April 8, 1968
The Regular Meeting of the Mounds View Village Council was called to order
by Mayor Rustad at 8:00 P.M. on Monday, April 8, 1968, at the Village Hall,
2401 Highway 10, St, Paul, Minnesota 55112,

Bids for Village pickup truck were opened, read and recorded as follows:

Minar Ford appears to be the lowest bidder but there is some question about
additional equipment. This will be checked out by the Attorney.
M /S /P (Rustad /Johnson) To accept the bids as presented. 5 Ayes
A Superior "400" representative requested another extension of their building
permit to allow coordination of restaurant, motel and station construction.
M /S /P (Malvin /Lang) To grant another 90 day extension of the Superior "400" 5 Aves
building permit.
Tom Brasseur, Mounds View Jaycees, discussed Village 5' X 10' signs and asked
for suggestions for possible locations. Both ends of Highway ik 10 were suggested.
Fire hall property (west end of Village) and Superior "400" property(east end
of Village) were suggested by Mayor Rustad.
Tom Brasseur will check on these locations. Village office will contact
Superior "400
Mayor Rustad read a petition for a street light near or on the corner of
Spring View Lane and Knollwood Drive.
M /S /P (Rustad /Lang) To place a street light on the west end of Spring View
Lane.
A letter sent by New Brighton to the Metropolitan Airport Commission was read,

Metropolitan Airport Commission,
An April 22 hearing will adjourn and reconvene on April 30 at th. Anoka County
Airport,

Mayor Rustad read excerpts of a Letter from MAC confirming the location change
and commenting on availability of information to the public.
Mr. Eickstadt read tentative results of Airport petition drive. Over 2,000
contacts made with the airport petition with approximately 887 opposing the
locations.
Mr. Eickstadt requested that the MAC meeting be on a Saturday. The Council
agrees and we will add the request to our letter to MAC.
A seminar on April 26 on parks and playgrounds was discussed and Mr. Hodges,
chairman of Parks and Playgrounds, will be registered by the Village.
The letter cancelling the Eigenheer hearing was read explaining that there was
a technical error in the legal notice.

M /S /P (Walser /Rustad) To approve the General Contractor license for
DeGardner Construction Company. 5 Ayes
M /S /P (Walser /Johnson) To approve payment of bills as represented by
checks numbered 2319 2340 (general) and 209 223 (payroll). 5 Ayes
M /S /P (Walser /Lang) To adopt Resolution 371 apportioning the assessments
on Spring Lake Park Hillview Lot 133, Division 38254, for Olson and Goodroad. 5 Ayes
M /S /P (Johnson /Lang) To approve the minutes of March 25, 1968 as amended to
read that "The Engineer was directed to review Ralph Lund subdivision rather
than "check on assessments 5 Ayes
Trustee Malvin reported that next Wednesday is the court trial of NSSSD versus
Fridley.
Mayor Austad announced NSSSD meetings are on the second Tuesday of the month at
7:30 P.M. near the corner of County Road "J" and Highway 65 (1458 County Road
"J The public is invited to attend.
Trustee Johnson read the Police report for March.
Trustee Johnson announced that 8 E will patrol twice as many hours during
the next two months to try to better control the dog problem.
Turstee Lang announced that street sweeping is being accomplished.
Trustee Lag mentioned that sand blowing from the Launching Pad has plugged
our drainage culvert.
A letter has been sent requesting the Launching Pad to seed or control the
drifting sand on their property.
A snowfence to help control the drifting sand for now, was discussed.
The Attorney was requested to draw up a tentative draft of an ordinance
controlling excavation.
Mr. Hodges reported on fill for parks and requested that we consider putting
tile in ditches .n the parks before the NSSSD work is restored.
Engineer Boehm will prepare estimates.
Attorney Meyers reported on court cases. The Flink property along Arden Avenue
comes to court on April 16.
The Watson Construction appeal will come to court soon.
Trustee Malvin will request that members of Spring Lake Park Lutheran Church
attend the agenda meeting next Monday night to discuss their Arden Avenue request.
Engineer Boehm discussed the HUD letter which indicates they will go along with
two separate bid lettings to permit test drilling first.
Engineer Boehm read a letter reporting on the Bona Road to Edgewood Drive
walkway surfacing. It will cost approximately $600.00 and can be included
with a surfacing contract to be let in the Eigenheer Addition.
Engineer Boehm reported on the R. Lund lot split. The 30' strip for future
road meets our requirements as it is drawn.
M /S /P (Rustad /Malvin) To approve the R. Lund lot split subject to granting
of easement.
M /S /P (Austad /Walser) To confirm double patrol time for B E during April
and May and fees of $300.00 per month instead of $150.00.
Mayor Austad commented on the trying times. The President retiring, the death
of a great man, Mr. King. Only good news is the hope of peace in Vietnam.
