The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:00 P.M. on Monday, December 9, 1968, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Rustad Councilman Malvin Councilman Lang Absent: Councilman Johnson PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA December 9, 1968 Also Present: Deputy Clerk Zylla Attorney Meyers Engineer Boehm MSP (Malvin /Lang) To approve the minutes of November 25, 1968. 3 Ayes Robert Eigenheer appeared requesting that a 33' easement on Lot 14 Except the E 130' thereof be abated and moved to the West side of the lot. Easement presently serves no practical purpose. Attorney Meyers will prepare the necessary papers. Mr. A. J. Nelson, 5393 St. Stephens, appeared requesting that Ordinance #157 be changed to allow people to have rabbits unless a complaint is signed by someone other than the police department. Would also like a special permit so his son could raise eight rabbits as a hobby. Mr. Nelson continued to elaborate for approximately 15 minutes. Mr. Nelson prepared to go to court to keep the rabbits. Mayor Rustad stated that there is a need for the ordinance and that the Council would take his suggestions under advisement. Russell Underdahl, William Beim, and Irwin Engler appeared presenting preliminary plans of the proposed 56 acre development South of County Road H2, West of TH 8 and North of TH 10. Area to be premarily apartment buildings with a shopping center. Approximately 900 1,000 apartment units. Shopping center to have supermarket and 7 or 8 other stores. Multi- million dollar project would be 3 5 years in completion. Construction may begin May 1, 1969. Mayor Rustad called rezoning hearing to order at 8:33 P.M. Lot 31 Except the West 50' thereof, Auditors Subdivision #89. R1 to 83 for motor vehicle transfer and storage. Otis Hilbert, attorney, appeared for Vant Transfer Inc. Construction of 40' X 60' building of fluted metal. Lot 490' X 102.08'. James Nerdahl requested information on street access. All vehicles to move on and off STH 10. Owner presently has nine trucks. No maintenance of trucks on the property. Mayor asked if anyone for or against rezoning. Marion Dahlin against noise. Irene Schafer against noise. Ray Martin no objection. George Gustafson all property on STH 10 will be commercial eventually. Hearing closed at 8:49 P.M. Mayor Rustad said no positive action can be taken tonight because only three members present and 4/5s vote needed. Decision held until December 16th. Mayor Rustad's Report Mayor read resolution from Minnetonka Village requesting legislative action on Metro Zoo. Would like other villages to pass resolution also. MSP (Lang /Rustad) To approve the passing of a resolution to request legislative action. 3 Ayes
