firm.
M /S /P (Lang,Johnson) To set a hearing on the rezoning of the property
for MoVu Development from S -C to 1 -1 for November 27, 1967 at 8:30 P.M.
Easements for future streets were discussed.

Watson Construction Company.
M /S /P (Rustad,Malvin) To approve Res. #338 adopting assessment for Arvid
Birkeland for Lot 9 Block 1 Birkeland Addition Division #37879. 5 ayes
M /S /P Malvin,Johnson) To approve Res. #339 adopting assessment for
Charles Flatz for W90' of Lot 73 Spring Lake Park Hillview Addition.
M /S /P (Malvin,Johnson) To approve Res. #337 abating assessments for
D.r. 34, 41, and 47 Lots 3 and 4, Block 1, Flinks Addition.

Attorney Meyers discussed property coming up for sale that we could use
for streets and parks. It is very poor property but could be used.
Referred for study to Park Board.
M /S /P (Johnson,Malvin) To take the property in question.
M /S /P (Rustad,Lang) To adopt Res. #340 approving the sale of non conservation`:':
land. 5 Ayes
Gulf Oil easement proposed.
M /S /P (Lang,Johnson) To approve and accept dedication of road easement
for the Gulf Oil property. 5 Ayes
M /S /P Rustad,Lang) To approve Res. #341 authorizing the Attorney to
proceed with condemnation proceedings.
Dean P:rguson hearing reopened.
Sufficient number of names now on the petition so hearing can proceed.
No objections to the house moving.
Hearing closed.
M /S /P (Johnson,Walser) To allow Dean Ferguson to move the house into
the Village.
Engineer Boehm presented Adam and William Rybak assessment problem.
Paul Rybak represented William Rybak. William Rybak assessment should
be corrected to only one sewer service.
M /S /r (Rustad,Walser) To amend assessment role for William Rybak to
delete one connection and to reduce footage to 100 feet.
M /S /P (Malvin,Lang) To adopt assessment role for 1967 -1 as amended. 5 Ayes
Announcement that these assessments can be paid within the next 30 days
without interest.
Preliminary report on Mounds View Industrial Park presented.
M /S /P Rustad,Lang) To accept preliminary report of utilities
improvements in Mounds View Industrial Park.
