VILLAGE OF MOUNDS VIEW

JANUARY 8, 1968
The Regular Meeting of the Mounds View Village Council was called to order
by Mayor Rusted at 8 :00 P.M. on Monday, January 8, 1968 at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

M /S /P (Malvin /Johnson) To approve the minutes of Dec. 11, 1967.

M /S /P (Austad /Johnson) To approve the minutes of Jan. 3, 1968.
MoVu Developer's treasurer, Clarence Wagner and secretary Don Bailey discussed
the rezoning of property for Mirnesota Plating Company. Mr. Sato of Minnesota
Plating Company will reconsider contract with MoVu Developers if rezoning is
confirmed (to Light Industrial). Discussion of the problem was held.
M /S /P (Malvin /Johnson) To dear action on MoVu rezoning until the meeting
on February 12.
Superior 400 representative asked for extension of Building Permit.
M /S /P (Johnson /Lang) To authorize the renewal of the building permit for an
additional 90 days.
APIOINTMENTS BY MAYOR
M /S /P (Austad /Malvin) To appoint Irene Edberg as treasurer for 1968 at a salary
of $100.00 per month.
M/S /P (Rustad /Johnson) To appoint Trustee Malvin acting Mayor for 1968. 4 Ayes

M /S /P (Austad /Johnson) To appoint Feinberg, Mirviss, Meyers, Schumacher, and
Malmon Attorney.

M /S /P (Rustad /Malvin) To appoint Robert A. Walser Registrar of Voters
and set the Clerks salary at $125.00 per month. 5 Ayes
Mayor Rustad commented on efforts to get signals at Silver Lake Road and
Highway #10. The Mayor thanked Senator Tom Greig, Commissioner Ed Salverta
and Mr. Snyker of the State Highway Department for their efforts, on behalf
of himself and the citizens of Mounds View.
Mayor Rusted announced that a Federal Grant for over $900,000 has been received
by N.S.S.S.D. for their line and he thanked Senator Karth for his efforts on
our behalf.
M /S /P (Walser/Rusted) To approve Gasoline Station licenses for Long Lake "66"
and Clark Super 100, Cigarette licenses for Long Lake "66 Excavating licenses
for All State Plumbing Company and Dailey Homes and General Contractor license
for Metro Builders. 5 Ayes
M /S /P (Walser /Johnson) To approve check numbers Payroll 3529 -3556, and
General 2079 -2123.
M /S /P (Walser /Malvin) To approve Resolution #358, division #38207 for lot
split for tax apportionment purposes. Administrator of Veteran's affairs
Mr. and Mrs. Charrier.
Announced that for the next three months, on trial basis, the Village Office
will close at 6:00 P.M. Wednesday instead of 8:00 P.M.

Request by J. T. Contracting Inc. Sanitary Sewer Interception System to park
a trailer on 20 feet easement area North of intersection of Bronson and St. Stephen.
M /S /P (Walser /Johnson) To permit J. T. Contracting Inc. to temporarily park
an office trailer on Village property by the utilities, as long as it is not on
the blacktop, the area ie kept policed, and a satellite is provided. 5 Ayes
Received final executed copy of agreement with State of Minnesota for Highway #10
extension project.
M /S /P (Walser /Rustad) To appoint John Dolezal auditor for Mounds View for 1968.
Audit to cover January 1, 1965 January 1, 1968. 5 Ayes
Comment of Employee Personnel Policy which is not yet ready made by Clerk Walser.
Also commented on increased efficiency of the office.
M /S /P (Walser /Johnson) To retain Mr. Dennis Zylia as Supervisor of Office
Operations for 1968 at a salary of $650.00 per month. 5 Ayes
M /S /P (Walser /Lang) To retain Mrs. Sandgren (Dorothy) as full time clerk typist
for water and sewer billing at a salary of $2.25 per hour. 5 Ayes
M /S /I (Walser /Rustad) To retain Mrs. Neumann (Maxine) on a part time basis at
a salary of $1.80 per hour with automatic change to permanent part time status
after six months employment and raise to $2.00 per hour. 5 Ayes
M /S /P (Walser /Johnson) To change the conditions of employment for Mrs. Lidberg
(Marilyn) from full time to part time Special Folice Secretary and Police Woman

to work eight hour days for the first days of each month to prepare monthly
police reports,and to work regular (not less than) four hour days otherwise,
and be on call to the Police Department at all times for assistance to the
Police Department in the apprehension of females. Salary shall remain at
previously agreed level of $2.55 per hour.
Announced that the Office is currently interviewing for a part time position
of clerk typist for afternoons.
M /S /P (Walser /Lang) To appoint Mr. Dennis Zylla as Deputy Clerk for 1968 and to
serve in this separate additional capacity at a salary of $25.00 per month. 5 Ayes
Trustee Malvin read the December Police report.
Trustee Malvin read the year summary police report and submitted these reports
for office files.
Trustee Malvin read the B E Patrol report for December and submitted the
report,
Mr. Skiba reported that the electric motor at lift station #3 burned up and was
repaired in 48 hours. Also reported•..that a truck backed intb the lift station
on Raymond. The Insurance claim was discussed. Attorney Meyers advised we
were covered. Mr. Zylla questioned whether it is in the policy. One air
compressor in filteration plant and check valve needed for repairs.
Attorney Report
Commented on Gloria Circle agreement with Spring Lake lark for sewer service.
Commented and read letters on agreement with Fridley on sewer connections
indicating that all is in order for Mounds View residents to connect to Fridley
lines.

the N.S.S.S.D. representative. 5 ayes
M /S /r (Malvin /Johnson) To approve Resolution 41360. That County Road 112 from
T.H. 10 to T.H. 8 shall revert back to the Village of Mounds View December 31,
1967 and no longer be a state -aid highway. 5 Ayes
M /S /r (Rustad /Malvin) To approve Resolution #361 to withdraw its request to have
its books and records examined by the Minnesota Public Examiner's Office. 5 Ayes
Engineer's Report
HUD trip Additional information needed on application. Application now
completed and further progress can now be realized.
Mork is scheduled to begin April 29 on the senafores to be constructed at the
intersection of Highway 4110 and County Road H.
Eigenheer's Second Addition water and sewer service is vary near completion.
