HomeMy WebLinkAboutMinutes - 1968/12/16The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rusted at 8:00 P.M. on Monday, December 16, 1968, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Rusted Councilman Malvin Councilman Johnson Councilman Lang MSP (Lang /Malvin) To approve the minutes of December 9, 1968. Mayor Rustad's Report PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA December 16, 1968 Also Present: Deputy Clerk Zylla Attorney Meyers Engineer Boehm 3 Ayes Johnson Abstained Mayor opened discussion of rezoning proposal at 1859 Highway #10. Hearing held December 9th but decision postponed. Mayor asked for a motion to approve the rezoning. No motion made. MSP (Lang /Johnson) To deny the rezoning. Ervin Herbst arrived to discuss the possibility of rezoning the property immediately West of his property on TH10 and County Road H. Deputy Clerk Zylla's Report Councilman Malvin's Report Deputy Clerk read list of licenses for approval. Discussion followed on whether or not to approve the Launching Pad Supper Club's intoxicating on -sale liquor license since Mr. Waste has not complied with some of the verbal agreements he had made to the Council previously. (ie: fencing of parking lot or curbing.) Councilman Malvin and Councilman Johnson stated they would not approve the license unless Mr. Waste shows good faith in completing the previously agreed upon improvements. MSP (Rusted /Johnson) To approve the following licenses: Cigarette licenses Long Lake "66" Service, Bel -Rae Ballroom, Fedor's Market, Donatelle's Supper Club, Mermaid Cocktail Lounge, Inc., Launching Pad Supper Club, Clark Super 100, B R Grocery; Gasoline licenses Clark Super 100, Long Lake "66" Service; Non Intoxicating Off Sale Liquor licenses Fedor's Market, Launching Pad Supper Club, B R Grocery; Non- Intoxicating On Sale Liquor licenses Bel -Rae Ballroom, Mermaid Cocktail Lounge; and Intoxicating On Sale Liquor licenses Donatelle's Supper Club, Mermaid Cocktail Lounge; and the Launching Pad Supper Club conditional upon Mr. Waste meeting with Councilman Johnson and Councilman Malvin in which Councilman Malvin and Councilman Johnson must give their approval to the renewal. 4 Ayes MSP (Rustad /Lang) To approve general checks #2956 2975, payroll checks 593 616. MSP (Rustad /Malvin) To approve check #1095. Mr. Dolezal, auditor, explained. MSP (Rustad /Malvin) To void check #1095 and the bond fund the difference between the $108 Net transfer $60,366.19. 4 Ayes 4 Ayes Discussion on reason for check #1095. 4 Ayes transfer to the improvement fund from ,364.69 and the $47,998.50 (Lametti lien). 4 Ayes A fire hydrant was damaged by a car over the weekend. Police have the suspect's identity. 2 Councilman Malvin presented various extracts of minutes of the NSSSD which provide background information into the lawsuit against M. Christensen over the salary of the Clerk while serving as a member of the Board. County Road I was reopened tonight. Councilman Johnson No report. Councilman Lang No report. Attorney Meyer's Report MSP (Rustad/Johnson) To approve Ordinance #162 amending Ordinance #67, the zoning map. MSP (Rustad/Johnson) To approve Resolution #420 covering public works maintenance employees for the year 1969. 4 Ayes Engineer Boehm's Report Test pumping of Well #1 finished. Results not very encouraging. A new strata will be tried later. Now Well #2 being test pumped. Well #3 down 150'. Mayor Rustad commented on the departure of Gary Lang who is attending his last meeting as Councilman. He stated that he enjoyed working with him and that he always did a fine job. Councilman Lang thanked the Mayor and returned the compliment. Resident requested information on a snowmobile ordinance. Mayor said a need is arising for the ordinance.
