PROCEEDINGS OF THE VILLAGE COUNCIL
VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
August 12, 1968
The Regular Meeting of the Mounds View Village Council was called to order
by Mayor Rustad at 8:02 P.M. on Monday, August 12, 1968, at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Johnson /Lang) To approve the minutes of July 22, 1968.
Residents requests and comments:
Mr. Varnes would like stronger action taken to have the Minar
of dead trees and brush. The Council stressed the problem of
legal action were taken. Mr. Varnes will solicit names for a

Mayor Rustad also stated that due to an article appearing in the St. Paul Dispatch
criticizing Mounds View for the lack of a Human Rights Commission he felt positive
steps should be taken to initiate a commission. Attorney Meyers was instructed to
draft a resolution establishing a Human Rights Commission for the next meeting.
Mayor Rustad also mentioned briefly the fact that a letter was sent to NSSSD
requesting $7,500.00 for the Wayside Park restoration.

Clerk's office acknowledged receipt of a letter from Richard Dobis attorney
for Jamison Brothers, Inc. and a letter from Howard Thorsen president of
Dailey Homes Inc. regarding their conditional rezonings.
MSP (Rusted /Johnson) Authorizing the Mayor, Deputy Clerk, Treasurer, and
Acting Mayor to sign checks.
MSP (Lang /Malvin) Approving the final plat for Anthony Holshuh and authorizing
the Deputy Clerk to sign it.
A copy of the July 9th MAC hearing will be purchased as previously authorized.

Councilman Johnson's Report:
Councilman Johnson read the police report for July.
7869 Greenwood Drive has been issued a tag for a defective septic system. The
house will be red tagged as soon as the party moves.
Trailer house at 2259 Knoll Drive must be removed in 30 days. The police have
issued a warning.

Attorney Meyers reported he has sent letters requesting street easements between
Long Lake Road and Eastwood for the HUD project.

Engineer will check low bidder's equipment.
A letter was read regarding access to County roads. Ramsey County engineers
office requests notification before proceeding with new roads or driveways
onto County roads.
MSP (Rustad /Lang) To accept plans and specs for Sanitary Sewer and Water
Project 1968 -2 and to set the bid opening date for September 9 at 12 noon. 4 Ayes
Mr. Skiba raised an objection to a sign being constructed by the Mounds View
Mobile Home Park.
Engineer and Superintendent Skiba checked out a complaint on a drainage problem
at 2133 Belle Lane. The street is good and it doesn't seem to be a public
problem.
