HomeMy WebLinkAboutMinutes - 1968/06/24PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA June 24, 1968 The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8 :03 P.M. on Monday, June 24, 1968, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Rusted Councilman Malvin Councilman Johnson Councilman Lang Absent: Clerk Walser Also Present: Attorney Meyers Engineer Boehm Deputy Clerk Zylla M /S /P (Johnson /Malvin) To approve the June 10th regular minutes. 3 Ayes Councilman Lang Abstain Residents requests: Peter Barna, attorney for Bernard Iblings, sought to obtain a change in zoning of 7373 Knollwood Drive from RI to R2. Records of 1958 show Mr. Iblings requested the rezoning but no formal action was taken. Mr. Barna stated that he would have the abstract in and pay the fee if Council would set the hearing. M /S /P (Rustad/Malvin) To set rezoning hearing of 7373 Knollwood Drive for July 8th, 1968 at 8:30 P.M. Merwin Barth presented the final plat for Barth Wakiriak Addition. M /S /P (Malvin /Lang) To approve Barth Wakiriak final plat and to authorize the Mayor and the Clerk to sign it. 4 Ayes Anthony Holschuh presented preliminary plat for Holschuh 1st Addition. Seven lots on west side of Eastwood between Woodcrest and Woodale. M /S /P (Rustad /Johnson) To approve the preliminary plat for Holschuh 1st Addition. Mr. William Werner gave a brief report on the MAC hearing in Anoka. Council will purchase transcript. M /S /P (Rustad/Johnson) To grant a 90 day renewal of the building permit for Colonial Village Mobile Homes. 4 Ayes Mayor Rusted acknowledged letter from the North Suburban Residents Incorporated, and the Department of Human Rights. 4 Ayes 4 Ayes Mayor Rustad read the Planning Commission minutes of June 18, 1968. M /S /P (Malvin /Johnson) To approve subdivision and variance for Robert DeGardner, N' of Lot 42 Auditor Subdivision #89. 4 Ayes M /S /P (Malvin /Lang) To approve variance to six feet for attached garage for Natalie Hope, 2249 Lambert, subject to payment of fee. 4 Ayes M /S /P (Rustad /Lang) To approve variance to seven feet for attached garage for Robert Sack at 5133 Red Oak Drive. 4 Ayes M /S /P (Rustad /Lang) To approve variance to five feet for Perry Malvin for E 100' of W 534' of the S 215' of SW 1/4 of SE 1/4 of Section 8, subject to payment of fee. 4 Ayes M /S /P (Rustad /Johnson) To approve General checks 2479 -2517 except 2510, and Payroll checks 318 -345, check 338 voided. 4 Ayes 2 M /S /P (Rustad /Malvin) To approve check 2510 authorizing bank transfer of $3,250.00 from General Fund to Water Bond Redemption Fund. 4 Ayes M /S /P (Rustad /Johnson) To approve the following licenses: Excavating license Clark-Moores Excavating Company; General Contracting licenses Robert DeGardner Construction, James Lund Construction, Dee Bee Contracting Company, Arnold H. Johnson, Eigenheer Builders, Inc., Lund Construction; Heating and Air Conditioning licenses Rivard Plumbing Heating Company, Inc., Suburban Air Conditioning Company, Ray N. Welter Heating Company, Montgomery Ward Company, Neil and Hubbard Heating Air Conditioning Company, Kal's Plumbing Heating; Cabaret license Donatelle's Supper Club; Restaurant license Donatelle's Supper Club; Set Up license Bel Rae Ballroom; On Sale Intoxicating Liquor license Donatelle's Supper Club and Off Sale Intoxicating Liquor license Donatelle's Supper Club. 4 Ayes M /S /P (Rustad /Johnson) To approve assessment apportionments: Div. 38318 National Contract and Mortgage Corporation, Resolution 380; Div. 38759 Rickey and Wayne Johnson, Resolution 381; Div. 38775 Lot 10 B1 2 Greenfield Addition, Resolution 382. 4 Ayes Councilman Malvin reported on three hydrants repaired incorrectly by the State after moving them. Barton Contracting will be sent a bill for our man's time spent supervising the repair. Midland Consultants will also be notified of damage to street by Bolander Construction Company in using drag line. Councilman Johnson announced the elimination of the double patroling by the B E Patrol effective July 1, 1968. Councilman Lang had no report due to absence for illness. Attorney's report: Attorney Meyers to study list of Ordinance 67 proposed amendments and the list of conditional rezonings presented to the Council. An ordinance establishing a utility operating fund was read and tabled until the next meeting. Attorney Meyers summarized proposed plastic pipe Ordinance #151 amending Ordinance #15. M /S /P (Johnson /Lang) To approve Ordinance #151 permitting the use of certain non metallic pipe. A resolution authorizing the sale of certain non conservation land in Mounds View was deferred until the next meeting. M /S /P (Rustad /Johnson) To approve Resolution #379 requesting the Ramsey County Land Commissioner to transfer title to certain tax delinquent lands in Mounds View, 4 Ayes 4 Ayes 3 Attorney reported that the Watson Construction Company assessment appeal was upheld in Court. M /S /P (Johnson /Malvin) Authorizing the Mayor to approve the Attorneys certificate relative to titles of lands to be used in Water Improvement Project 1968_3. 4 Ay Engineer's report: Engineer Boehm reported on bid letting for Street Project 1968-1 for Eigenheer Second Addition, Haugens Addition and Haluptzoks Terrace. M /S /P (Rustad /Lang) To award the bid to C. S. McCrossan and to enter into a contract under 1968 -1 for $29,225.85. Completion date October 1, 1968. 4 Ayes M /S /P (Rustad /Johnson) Authorizing the Mayor to sign the architect and engineers certificate stating Water Improvement 1968 -3 Sch A test well construction will be in compliance with state and local laws and adequate for construction. 4 Ayes M /S /P (Rustad /Johnson) Authorizing the Engineer to prepare a preliminary report and cost estimate for tennis courts at Hillvie w and Greenfield Parks, including the cost of steel netting. 4 Ayes M /S /P (Rusted /Malvin) To adjourn at 9:06 P.M.
