PROCEEDINGS OF THE VILLAGE COUNCIL
VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
January 22, 1968
The Regular Meeting of the Mounds View Village Council was called to order by Mayor
Rustad at 8:00 P.M. on Monday, January 22, 1968 at the Village Hall, 2401 Highway 10,
St. Paul, Minnesota 55112.

M /S /P (Lang /Johnson) To approve the minutes of Jan. 8, 1968 5 Ayes
Exterior Design Services or Midwest Design Construction siding jobs in the Village
are not being completed satisfactorily. Complaining residents were advised by the
attorney to appear in Justice Court Tuesday night to file a complaint. The attorney
mentioned other problems in the past and suggested residents should always check with
the Village hall to verify the licensing of contractors. Further discussion of the
problem followed. Chris Piehowski will sign the complaint in the name of the Village
against the contractor for not having a permit or license.
Mayor Rustad read the minutes of the last Planning Commission meeting.
The DeGardner application for variance and subdivision was referred to the Engineer
and Attorney.
The Fridley sewer hookup problem was reviewed. Information on number of hookups, etc.,
requested by Fridley will be sent to them (only one Mounds View resident is actually
using Fridley sewer service at this time).
M /S /P (Walser /Rustad) To approve Gasoline Station and Cigarette licenses for Bobs
"66" Service, 1980 Highway 10, Spring View Skelly, 2035 Highway 10, and Hilary's
Standard, 8154 Spring Lake Road; General Contractor licenses for Dalberg Builders,
1121 80th Avenue N.E., and Vern Hanson Const., 1779 Long Lake Road; and Excavating
license for Minn. H)me Sewer, 2065 Woodbridge St., St. Paul.

M /S /P (Walser /Rustad) To approve bills represented by check numbers Payroll 3557-
3589, General 2124- 2160, and Bond 1079, 1077, 1078.

M /S /P (Walser /Rustad) To approve Check Number 2163, repaying $89,000 transfer
dated 12/11/67 and $106,000 transfer dated 11/13/67 made from sewer bond to 5 Ayes
sewer utility at 6% interest.
M /S /P (Walser /Johnson) To approve the hiring of Nora Adleman as Clerk- typist
at a starting rate of $1.80 per hour, with an automatic raise to $2.00 per
hour after 6 months.

M /S /P (Walser /Rustad) To approve use of hall for Tops Club, (waiving fees
subject to responsibility for breakage and chaperon in office).

Charles Jackson questioned the high telephone bill for Civil Defense the Council
will review this at the next agenda meeting.
The Civil Defense truck will go to White Bear and Arden Hills to assist them with
fishing contest events.
Charles Jackson also questioned the obtaining of gas for Civil Defense units. He
will log out gas through Wally Skiba.
In addition he questioned the ordering or purchase order system. The new purchase
order system was explained by Mr. Zylla.
The Gifford vs Mounds View lawsuit, a jury trial, is set for February 2, 1968.
Dr. Houle and the Clerk are alerted for testifying at the trial.
Mr. and Mrs. Halseth's letter was read they returned a check for an easement allowance
($75.00), because the contractor didn't use their land.
New pest control legislation was reviewed. The Village may levy to control Dutch
Elm disease, etc.
Attorney Meyers presented a Land Acquisition Policy Statement, requested by HUD, to
be signed by the Mayor, and a Resolution giving the Mayor the authority to sign.
IM /S /P (Johnson /Lang) To adopt Resolution No. 362 authorizing the mayor to sign the
Land Acquisition Policy Statement.

Attorney Meyers read Resolution No. 363, which involved a certification of funds by
the county for principle and interest on state aid bonds.

Unrecorded lot split problems were discussed. Office procedures will be developed
to insure control over all lot splits.
Mayor Rustad mentioned new complaints on the New Brighton dump. The Attorney was
requested to write another letter requesting action.
The HUD grant status was discussed. Engineer Boehm advised that a copy of Resolution
No. 363 on state aid bonds should be sent to the Commissioner of Highways, and that a
letter with the copy of Resolution No. 362 should be sent to HUD.
Dennis Zylla reviewed an article on mill rate reduction from the Citizens League News.
The article uses Mounds View as an excellent example of mill rate reduction.
