HomeMy WebLinkAboutMinutes - 1968/10/14The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:02 P.M. on Monday, October 14, 1968, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Rustad Councilman Malvin Councilman Lang Absent: PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA October 14, 1968 Also Present: Deputy Clerk Zylla Attorney Meyers Engineer Boehm Councilman Johnson MSP (Malvin /Lang) To approve the minutes of September 23rd. MSP (Rustad /Malvin) To approve the minutes of September 27th. MSP (Malvin /Lang) To approve the minutes of October 7th. Bids opened on 1969 police station wagon at 8:05 P.M. Deputy Clerk read the legal notice and attested to its publication. Only one bid received. Southview Chevrolet without trade $3,740.00, with trade $3,180.00. MSP (Malvin /Lang) To reject bid and readvertise for 8:00 P.M., October 28th. Clerks office to send out bids. Dan Vaughn appeared requesting rezoning for part of lots 58 and 59, Auditors Subdivision 89. Hearing previously held September 23 and rezoning failed by one vote. MSP (Rustad /Malvin) To set rezoning hearing for Parcel (1) Ex N 150' of Lot 59 Auditors Subdivision No. 89 and Parcel (2) Ex W 100' lying N'ly of S'1y-514.63' of Lot 58 Auditors Subdivision No. 89, for October 28 at 8:30 P.M. Ken Pream appeared requesting to put an auto body shop on County Road I and Adams. Property now B -2. Auto body permitted under I -1 only. Told to come to agenda meeting. MSP (Rustad /Malvin) To set rezoning hearing for November 4, 1968 for 7:00 P.M. Lot 100 Spring Lake Park Knolls Addition. R1 R2 for George Johnson. Anthony Holshuh showed Council new preliminary plat. MSP (Rustad /Lang) To grant building permit to E. Gustafson for stores and offices subject to approval of building inspector for Lots 1, 2, 30 Greenfield Plat #2, conditionally rezoned 11/22/65. Residents requested information on rabbit ordinance. Attorney read proposed ordinance. Discussion followed. Council and residents would like to see it broadened, foul should be included. Attorney to revise. Mayor Rustad called improvement hearing Sanitary Sewer, Water and Street Improvement 1968 -4 to order at 8:40 P.M. Clerk read legal notice and attested to its publication in the New Brighton Bulletin, September 12th and 19th. Three property owners affected. Est. cost $59,132.00. Are Section 7, Township 30, Range 23, S 1/2 of the SE 1/4 of the NE 1/4 of the SE 1/4. SE 1/4 of the SW 1/4 of the NE 1/4 of the SE 1/4. Engineer reported on estimated costs per foot. Street $6.40 Sewer 9.20 Water $3.95 Water Serv. $150.00 2 Robert Carlson spoke in favor of improvement for White Oak Builders. Anthony Holschuh, no objection. Keith Harstad,not present. Mayor called for objections none. MSP ,(Rustad /Malvin) To close the hearing at 8:50 P.M. MSP (Malvin /Lang) To order improvement project 1968 -4 and to authorize the engineer to prepare final plans and specifications. Mayor Rustad's Report Fire Chief will start this week checking all commercial property for compliance with incinerator ordinance #156. Resident requested information on firearms ordinance. Resident requested information on secondary buildings. Mayor read letter from Camp Fire Girls requesting use of the Village Hall October 23 at 7:30 P.M. MSP (Rusted /Lang) To approve use of Village Hall for Camp Fire Girls. MSP (Rustad /Malvin) Approving the installation of a street light on Terrace Drive between Quincy and Jackson. Petition was received. MSP (Rustad /Malvin) Approving County Road 1 detour for Minnesota Highway Department while construction is in progress near 35W. 3 Mayor announced letter from HUD received requesting additional information on 1968 -3 Schedule A contract. Deputy Clerk Zylla's Report MSP (Malvin /Lang) To send a bill to supper club(s) that did not make contribution to special election for liquor, 1967. MSP (Rustad /Malvin) To approve the following licenses Excavating License Walt Freeman Excavating; Heating License BurnOmatic Ind. Gas Burner Company; and General Contracting Licenses Lundeen Construcion, Swanson Homes, Random, Inc., and Whaley MSP (Rustad /Lang) To approve use of Village Hall by Mrs. Jaycees for November 23, 1968 to show children movies 11 A.M. 3:30 P.M. 3 Ayes MSP (Rustad /Lang) To accept petitions received October 7th in regards to rabbits, junk cars, temporary structures, and overflowing septic tanks. 3 Aye MSP (Rustad /Malvin) To authorize putting Sunday liquor on the November 5th ballot. 3 Ayes A petition was received signed by 179 persons. 3 Ay MSP (Rustad /Malvin) To approve the following election judges for the November 5th election. (See list attached.) 3 Ayes Construction Company. 3 Ayes MSP (Malvin /Lang) To approve payment of general checks 2753 2802 and payroll checks 486 505. 3 Ayes MSP (Rustad /Malvin) To approve check 2803 the final payment for Lametti and Sons, Inc. for Project 1965 -3 Schedule A. Check clears lien and includes settlement of lawsuit. 3 Ayes 3 MSP (Malvin /Lang) To approve check #2804 transferring an additional $18,200.00 to Water Bond for levy reduction. Transfer of $20,000.00 made previously has cleared. MSP '(Lang /Malvin) To approve check #1091 transferring 47 9 998 50 (Lametti lien monies) to Improvement account from Bond Redemption. MSP (Lang /Malvin) Approving Resolution #404 apportioning the assessments on Division #39128 (Anderson,Colson). MSP (Rustad /Lang) Approving Resolution #405 apportioning the assessments on Division #39473 (DeGardner, Knight, Ford, Raveling). Councilman- Malvin's Report NSSSD currently meeting on budget. NSSSD says no to any more than the $2,000.00 settlement. Only Gary Lang at the last meeting. Mr. E. Johnson was not present to state opposition to settlement. Malvin resented opposition to Council decision to accept settlement. Donald Hodges stated committee as a whole not against settlement. Mayor asked for roll call of members at next meeting. Councilman Lang's Report Councilman Lang noted a number of village streets were blocked due to construction. Wished information on whether Police were notified. Donald Hodges questioned using plastic pipe for water extension to Greenfield Park. Council said go by Ordinance. Mayor read Planning Commission !minutes of September 17, 1968. Bob Edmond stated building up in Mounds View but no problems. Mayor asked for aid of Civil Defense at November 5th election. Attorney Meyer's Report Attorney recommended no action in regards to letter sent out by 0E0. Village will he included automatically in community wide program. Clerks office to write letter stating Council will take no action. MSP (Lang /Malvin) Authorizing Mayor and Deputy Clerk to sign Lametti Sons Inc. releases. 3 Ayes Clerk's office to check on printing some more Ordinance 67 booklets. Also to send copy of Resolution #310 authorizing Conservation Department to execute Permit 67 414 authorizing crossing Rice Creek with a pipe. Attorney will report on tax forfeited land at next meeting. 3 Ayes Engineer Boehm's Report 4 Barbarossa quotation on extension of storm sewer near Knollwood Drive West of Silver Lake Road approximately $7,000.00. Letter was received from Midland Consultants. Council to consider proposal. Engineer reported Floyd Snyker says according to the County no drainage problem exists on County Road H between Long Lake Road and Silver Lake Road.
