The Regular Meeting of the Mounds View Village Council was called to order
by Mayor Rustad at 8:02 P.M. on Monday, September 9, 1968, at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Malvin /Lang) To approve the minutes of August 12th, 1968.
MSP (Johnson /Lang) To approve the minutes of August 19th, 1968.
Residents Requests and Comments:
Mr. Robert Shelquist of the Mounds View Jaycees requested the use of the Village
Hall for Indian Summer Day, Sunday, September 15th. He also requested a one day
beer license and the assistance of the Civil Defense.
MSP (Malvin /Johnson) To approve the Jaycees request for use of the Village Hall,
one day beer license, and the assistance of the Civil Defense for the Indian Summer

NE 1/4 of the SE 1/4 Section 7, Township 30, Range 23 and the SE 1/4 of the SW 1/4
of the NE 1/4 of the SE 1/4 Section 7, Township 30, Range 23 for October 14th at
8:30 P.M. and to order the Engineer to update the existing preliminary plans and
specifications for that area. (Project 1968 -4)
Robert Waste requested information on building a lean -to for rabbits. He has
received a nuisance ordinance violation. He would like to know what was
specifically wrong. Told to contact the police and building inspector.
Mr. Gene Gideo requested a special use permit

Mr. Varnes presented a petition to have the M and E property cleaned up. He
also wants stop signs changed on Silver Lake Road and County Road H2.
Mr. Robert Petricka wanted to know possible assessments for Park View Terrace
and how they affect his lot (lot presently borders County Road I and Woodlawn).
He was advised he would not be assessed if the lot remained one lot. Attorney
advised however, that no more than one building could be constructed on one lot
unless it were a PRD.
Mrs. Helmut Feige would like approval of a ten lot preliminary plat. Planning
Commission has approved.
MSP (Rustad /Malvin) To approve the preliminary plat for H. Feige. Legal
description: That part of the N 1/2 of the W 1/2 of Section 6, Township 30,
Range 23, in Ramsey County, State of Minnesota, described as follows: Commencing
in the N line of the said N 1/2 of the W 1/2 at a point 1449.6 feet W from the
NE corner of the said N 1/2 of the W 1/2; thence S on a line parallel with the
E line of the said N 1/2 of the W 1/2, a distance of 1413 feet to the point of
beginning of the description of this tract of land; thence E parallel with the
N line of said Section 6, a distance of 483.2 feet; thence S parallel with the
E line of the said N 1/2 of the W 1/2, a distance of 460 feet; thence W parallel
with the N line of said Section 6, a distance of 483.2 feet; thence N parallel

Mayor Rustad's Report:
Mayor Rustad mentioned that budget meetings be set up in the near future. Council
has decided to meet September 16th.
Mounds View DFL requested use of the Village Hall, Sunday, September 15th for bingo.
Attorney stated that the request does not comply with Minnesota Statutes. A 30 day
notice must be given before the desired date. Request denied.
Engineer was authorized to check a drainage problem at 5046 Red Oak Drive.
Mayor Rustad reported that a Muscular Dystrophy carnival was held at 8085 Woodlawn
Sunday. He instructed the Clerk's office to send a letter of appreciation to the
persons responsible for the carnival.

MSP (Malvin /Lang) To approve the 118 square feet garage variance for Donald
Ward Lot 29, except the W 98', Spring Lake Park Knolls Addition. 4 Ayes

MSP (Rustad /Johnson) To approve the following licenses: Excavating license
Beyer's Excavating; Heating licenses Mill City Heating Air Conditioning,
Sassco, Inc.; Kennel licenses James D. Lois R. Buckley, Sham -O -Jet Kennel;
General Contractor licenses Lino Lakes Builders, Ferndale Builders, Empire

MSP (Johnson /Malvin) To ratify General checks 2613 to 2649, Payroll checks
412 to 440, checks 424, 425 and 433 voided, and Bond check 1088. These checks

MSP (Rustad /Lang) To approve the General checks 2650 to 2685, Payroll checks
441 to 459, and Bond check 1089.
MSP (Rustad /Lang) To authorize the Deputy Clerk to sign the final plat of
Smuder Addition.
MSP (Rustad /Lang) To approve Resolution 397, Division #39128, apportionment
of assessments for F. Anderson and D. Colson.
The Clerk's office was instructed to investigate the possibility of installing a
flashing school light at the intersection of County Road H and Long Lake Road.

Councilman Malvin's Report:

Councilman Malvin reported that we recently had a water break on Silver Lake
Road. Also that Wally Skiba had injured his hand and that we are still in
discussion with NSSSD over sodding and replacing trees in the Wayside Park.
Councilman Johnson's Report:
MSP (Johnson /Malvin) To advertise for bids October 14th at 8:00 P.M. for a
1969 Police station wagon with or without trade -in.
Councilman Johnson also read the Police Report for August.
Councilman Lang's Report:
Councilman Lang said the Recreation Committee will be holding a budget meeting
in the near future. Also NSSSD has seeded some of the ground where previously
complaints were arising.
Attorney Meyer's Report:
MSP (Austad /Malvin) Approving Resolution #396 authorizing the Mayor and Deputy
Clerk to apply for the conveyance of tax forfeited land. 4 Ayes
MSP (Malvin /Johnson) Authorizing the Mayor and Deputy Clerk to sign the Police
Mutual Aid agreement.
Incinerator ordinance presented and tabled.
MSP (Johnson /Lang) Approving Ordinance #154 changing off street parking
requirements for multiple dwellings to 1 1/2 spaces for dwelling unit.
MSP (Malvin /Lang) Approving Ordinance #155 establishing a Human Rights Commission.4 Ayes
Attorney presented final draft of Resolution #394 abating assessments for Jack
Krugen.
MSP (Johnson /Lang) To authorize the Mayor to endorse the check payable to
Watson Construction Company. All Assessments have been paid. 4 Ayes
Engineer Boehm's Report:
Engineer presented assessment rolls for Projects 1967 -5 and 1968 -1.
MSP (Rustad /Malvin) To set assessment hearing for 1967 -5 and 1968 -1 for Friday,
September 27th at 7:00 P.M.
Engineer reported bids for Improvement Project 1968 -2, Parkview Terrace were
opened at 12:00 noon, September 9th.
MSP (Johnson /Lang) To award the bid for Improvement Project 1968 -2 to Nodland
Associates for $31,750.00.
Engineer reported on an alarm from Woodale lift station to maintenance building.
An initial hook up fee of $25.00 plus $10.00 to $11.00 per month.
MSP (Rustad /Johnson) To authorize Northern States Power to make the hook up.
