HomeMy WebLinkAboutMinutes - 1968/11/25PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA November 25; 1968 The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:00 P.M. on Monday, November 25, 1968, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Rustad Councilman Johnson Councilman Lang Absent: Councilman Malvin Also Present: Deputy Clerk Zylla Attorney Meyers Engineer Boehm MSP (Rustad /Lang) To approve the minutes of October 28, 1968 3 Ayes MSP (Johnson /Lang) To approve the minutes of November 13, 1968 3 Ayes George Payne of Mid States Estates would like approval of final plat. Minutes of Planning Commission for June, 1966 and Council June 27, 1966, show incorrect legal description. MSP Rustad /Lang) To correct minutes of June 27, 1966, regarding legal description of Mid States Estates to reflect approval of preliminary plat. 3 Ayes MSP (Rustad /Lang) To approve the final plat of Mid States Estates, Block 1 and Block 2 and to authorize the Deputy Clerk to sign. 3 Ayes Mayor Rustad's Report Mayor read resignation letter from Don Haes, Chairman of Lakeside Park Committee, A letter from HUD was also read and turned over to the Engineer. Mayor Rustad presented Village copy of the mutual aid agreement sigied by all the communities. Discussion on the disposal of water from swimming pools. Report from Inspector Skiba read. NSSSD says no dumping of surface water into sanitary sewer. If water goes into sanitary sewer then it should have rec charge. If it goes into storm sewer it is okay. Decision to discuss it further with NSSSD. Mayor noted there was a break in the sanitary sewer main at Irondale 100' to the South of Woodale, but that it is now repaired. Clerk's office to make special note on bill that break repair was an emezgency situation and why. Mayor read Planning Commission minutes of November 19, 1968. MSP (Rustad /Lang) To approve subdivision for L. Mach, Lot 115, Spring Lake Park Hillview Addition 3 Ayes MSP (Rustad /Johnson) To concur with Planning Commission action in regard to Vern Olson's request for special permit for additional garage. 3 Ayes Robert Larson, 7960 Fairchild, would like Gillespie car lot saes stopped. Council will ask Police to check e n Mr property, G. Gideo and J. Siwek requested their building permits be released so they may start construction of their six new buildings on Silver Lake Road and County Road I. Mayor read inspector's reports. Discussion followed on standards. MSP (Johnson /Lang) To release permits and grant approval of proposed construction 3 Ayes Deputy Clerk Zylla's Report 2 MSP (Rustad /Lang) To approve the following licenses: General Contracting Helmut Feige, Lance E. Bartlett, Masonry Cement, Naegele Outdoor Advertising Co., Inc.; Excavating Inter -State Plumbing Company. MSP (Rustad /Johnson) To approve general checks #2898 -2920, bond check #1093, and payroll checks #551 -575. MSP (Rustad /Johnson) To approve the following apportionments of assessments. Resolution #414 Division #39591 Smuder Addition Resolution #415 Division #39447 Highway Department et al Resolution #416 Division #39452 Highway Department et al Resolution #417 Division #39640 Feige Addition Clerk's office to notify School District #621 of assessment resulting from Project 1967 -5 and request payment by April of 1969. MSP (Rustad /Johnson) To approve the final plat of White Oaks Addition and to authorize the Deputy Clerk to sign. MSP (Rustad /Johnson) To approve the use of the hall for Mrs. W. Wyatt, 8505 El Dorado Street N.E., Minneapolis for Sunday, December 22nd from 2 5 P.M. Councilman Johnson No report. Councilman Lang's Report Progress report on Greenfield skating rink. Will be ready soon. Feasibility of rink on Spring Lake discussed. Attorney Meyers' Report Attorney inquired as to Council's desire for a semaphore at Highway #i0 and County Road H2. Council would like letter sent to begin action. 3 Ayes 3 Ayes 3 Ayes 3 Ayes 3 Ayes MSP (Rustad /Lang) To approve Resolution #418 abating a sewer assessment. of $234.30 on D.P. 43 for Smuder Addition Lot 1 Block 1. 3 Ayes Attorney stated he had written Carlson and LaVine asking them to convey their land East of Long Lake Road, but no reply was received. Anti-screech ordinance tabled until January. 3 MSP (Rustad/Lang) To approve Resolution #41° authorizing the sale of non conservation land. MSP (Rustad /Lang) To approve Ordinance #161 as amended authorizing the sale of liquor on Sunday. MSP (Rustad /Johnson) To approve the license for all supper clubs effective Sunday, December 1, if they apply. Er.Rineer Boehm's Report Progress report on test wells sites 1 and 2. Ready to test pump. Site 1 will be tested first; sometime next week. Reports will be sent to HUD monthly. Don Hodges requested the use of the hall for a dance sponsored by Explorer Post 167 on December 13th. MSP (Rustad /Johnson) To approve the request subject to usual provisions.
