VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
November 27, 1967
The Regular Meeting of the Mounds View Village Council was called
to order by Mayor Rusted at 8:00 P.M. on Monday, November 27, 1967
at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112.

M /S /P (Johnson /Malvin) To approve the minutes of the November
8th meeting.

M /S /P (Austad /Johnson) To approve the minutes of the November
13th meeting. 5 Ayes
M /S /P (Malvin /Lang) To approve the minutes of the November 20th
meeting. 5 Ayes
Mayor Rusted reported that Floyd Snyker said December 6th the bid
would be let for the Silver Lake Road stop lights and that they
would be operating by January 1st, 1968.
Grading in Greenfield park was accomplished.
A letter was read requesting the use of the Village Hall on January 10
for a DFL meeting.
M /S /P (Rusted /Lang) To approve the request for the DFL to use
the Village Hall on January 10th. 5 Ayes
M /S /P (Walser/Rustad) To approve licenses for Hoffman Plumbing,
Kadlec Excavating, and Blaines Construction Company. 5 Ayes
M /S /P (Walser /Lang) To approve bills represented by check numbers
3467 -3489 and 2007 -2036. 5 Ayes
M /S /P (Walser /Johnson) To send request for withdrawal of audit to
public examiners office. 5 Ayes
Request for street light at Sunnyside, north of Highway #10, South
of Hillview on a bend.
M /S /P (Malvin /Johnson) To install a street light at Sunnyside, north
of Highway #10, south of Hillview on a bend. 5 Ayes
The Civil Defense were thanked for their election help.
Attorney Meyers read the agreement submitted by the Highway Department
regarding Silver Lake Road signal lights defining costs of installation
being paid by the State and County and electricity provided by Mounds
View.
Recess at 8:25 P.M.

M /S /P (Rustad /Lang) To sign the agreement submitted by the Highway
Department. 5 Ayes
The need for a mining or excavating ordinance was discussed.
The need for requiring a special use permit for schools and other
tax exempt properties was discussed.
Engineer Boehm read report on review of Colonial Village Mobile Home
Park plans.
Engineer Boehm reported progress on HUD grant for water improvements.
Also reported on participation of Ramsey County toward dollar
contribution of drainage facilities involving County roads within
the Village.
Mo Vu Development hearing for rezoning opened at 8:30 P.M. Rezoning
from S -C to 1 -1 for the purpose of constructing a metal plating firm.
General comments regarding plans for the property described. They
don't want the north 300' rezoned.
Tentative use is for a 15,000 square foot metal plating company
plant. Other areas would later be used by other industries. Plans
of plant were drawn up and presented. 650,000 gal /mon. of water used.
Questions on large water use and heavy use of sewer system were
answered. Discharge will not hurt lines. They were advised they
will need approval of NSSSD.
Mayor Rustad called for objections three times. The hearing closed
at 8:43 P.M.
The route of streets through the property was discussed. Quincy
through to Highway /110 or a road along the west side were discussed
as alternate routes.
M /S /P (Johnson /Malvin) To conditionally rezone the property described
(E of W 3 of SE .t of Sec 8 Tn 30 Rq 23) except for the North 300'
subject to road easement on East side and on issuance of a building
permit.
Conditional rezoning was discussed. Further discussion between owner
and seller will be held and action will be taken later.
The motion was withdrawn.

The previous motion authorizing the signing of an agreement
with the Highway Department on November 20th was identified
as Resolution #350.
