HomeMy WebLinkAboutMinutes - 1969/01/13The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:02 P.M. on Monday, January 13, 1969, at the Village Hall, 2401 Highway 410, St. Paul, Minnesota 55112. Present: Mayor Rustad Councilman Hodges Councilman Blanchard Absent: Councilman Johnson Councilman Malvin PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA January 13, 1969 Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Boehm Mayor Rustad welcomed new Councilmen Hodges and Blanchard to the first regular meeting and stated that both were active since incorporation in 1958 and both are still two of the most active civic leaders in the community. Marilyn Lidberg, police Secretary $2.55 per hour, no health insurance. 2 Ernest Grabowski, Police Chief $825.00 per month, plus $30.00 health insurance. Attorney Meyers read a statement from Mayor Rustad endorsed by the Council To the Citizens of Mounds View. (Attached). MSP (Blanchard /Rustad) Approving Resolution #422 regarding the City of Minneapolis sewage capacity offer dated 12/31/68. 3 Ayes COUhCiLM&M N OpeS' Report .Attended various meetings on the park system of Mounds View and the surrounding communities and with School District #621. Mayor Rustad thanked Councilman Hodges for the work that he has done with the parks in Mounds View. Councilman Blanchard's Report Discussion on snow plowing and the inability of mail carriers to deliver mail under present conditions. Superintendent Skiba to talk to County on feasibility of using the rotary plow. 3 Mayor Rustad stated he has received a call from J W Pick Up, rubbish haulers, in which they said that rubbish haulers are soon going to ask to have garbage cans put at the curb. Council policy will be to deny request. Attorney to amend ordinance. Clerk- Administrator Zylla's Report MSP Blanchard /Rustad) To approve the following licenses Cigarette Hilary's Standard, Bob's Gulf, Mounds View Pure Oil, Tom Thumb Superette #110, Bob's 66 Service, Simon's Liquor Store, Inc. and Simon's Food Market; Excavating Allstate Plumbing Company; Gasoline Hilary's Standard, Bob's Gulf, Mounds View Pure Oil, and Bob's 66 Service; Off -Sale Non Intoxicating Liquor 8imon's Food Market and Tom Thumb Superette #110. 3 Ayes MSP (Rustad/Blanchard) To approve general checks 2976 3027, payroll checks 617 645 and bond checks 1097 1100. 3 Ayes Clerk Zylla read a letter from Aamot Well Company dated 12/23/68 in which adverse weather conditions were mentioned. Council accepted the letter but stated failure to complete the project on schedule could be questionable. MSP (Blanchard4Hodges) To accept financial statement for year ended 12/31/68. 3 Ayes Clerk Zylla mentioned that the village gas pump in the first year of operation has realized savings after initial hook -up of $1,300.00. Attorney Meyers' Report Attorney discussed restrictive covenants and how the village is unaware of such covenants. Council feels that it is a personal matter. Situation resulted from request to have R -1 zoning removed from Sunnyside duplexes. Attorney investigating regulations regardirg snowmobiles. Anti screech ordinance ready but held until 4/5s members present. Engineer Boehm's Report Engineer sees no reason why easements, requested by J.J. Strangis, oould not be vacated. On Aamot Well Drilling: Now 2nd pumping Well #1. Screen on #2. Ready to move to site #4. Aamot going to double shifts. Engineer Boehm stated some easements for test wells and mains have not yet been acquired by easement and time requires consideration be given to ordering their condemnation. MSP (Blanchard /Rustad) To authorize the attorney to take steps to begin condemnation proceedings where necessary to procure the needed easements. Attorney Meyers stated he has met with owners of Watson Construction Company regarding possible water and sewer service under new St. H. 10 in the future. Council decision to wait until plans are presented by Highway Department. 3 Ayes 4 MSP (Rustad /Blanchard) To order preliminary plans and specifications for water floridation. Mandatory by January 1, 1970. 3 Ayes J. J. Strangis discussed Council policy regarding occupancy of apartment buildings before final completion. Council will discuss at nest agenda meeting. Zy Clerk- Adminidtrator Oft TO THE CITIZENS OF THE VILLAGE OF MOUNDS VIEW: As you know the disposal of sewage has been one of the major problems facing the Council and the citizens of our village. Fortunately, this problem has been partially solved by the creation of the North Suburban Sanitary Sewer District in 1961. The Village of Mounds View was one of the prime movers behind the formation of the sewer district. Shortly after the formation of the District a contract was entered into between the District and the City of Minneapolis to provide capacity in the Minneapolis sewer system for tha use of the communities in the North Suburban Sanitary Sewer District. This capacity has been limited, both in amount and time. As the result of this original contract and because of the lack of capacity the sewer district proceeded to make plans to construct its own treatment plant in the City of Fridley on the Mississippi River. This has been a slow and expensive process, because of court fights, and other factors. However, it does appear that a treatment plant and the right to use the Mississippi River is closer to reality now than it ever has been. On December 31, 1968 Minneapolis forwarded to the District an offer of additional capacity in its lines, that may or may not be of great benefit to the District, and to the residents of our village. If this offer reads that the City of Minneapolis will undertake to provide all of the necessary capacity that we and our neighbors in the North area will ever need and if this means that they can provide this capacity at a cost less than it would cost us to build our own treatment plant, both in the initial construction and in the quarterly charges, then there is no question in our mind that this offer should be seriously considered and accepted by the District. If the Minneapolis offer cannot provide us the capacity needed at a cost less than it would cost us to build our own treatment plant then the ofer should be refused and construction of the plant should be undertaken at once. However, we feel that an unbiased independent study of the offer should be made at once, and the results of this study should be made available to the Village of Mounds View so that it can advise its representative to the District as to what steps said representative thinks the District should take for the best interest of the residents of Mounds View. Our representative is being instructed to request that the District undertake such study, and if the District feels that such a study is not advisable, then this Council will consider whether or not it wilt undertake an independent study or in cooperation with other municipalities in the District, to make its own evaluation of the Minneapolis offer. I would like to say a word about the possibility of a Metropolitan Sewer Plan. You are all aware, I am sure, that the 1969 Legislature will consider some type of Metropolitan sewage disposal plan. Although you will hear many pros and cons regarding such a plan it is our feeling that there is only two considerations of importance to be kept in mind: 1. That the sewage disposal needs for our area are taken care of 2. That the Costs of disposal are no more than or in fact less than the costs of disposal now proposed by our District. If these two criteria can be met, and the Legislature feels that a Metropolitan Sewer District is desirable for any number of reasons, and if we can find no other objections, then the Legislature will have our support in such a proposal.
