HomeMy WebLinkAboutMinutes - 1968/03/11PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA March 11, 1968 The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:00 P.M. on Monday, March 11. 1468, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Rustad Clerk Walser Trustee Johnson Trustee Malvin Trustee Lang Also Present: Engineer Boehm Attorney Meyers Mayor Rustad announced that it is Girl Scout Week and introduced honorary councilmen from Cadette Troop 26. Mayor Carol Craver Councilman Ruth Scholzen Councilman Christie Gillespie Councilman Julianne Fieldseth Clerk Wendy Forslund M /S /P (Malvin /Johnson) To approve the February 26th minutes. 5 Ayes Mayor Rustad announced he has received a letter from Mr. Lloyd Blanchard requesting a waiving of the rubbish hauling license to permit the Boy Scouts to haul garbage as a fund raising project for Troop 167. M /S /P (Malvin /Lang) To grant waiving of rubbish hauling license for Boy Scouts from April 6 to April 20. 5 Ayes The Mayor directed the weed inspector to attend the meeting with the Department of Agriculture on March 21, 1968. A letter requesting water, sewer and streets in the Park View Terrace Addition was read. The builder will use brick facing and above ground construction. The cost of any preliminary plans made will be paid by the builder whether they are put in or not. M /S /P (Malvin /Johnson) To accept the petition and to submit it to the Engineer for a preliminary report. 5 Ayes A variance request for Mr. James Carlson, 7932 Greenfield was presented. M /S /P (Rustad /Lang) To grant variance to Mr. Carlson. 5 Ayes Mayor Rustad announced that a Federal grant of $552,000 for water improvements was received by the Village. He thanked all of the people that had helped to make this possible. Mayor Rustad reported numerous dog complaints from Pinewood and St. Stephens Street. The dog catcher has not responded as expected. The Mayor suggested sending a letter to the dog catcher requesting strung enforcement of the ordinance, that he respond immediately to calls, and "equest he attend the next agenda meeting. A resident spoke complaining about the dog problem in his neighborhood. Another resident reported refusal of the dog catcher to come out on a weekend and on another occasion failed to respond at all. The Metropolitan Airports Commission proposal for an airport North of the Village was brought up by Mayor Rustad. A hearing at 10:00 A.M. on April 22, at the commission office will be held to discuss these plans. Jerry Blanchard spoke on the problem. He feels it should be even further out than either proposed site. Mrs. Forslund questioned laws in other areas regarding zoning near airports. Bob Eickstadt spoke referring to the problem as described in the St. Paul paper. Clerk Walser spoke against both proposed sites and referred to several newspaper articles quoting traffic figures and height of aircraft over Mounds View. Councilman Lang spoke about future aircraft causing even worse problems. Mr. Werner spoke against the sites. He feels it is not realistic to locate this close in. Mayor Rustad opened the hearing on E. Dropps rezoning. The notice was read: N 250' of i.ors 11 and 12 Knollwood Park Addition. Rezone from R1A to R3. Mr. Dropps spoke and described the proposal and spoke in favor of it and the logical nature of it. A resident questioned the land locked nature of part of the area as a result of this action. Another resident mentioned the need for a road. Both previous speakers would favor rezoning if their property were included and a road would be put in. The proposed road routing was discussed. The rest of the problem will be taken care of at a later hearing. A petition was presented by Mrs. Perry objecting to the rezoning with 10 names (3 of 10 fee owners notified) objecting to apartments at this location. The Clerk attested to publication of notice and sanding of notices. Mr. Arnold Aker suggested that apartments are better looking than stores. Another resident stated that he prefers apartments to stores. Another resident questioned duplexes over apartments. Another resident questioned zoning across the road (it is commercial) and felt he would object to apartments near his home. No further objections. The hearing was closed at 8:50 P.M. The Mayor said the Planning Commission has approved the rezoning. M /S/ (Malvin /Lag) To rezone the property conditionally subject to application and building permit and street easements. Trustee Malvin withdrew his motion individuals concerned will first work out a satisfactory route for the road. The Mayor requested that the other participants act by the next council meeting. An airport resolution urging no building closer than between. 242 or Main Street was presented. The Mayor appointed Mr, Werner as chairman of a citizens group to seek petition signers against the airport proposals. Robert Knight will assist and then report at the next meeting. Clerk Walser urged no action on the resolution now or else amending it to read further north than the Main Street site. Mayor Rustad announced a petition would be in the village office for signing. The paper will publish the notice. We will need all details worked out before the April 22 hearing. M /S /P (Walser/Rustad) To approve Garbage Collectors licenses for Gallagher's Service, Inc., Fridley Sanitation. Suburban Pick -Up Service, and J W Pick -Up Service. 5 Ayes M /S /P (Walser /Johnson) To approve payment of bills as represented by checks numbered 2248 2283 (general), 1081 and 1082 (bond) and 157 184, check 161 voided (payroll). 5 Ayes Malvin suggested action on the drainage problem on Long Lake between Hillview and Sherwood Road. The Engineer will write a letter to the county. The problem with the Raymond lift station connections was discussed. The mobile home park should be billed but we will do the work. Trustee Malvin thanked the Engineer for the presentation that resulted in the village grant and also thanked the Mayor. Trustee Johnson read the police report for February. Tom Thumb Market has been given a citation to clean up the old Christmas trees or appear in court next week. Trustee Lang discussed activity of the Parks and Playgrounds committee. Another meeting is planned for mid -March and interested citizens are encouraged to come and participate. Sweeping sand from streets should be done. The Council agrees that it should be done as an extension of the snow plowing contract with the county. Thursday night at 8:00 P.M. there will be a meeting at the village hall of interested parties from all surrounding communities to discuss a sports arena for this area. The Attorney will investigate legal problems regarding electrical inspectors employed in other capacities. Charles Jackson stated that on March 27, at 8:00 P.M. in the village hall the Civil Defense will have a display of equipment and will be available to answer questions on emergency procedures. The Degardner subdivision is in order if he grants a right of way as requested. Engineer Boehm presented easement for NSSSD. The job will be well inspected and ground will be returned to original condition. M /S /P (Malvin /Lang) To approve Clerk and Mayor signing an agreement with NSSSD on easements for sewer construction. Engineer Boehm read a Highway Department request for approval of plans for Highway 35W and Highway 10 construction. Mr. Eickstadt complimented the Council for the business like manner that the meeting was conducted. M /S /P (Malvin /Johnson) To adjourn at 9:30 P.M. Respectfully submitted, 02 Robert A. Mr. Blanchard thanked the Council for getting 1/2 million dollars for water system construction. 5 Ayes
