Walser Lrustep Johnson Truste, Malvin Trustee Lang PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA March 25, 1968 Also Present: Engineer Boehm Attnrne" Meyers 14 /S /P (Lang /Johnson) To approve the minutes of the March 11, ?968 Meeting 5 Ayes A representative of Highland Taxi Questioned taxi -cab licensing in Mounds View, They were advised that no license Is needed. A petition requesting stop signs at the intersection of Greenfield Place and Greenfield Avenue was read. It was referred to the Police Department for review and recommendation. AlS /P (Johnson /Lang) Tn conditionally approve the Dropps rezoning as requested At the hearing of March 11, 1968. 5 A W. Werner, Chairman of the airport petition committee, reported on the progress at the committee. He considers the MAC hearing time and place as being unsuitable 11nd,suggested a resolution he adopted requesting the meeting to be held in _the north suburban area. The Mf'yor suggested the Council discuss this at the agenda meeting next week. Mayor Rusted read the minutes of the March 19th Planning Commission meeting. Hr. £igenheer's request for RI to 83 and Rl to B3 rezoning Lots 1 2, Block 5 Elgenheer's Second Addition, was discussed. M /S.P (Rustad /Lang) To set a hearing for April 8, 1968, at 8:30 P.M. on the 5 Ayes Eiganhaer request for rezoning. The Sussel L:arage request for a variance at 8333 Croveland Road was discussed. M /SJP (Malvin /Lang) To approve Sussel variance requested at 8333 Groveland Rd. 5 Ayes The subdivision request of Ralph Lund at 7701 Woodlawn was discussed. The engineer was directed to check on assessments first. H /S.P (Walser /Rustad) To approve the following licenses: Concrete Contractor, Barry Bjugstad, Excavating Contractor Theisen Sons, Gasoline Station Mermaid Skelly, Cigarette license Mermaid Skelly, General Contractors American 5 Ayes Builders, James R. Lund and McCall Company. M /S /P (Walser /Johnson) To approve payment of bills as represented by checks numbered 2284 -2318 (General) and checks numbered 185 -208 (Payroll) 5 Ayes M /S /P (Walser /Johnson) 1'o approve the use of the hall for a Tops dance on April 5, subject to the usual agreement including cleanup. M /S /P (Malvin /Johnson) To submit specifications for and to receive bids on April S, at 8:00 F.M. for a new pick -up truck. 5 Aves Trustee Johnson read the R is L report for February Trustee Lang questioned the destructive removal of playground and park equipment by the,NSSSD contractor and wondered if we must keep track of each item and monitor its repair and replacement. The Mayor stated that they are clearly responsible for putting everything back in original condition. The moving of the warming house at Woodcrest was discussed. Trustee Lang discussed the Woodcrest and Bona school walk- through. It is not improved and he has received requests that it he improved. The Engineer was directed to check on cost, for it may he included with another contract to he let this year. Trustee Malvin said it would cost $196 Co raise a panel by a lift station as a result of, filling done by the mobil home park. M /SIP '(Malvin /Johnson) To authorize the Village to do this work with the Village collecting from the trailer park. The Wednesday evening Civil Defense meeting was announced. Mayor Rustad reported that he has received requests to have some properties burned. The Civil Defense will be asked to help. Attorney Meyers discussed the HUD grant paperwork. All Councilmen were present and acknowledged the receipt of a special notice regarding the consideration of the HUD grant at this meeting. 5 Aves 5 Aves M /S /P (Malvin /Lang) To adopt Resolution No. 370 authorizing the Mayor and Clerk to sign the HUD grant papers. 5 Ayes Attorney Meyers reported that the Electrical Inspector, due to a new attorney general's ruling, cannot be working as an electrician. The office will check with other villages to determine what our action should be. The Degardner easement has been prepared. It should be signed before the Council acts on his request for variance and subdivision. A Resolution to permit the installation of an already installed power pole was presented. M /S /P (Rustad /Lang) To adopt Resolution #369, approving the installation of the telephone pole near Greenwood and County Road 1. 5 Ayes -s i r Engineer Boehm reported that he has discussed the Long Lake drainage problem with the County. Engineer Boehm discussed the problem created because the HUD people were requesting all contracts to be let nt once. We need to test drill first. He will discuss this further with HUD officials Nn the Village might have to finance part of the project until the contracts are all let:. Mr. Eickstadt. requested a report on the MAC meeting that Mayor Rustad and Trustee Malvin attended last week. Mayor Rustad replied that additional maps wore presented and discussed. The fact that the court did approve a WOO' runway at the present Location was mentioned. 1V Lowers ;and othc -t obstacles and problems were mentioned. Representatives of opposing groups will i:e welcome bit mass confusion at the April hearing is to be avoided. The hearings will probably take from two to three days. They would not commit. themselves on It location change. Trustee Malvin referred to a telephone call he had received from Clerk Walser requesting information on the special MAC meeting of lst week. He discussed the content of the meeting and commented on the need to identify the facts in the case. He cautioned against helieving rumors and speculation. Clerk Walser explained his opposition to the proposed sites and expressed his concern that every attempt be made to influence MAC to locate further north. Mr. Johnson asked who attended last weeks special MAC meeting. Mayor Rustad stated Senator Greg was there also. Mr. Johnson said he feels the meeting schedule demands strong Council action to get the meeting held out here and perhaps on a weekend. Mayor Rustad said a decision would be made next Monday night on a letter or resolution to MAC. Mr. Eickstadt asked what the official newspaper of MAC was. Mayor Rustad feels all communities should agree on place and wording of a resolution. Mr. Delaney questioned action on his request for a subdivision. The Planning Commission recommended it but he hasn't formally applied or paid th. fee. He must do this before the Council can act. A letter from the County was read by Engineer Boehm, requesting updating information for a 1920's street plan. His letter of reply was read. Mr. Ernest Custaphson questioned the Planning Commission action on his request. It was read again. The Planning Commission recommenced no action since condenmation procedures against this property are in process by NSSSD. Mr. Ernest Johnson questioned whether the Council considered requesting NSSSD to follow ;FIO instead of ruining future development of large tracts of land.
