VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
November 13, 1967
The Regular Meeting of the Mounds View Village Council was Balled
to order by Mayor Rustad at 8:03 P.M. on Monday. November 13, 1967
at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112.

M /S /P (Johnson /Malvin) To approve minutes of October 16, 1967.
M /S /P (Malvin /Walser) To approve minutes of October 23, 1967.
A street light petition for County Road I and Greenwood Drive and
a request for lights in Eigenheers Addition were discussed.
M /S /P (Rusted /Walser) To install a street light at the corner of
County Road I and Greenwood Drive.
Minnesota Highway Depar =ment officials appeared to request passage of
a Resolution to permit iew Highway #10 and other Highway work in the
village.
Attorney Meyers recommended that council get a clause deleted
(referring to possible costs by Village in utilities movement) and
also get deleted a clause on easement costs from the proposed contract.
Questions arose regarding new signal Lights and right of way grants
on property in the new Highway #10 area.
The Highway Department reported that on the Silver Lake Road and
Highway #10 signal the state will pay 50% and the County 50 The
County may try to share their cost with Village. Plans are prepared
and the timetable shaping up to bid letting in a couple weeks.
Tentatively bids will be received November 18 25 and bid opening
on November 28th.
The signal at County Road H and Highway #10 is still set for May 1968.
There 1s a six month delay for controller units.
After much discussion and a review of all points final approval was
delayed on the agreement. The Highway Departmee will appear at
the agenda meeting next week.
Greenfield Park representatives questioned the timetable on park work.
Work will probably be started this week.

Mr. Paul Indykiewicz requested lot split information on problem with
his property. He was requested by the attorney to procede by submitting
a proposal. Tentative agreement was regched.
M /S /P (Johnson /Malvin) To grant a variance for Mr. Don Kelly to
permit an exception in square footage for his 3 car garage and to
allow building only 20 feet from street.
Building Inspector Piehowski discussed a proposed new building on
County Road H for equipment sales and parts. Plans are tentative.
Size 60 X 80 located just east of'the lift station on County Road H.
M /S /P (Walser /Johnson) To approve licenses for Olsons Plumbing
Company, Weleski and Son, and Stuart Construction Company.
M /S /P (Walser /Malvin) to approve checks 2001, 1989, 1990 and to
enter into the one year maintainence agreement with constractors
involved.
M /S /P (Walser /Johnson) to approve check #1071.

Trustee Malvin read the October Police report and B E Patrol
report.
Wally Skiba discussed complaints against Emerald Excavating. They
are working without proper equipment. Any more problems and license
should be revoked.
An application for relief of taxes on property acquired by village
has been prepared by the attorney.
M /S /P (Malvin /Johnson) To allow the clerk to enter into the
agreement for tax relief. 4 Ayes
A motion from a previous meeting adopting assessments for Water
Improvement 1966 -9 and Sanitary Sewer and Water Improvement 1967 -1
was identified as Resolution #348.
M /S /P (Johnson /Malvin) To adopt the ordinance raising salarys of
village officials (Ordinance #147). 4 Ayes

Engineer Boehm presented change order #2 to Sanitary Sewer and
Water Improvement Project 1967 -5 for approximately $1455.00.
