HomeMy WebLinkAboutMinutes - 1968/11/13Present: Mayor Rustad Councilman Malvin Councilman Johnson Councilman Lang PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA November 13, 1968 The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:01 P.M. on Wednesday, November 13, 1968, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Also Present: Clerk Typist Sandgren Attorney Meyers Engineer Boehm Absent: Deputy Clerk Zylla MSP (Johnson /Lang) To approve the minutes of November 4, 1968. MSP (Rustad /Malvin) To approve the minutes of November 7, 1968. Council wanted more time to study the October 28, 1968 minutes. Attorney Otis Hilbert requested a hearing date be set to rezone Lot 31 Except W 50' Auditors Subdivision #89 (1859 Highway #10) from R1 to B3 for motor vehicle transfer and storage. MSP (Rustad /Johnson) To set hearing for December 9, 1968 at 8:30 P.M. MSP (Malvin /Johnson) To authorize the Mayor and Deputy Clerk to execute a quit claim deed to Anthoney C. Holschuh for the North 10 feet of the South 40' of except the East 30', the NW 1/4 of the SE 1/4 of the SE 1/4 of Section 7, Township 30, Range 23. Joe Siwek and E. M. Gideo appeared to request building permits for apartment buildings on Silver Lake Road between County Road I and Highway #10. Special use permit issued to Gideo September 9,1968. A discussion followed on what was being done to correct and improve the Siwek apartments on County Road I and Jackson. MSP (Johnson /Lang) To hold up any building permits until the apartments are in staisfactory condition. Mayor called the rezoning hearing to order at 8:34 P.M. Clerk Typist Sandgren read legal notice and attested to its publication in the New Brighton Bulletin October 31 and November 7, 1968. Legal Except S 200' of Lots 108 and 109 Knollwood Park Addition. Request R1 to R3. Objectors were called for: Those against the rezoning were John Robertus 2055 County Road H too much traffic on Silver Lake Road now. David Glubke 1940 Woodcrest He presented a petition signed by approximately 60 people in the area. It is a residential area and he wants it kept that way. Gary Horning 2018 Wnodcrest It is next to his property and he moved out here for privacy. Mr. Hutchinson 2049 Woodcrest, agreed with Mr. Robertus. Mr. Arthur Attleson withdrew his request to rezone the property. MSP (Rustad /Malvin) To set rezoning hearing for December 9th at :15 P.M. 4 Ayes Resident complained about snow plowing salt off of Silver Lake Road onto the grass. Mayor referred him to Dean Anklan, County Engineer. MSP (Rustad /Lang) To approve the following licenses: Heating and Air Conditioning license St. Marie Sheet Metal, Inc.: General Contracting license Floodmaster Engineering Corp., and Donco Builders, Inc. 4 Ayes MSP (Rustad /Johnson) To approve general checks 2825 2897 excluding #3894 and payroll checks 531 550. 4 Ayes MSP (Rustad /Lang) To approve check #2894 final payment to Nodland Associates, Inc. for Water and Sewer Project 1968 -2 and to enter into a one year warranty agreement. 4 Ayes Engineer reported that the test wells were coming along very well. Malvin commented on the excessive amount of water in the basements on Groveland and Red Oak Drive. Building inspector will check. Construction of the sewage plant on the river is about to begin. Johnson read the October police report. Lang reported that the pole and two lights have been installed at Greenfield Park. Work has been completed on the fire damaged Lambert warming house. The rinks are being prepared for flooding. Warming house attendants can apply at the Village Hall. Woodcrest Park is squared away and will be restored for skating. Mayor thanked the Civil Defense for the work that they did election night. Letter read from Aamot Well Company, Inc. about being rained out. Attorney read the anti screech ordinance. No action was taken at thig time. MSP (J /Lang) To approve Ordinance #159 for off street parking as follows: Multiple dwellings one and one -half space per dwelling unit. MSP (Malvin /Johnson) To approve Ordinance #160 amending Ordinance #15 stating that the construction of all business, industrial, or apartment buildings shall conform with the provisions of the City of St. Paul building code as revised and also the State laws as they may apply. Attorney read letter from Miner, Miner and Miner in regards to Carlson LaVine, asking if Village would c nsider purchasing approximately 25 acres north of Woodcrest between Long Lake Road and Irondale since it is already chopped up with casements. Attc_ney will investigate. MSP (Rustad /Malvin) To approve Resolution #407 abating assessments on Village property. MSP (Rustad /Malvin) To approve Resolution #408 authorizing the Mayor and Deputy Clerk to sign resolution conveying of tax forfeited lands. 4 Ayes 4 Ayes 4 Ayes 4 Ayes 3 MSP (Johnson /Lang) To approve Resolution #409 adopting an additional assessment relative to Buhil's property. Mayor and Deputy Clerk to enter into agreement. 4 Ayes MSP (Rusted /Lang) To authorize Attorney Meyers to represent the Village in the Barton versus Chies Bros. case. 4 Ayes Mayor signed agreement granting temporary by -pass to NSSSD for sewer interceptor construction.
