PROCEEDINGS OF THE VILLAGE COUNCIL
VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
July 22, 1968
The Regular Meeting of the Mounds View Village Council was called to order
by Mayor Rustad at 8:00 P.M. on Monday July 22, 1968, at the Village Hall, 2401
Highway #10, St. Paul, Minnesota 55112.

M /S /P (Johnson /Lang) To approve the minutes of July 8, 1968.
M /S /P (Lang /Malvin) To approve the minutes of July 15, 1968.
Residents requests and comments:
M /S /P (Rustad /Malvin) To authorize NSP to install a street light in the middle
of the 2200 block on Pinewood between Jackson and Quincy. A petition was received.
Ralph Edberg and Dale Bentley would like to have the property at 7869 Greenwood Drive
cleaned up, the houselpainted, and the septic tank system inspected. Police will
check septic system and the Clerks office will write First Federal Savings and Loan
to bring this matter to their attention.
Mr. Arthur Attleson questioned the subdivision of Lots 108 and 109 Knollwood Park
Addition and the assessment apportionment thereof. The Council discussed the
development of all portions of this property.
M /S /P (Rustad /Lang) to approve the subdivision of the S 100' of Lots 108 and 109
Knollwood Park Additi on for A. Attleson subject to the payment of fees. 5 Ayes
M /S /P (Rustad /Malvin) To approve the subdivision of the E 185' of Lot 83 Knollwood
Park Addition for Ed Dropps Jr., subject to the payment of all addition assessments. 5 Ayes
Mrs. Florence Peterson requested that a trailer house located at 2250 Knoll Drive
be removed since she is selling her home and the trailer is an objectionable sight
to a potential purchaser.
Mr. Ralph Edberg asked about the care of the unimproved portion of Greenwood Drive
north of County Road 1. The County will take care of it this fall.
Mr. Lloyd Blanchard inquired about the trailer at Silver Lake Road and Highway 10.
The Clerk's office will check on it.
Mr. Varnes requested that the Minar property be cleaned of dead trees and brush.
The Clerk's office will write a letter to Mr. Minar.

Park View Terrace Improvement Hearing

Mayor Rustad presented a petition received from some property owners on Long
Lake Road and Eastwood, objecting to a future north -south street north of
Sherwood.
A petition was also presented objectioning to water main extensions north of
Arden Avenue for Project 1968 -3.
Mayor Rustad read a letter of invitation to a banquet received from the Ramsey
County Agricultural Society.
Mayor Rustad also read a letter received from B. Peterson, 2133 Belle Lane
requesting their drainage problem be looked into. Referred to the Engineer.
Mayor Rustad read the Planning Commission minutes of July 16, 1968.
An abatement of assessment for Lloyd Bardwell, 8493 Spring Lake Rnad was discussed.
He will be asked to attend an agenda meeting to explain his request.
Clerk Walser read the legal notice and attested to its publication. The
Engineer explained the improvement stating the preliminary costs per lateral
foot would be about $11.28 sanitary sewer, $5.98 water, and $8.12 street and
drainage. Total lateral foot $25.38. Mayor Rustad called for objections.
No one was present concerned with the hearing. The hearing was closed at
8 :35 P.M.

Clerk Walser's Report
M /S /P (Walser /Rustad) To approve the following licenses: Excavating licenses
Waalen Sabby, Inc., Lenny Cochran Excavating, Inc.; General licenses Dave Berry
Concrete Construction, Preferred Builders, Inc.; and Heating and Air Conditioning
license Stu Rothgeber Heating and Plumbing.
M /S /P (Walser /Johnson) To approve general checks 2534 2569 except 2563 and
payroll checks 366 393.
M /S /P (Walser /Malvin) To approve bond payment check 1087.
M /S /P (Walser /Rustad) To approve check 2563 transferring $20,000.00 from water
utility to water bond redemption for tax levy reduction.

Attorney Meyer's Report

Clerk Walser spoke briefly on how pleased he was to be associated with the Council
and the community and how he had enjoyed working with everyone. He then endorsed
Dennis Zylla, the deputy clerk for the position of clerk administrator January 1st
when the Village goes to Optional Plan A.
M /S /P (Johnson /Malvin) To raise the salary of patrolman Ted Nemetz $25.00 per
month retroactive to July 1, the end of the six month probationary period. 5 Ayes,
The B E report for June was read.
Councilman Lan 's Report
Councilman Lang reinterated the Council feeling that the Highway 10 by -pass be
removed and the park restored to its original condition.
Inspector's Report
Chris Piehowski commented on the possible condemnation of 8295 Edgewood Drive.
Attorney suggested a registered letter be sent to Sigurd Buck requesting his
presence at the next meeting to discuss this matter.
Attorney Meyers read a letter received regarding legal action against Chies Bros.
Construction Company. Attorney and Engineer will check the necessary records
to see if we may be involved.
HUD Water Improvement Project 1968 -3 was discussed.

M /S /P (Malvin /Lang) To direct the Engineer to prepare the final plans and
specifications for Improvement Proiect 1968 -3 Schedule A.
Attorney reported that the Watson property assessments have been upheld by the
courts.
Assessment abatement for Hardwell and Kreugen was discussed and tabled.
Proposed Ordinance 152 read by the Attorney.
M /S /P (Rustad /Lang) To approve Ordinance 152 establishing a utilities operating
fund.
Proposed Ordinance 153 read by the Attorney.
M /S /P (Johnson /Rustad) To approve Ordinance 153 amending the zoning Ordinance 67,
rezoning certain lands in the Village. 5 Ayes
A special use permit for the Mounds View Mobile Home Park will be checked on by the
office.

Engineer Boehm's Report
Engineer Boehm presented preliminary plans and cost estimate for tennis courts.
A letter from HUD was read advising we are ready to receive bids on test wells.
M /S /P (Rustad /Johnson) To accept the final plans and specifications for HUD
Project 1968 -3 Schedule A test well constructicn and to set the bid opening for
12:00 P.M. August 12, 1968 (WS -4 -24- 0045).
Ramsey County to alleviate drainage problem near 5061 Long Lake Road this fall.
Councilman Malvin reported that the new pick -up truck was finally received.
