Mayor Rustad at 8:00 P.M. on Monday, February 12, 1968 at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

M /S /P (Johnson /Austad) To approve the minutes of the January 22, 1968
meeting. 3 Ayes
Frank Coggins presented his request for a permit for eight cabs to work
out of Mounds View.
M /S /P (Johnson/Rustad) To authorize a permit for Mr. F. Coggins to
operate cabs in Mounds View. 3 Ayes
Mayor Rustad read a letter requesting a kennel license at 7770 Greenwood.
Mr. James Buckley is interested in purchasing Mr. Doyle's property if the
kennel license is granted to him. Council will consider this next Monday
at the Agenda Meeting.
Mayor Rustad read a letter from the Maintenance Mens' Union, Local 49,
indicating no involvement on their part if Mr. Schlichtmann is also Weed
Inspector.
M /S /P (Rustad /Johnson) To appoint J. Schlichtmann Weed Inspector for 1968.
Mr. Wayne Mecl, 6969 Knoll.wood Drive requested an auxiliary culvert near
the NSSSD construction area while the street is torn up. The purpose is
to allow better use of his land. The Council will not object, but either
the owner or NSSSD must pay the cost.
Mr. Eigenheer and Council discussed his selling of lots, whether utilities
are paid or not. Mr. Eigenheer pays all assessments on lots where he builds.
On lot sales only, the purchaser assumes assessments. Street, sewer and water
assessment costs will go into escrow until assessment roles are adopted.
Water looping on Edgewood will also be paid for by Eigenheer.
Mayor Rustad reported complaints of dog troubles on St. Stephens. The
B E Patrol will patrol extensively.

E R Investment Company, 1900 Woodale, Minneapolis, Minnesota 55432
and Heating license for Forest Lake Plumbing Healing, Forest Lake,
Minnesota.
M /S /P (Walser /Rustad) To approve bills represented by General 2164 -2217,
and Payroll 100 -128, check numbers.
M /S /P (Walser /Johnson) To approve check 11 2200 repaying $75,000.00
transfer from Sewer Bond Redemption to Sewer Utility dated September 12,
1967 at 6% interest.
M /S /P (Walser /Rustad) To approve Cub Pack 167 use of hall March 2nd or
9th.

Inspector Pie howski questioned building larger multiple dwellings (more
than four- plex). Attorney advised no problem with zoning if adequate
parking and other factors are considered. The smaller lots can be
combined for larger units.
Inspector Edmond questioned problems with legal liabilities of split
up partnership of electrical contractors who worked on Lambert Rink.
Mr. Edmond questioned whether Village will pay the $18.00 cost of his
U of M Seminar. The Village will reimburse.
Attorney Meyers discussed Resolution No. 364, approving Highway 35W
lighting plans.

M /S /P (Rustad /Johnson) To adopt Resolution No. 364 approving Highway
35W lighting plans. 3 Ayes
Attorney Meyers discussed a claim by Ronald Peterson against the Village
for water repair work. Inspector Skiba reported that Johnson Brothers
had removed water connection items when working on NSSSD construction.
When no connection was found the contractor for Ronald Peterson connected
to service on adjoining lot and incurred additional expense. Work was
done on July 4th by Farr Plumbing. Farr brought in Johnson Brothers
who are unlicensed in the Village, for Ronald Peterson. The Village
does not feel they are obligated in any way, problem referred to
NSSSD.
Gulf Oil has granted an easement on property by the Freeway, subject
to 90 days addition on special use permit from January 1, 1968, and
building permit good until a service station is constructed. The
building permit has expired but it can be renewed.

Engineer Boehm reported on Mounds View connections to Fridley sewer service
information requested has been supplied to Fridley.
Engineer Boehm read a report on connections of Mounds View residents to
Spring Lake Park sewer. Connection charges are paid directly to NSSSD,
and a contractual agreement should be made to cover use charges. There
are four connections currently seven more will connect.
NSSSD use charge on our lines was discussed NSSSD owes about two years'
of use charges.
Robert DeGardner variance and lot split (8300 block on Groveland). The
Planning Commission recommends the Engineer suggests the Village get a
30 foot easement for a future street. The attorney will prepare the
documents.
Engineer Boehm read a letter from the Water Department of St. Paul
regarding a second rider to their agreement. The purpose is for a
light pole at Greenwood Drive and County Road I. The attorney will
prepare the documents needed.
Request for abatement of assessments was referred to the attorney.
