Mayor Rustad at 8:00 P.M. on Monday, April 22, 1968, at the Village Hall,
2401 Highway ik 10, St. Paul, Minnesota 55112.

M /S /P (Johnson /Rustad) To award bid to Minar Ford at $1,875.00 with trade. 5 Ayes
M /S /P (Lang /Malvin) To approve the minutes of the April 8, 1968 meeting. 5 Ayes
Resident submitted petition for a street light at Eastwood Road and Woodale Drive.
M /S /P (Malvin /Johnson) To approve installation of street light at the corner of
Eastwood Road and Woodale Drive as shown on the NSP plan. 5 Ayes
Resident requested a fence around the Greenfield Park area. A light in the area would
help.
Mr. Hodges stated that the Recreation Committee is looking at chain fences for all
playgrounds but that they may not be able to proceed with installation as rapidly
as this year.
A ruggedized light might be considered and unmarked cars patrolling would help.
Motor bike riding, drinking and other carrying -on are the subject of the complaint.
Residents would also like to see the walkway on the corner of Greenfield Avenue
and Greenfield Place fenced. The Council will check on this.
Mr. Werner announced that the MAC hearing is in process. It has recessed until
next Tuesday, April 30, at the Anoka County Airport at 10:00 A.M. He asked what
the Council intends to do about actively opposing the two sites.
Mayor Rusted directed that the office contact other bordering villages to question
their actions. The Council will also discuss possible action.
Additional discussion on the petition and MAC followed.
The Erickson Road to Adams walkway was discussed by a resident who would like signs
on both ends.
Resident apartment 2500 County Road I has early morning dog problem. He was
advised to contact the dog catcher.
Question on stiffening fines for violation of dog ordinances. It is now up to
$100 or 30 days.
Another resident requested information on the dog catcher. B E patrols two
hours per day and answers all calls.
Trustee Malvin gave a report on NSSSD hearings. Thy recessed last Thursday and
will reconvene tomorrow.
Trustee Johnson read the March B E Patrol report. Patrols are doubled in
April and May. B E is now issuing a summons causing court appearances.
Rezoning hearings for Robert Eigenheer at 8:30.

Par Ex Homes requested permit to sell mobile homes on the Southwest corner
of Highway #10 and Long Lake Road.
Mrs. Lukermann showed a site plan of the proposed layout. 1 1/2 acres,

Land is conditionally rezoned B3 from I1 for a filling station.
Rezoning hearing and special use permit would be required.

Ralph Lund subdivision request will be held until easements are received.

M /S /P (Malvin /Lang) To approve Tom Raveling subdivision request modified to
80' instead of 82' as shown on previous drawing. Other lot the same at 71'.
M /S /P (Rustad /Johnson) To approve Patrick Delaney subdivision request. He
does not object to assessments.
Howard Larson subdivision request will have to wait assessment agreement.

Division 38245 for City Wide Builders in Nordling Terrace. 5 Ayes
M /S /P (Walser /Malvin) To approve Resolution 373 assessment apportionment,
Division 38253 for M. Stauffacker and Karl Herrmann lots 39 and 40, Knollwood
Park Addition.
M /S /P (Rustad /Walser) To approve Resolution 375 adopting a personnel policy
for all office employees as amended. 5 Ayes
Clerk Walser suggested MAC notes available.
Trustee Lang reported on roads and snow plowing funds.
Attorney Report
Attorney Meyers reported Adolph Flink $4,100.00 settlement final.
Lametti case goes to court May 21st. We are suing for error in contract.
Ronald Peterson suing for sewer connection on Quincy apartment. Attorney counter
action on error in filing assures no action against the village.
Ordinances presented to change property use control and institute new controls
over grading and excavating.

Mr. Eigenheer requested street lights at all intersections in the Eigenheer
addition,probably seven lights in all.

Engineer Report
Mr. Boehm read preliminary report on improvements for Parkview Terrace totaling
$64,220.00.
M /S /P (Rustad/Malvin) To accept the preliminary report on Project 19(58 -2.
M /S /P (Johnson /Lang) To set improvement hearing date for Parkview Terrace
on May 27th at 8:30 P.M.
Property acquisition for HUD grant construction for test wells and storage
tanks should be started.
M /S /P (Malvin/Rustad) To authorize the attorney to acquire the necessary
sites for the water improvement project.
Mr. Hodges turned in a check from the Mrs. Jaycees for $100.G3 for Parks and
Playground equipment. A climbing ladder and two flying ponies will be purchased.
Mayor Austad directed sending thank you letter.
Girl Scouts will plant flowers by the Village Hall and plant trees at Wayside
and Lakeside Parks.
Mayor Rustad recognized the press present at the Meeting New Brighton Bulletin
and St. Paul Dispatch.
