March 10, 1969
The Regular Meeting of the Mounds View Village Council was called to order by
Acting Mayor Malvin at 8:00 P.M. on Monday, March 10, 1969, at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Blanchard /Hodges) To approve the minutes of February 24, 1969. 4 Ayes
Acting Mayor Malvin's Report
Acting Mayor Malvin read the Police Report for February and the Planning
Commission minutes of February 25, 1969.
MSP (Johnson /Malvin) To set a rezoning hearing for William Gillespie on
April 14th at 8:30 o'clock p.m. to consider amending the official zoning map
from R1 residents 1 to B3 commercial for purposes of conducting a used car
sales lot. Property is the front 300 feet of Lot 61 Auditors Subdivision #89. 4 Ayes
MSP (Malvin /Blanchard) To accept the resignation of Charles Larson from the
Mounds View Planning Commission effective February 25, 1969. 4 Ayes
MSP (Hodges /Johnson) To approve the following licenses: General Contractor
licenses Tri -Co. Builders, Inc. and Dailey Homes, Inc. and Heating license
B M Heating Plumbing. 4 Ayes
MSP (Johnson /Malvin) To approve the bills for approval as follows: General
checks 3127 -3159, Bond checks 474 and 475, and Payroll checks 4 741 -768. 4 Ayes

MSP (Blanchard /Hodges) To approve a subdivisiun and variance request for
Wayne Depew for d lot described as the East 80 feet of the South 175 feet of
the West 2087 feet of Northeast quarter Section 6, Township 30, Range 23. 4 Ayes
MSP (Johnson /Blanchard) To approve the subdivision for Gordon Lampert. The
new lot would be the East 125 feet of Lot 83 Spring Lake Park Knolls Addition
subject to road easement of 29 feet. Approval is subject to signing an additional
assessment agreement on the newly created lot. Mr. Lampert was present and signed
the agreement in front of the Council.
MSP (Hodges /Johnson) To approve the subdivision and a variance request for White
Oak Builders of Parcel #59 -0060- 070 -30 on the Southeast corner of Eastwood and
Ardan subject to signing of the additional assessment agreement. Two lots are
created. One 89.5 X 130 feet and the other 89.5 X 120 feet.

Councilman Johnson commenting on the NSSSD reiterated that as yet the sewer
district has received no formal offer from the City of Minneapolis.

Councilman Hodges' Report
Councilman Hodges read excerpts from the Parks and Playgrounds committee
meeting minutes of February 26, 1969 in which the committee recommended
further study be given to tennis courts, park equipment, footings on rink
houses, the lighting of rinks, the general maintenance of warming houses,
and future land acquisition.
Councilman Blanchard's Report
Councilman Blanchard read a letter from Northern States Power in which a
gas increase of 4.5C per thousand cubic centimeters of gas was announced.
MSP (Blanchard /Johnson) To grant the Scout camping fraternity the use of
the Village Hall, May 9th from 7:30 to 10:00 o'clock p.m., subject to usual
clean up conditions.
Walter Skiba read a report from Chris Piehowski who was unable to attend.
Apartment buildings by Preferred Builders were inspected and generally are
good but are in need of small repairs. Don Babinski is planning a 17 unit
in the Parkview Terrace Addition. Piehowski recommends that any changes
in plans be made only by a registered engineer. Piehowski also noted that
a 12 inch variance requested by Robert Eigenheer on 5230 Jeffery seems to
be all right by him.
Attorney Meyers' Report
Attorney Meyers read a letter from the State Highway Department declining
to take any action at this time on a semaphore at the intersection of
Councy Road H2 and Trunk Highway #10.
MSP (Blanchard /Malvin) To appoint the First State Bank of New Brighton
direct depository for HUD grant contract a H(402) -3069 so that funds be
deposited in the public improvement fund account #00- 10153.
Rezoning hearing for Pinecrest Properties was called to order at 8:30 P.M.
by Acting Mayor Malvin. The Clerk read the legal notice and attested to its
publication in the New Brighton Bulletin February 27th and March 6th.
The East 110' of the South 170' of the North 640'; and The South 170' of
the North 470' of the following described property: Except the North 33'
for County Road H2 and except the Southwesterly 150' part of the East 1/2
of the West 1/2 of the Southeast 1/4 Northeasterly of the center line of
State Trunk Highway 10 -62 in Section 8, Township 30, Range 23, B3 to R3 rezoning.
Subject to highways and roads, the Northeast 1/4 of the Southeast 1/4 of
Section 8, Township 30. Range 23, excepting the North 300 feet of the West
683.86 feet, B3 to R3 rezoning.

Application for a special use permit for a gas station is made on the following
described property:
That part of the Southwest 1/4 of the Southeast 1/4 of Section 8, Township 30,
Range 23, lying Northeasterly of T.H. 10 -62; subject to Highway.
Perry Copeland, attorney, presented petitioners request. Erwin Engler,
architect, William Beim and Russell Underdahl, owners were present in the
audience.
A map of the metro area of regional sized shopping centers was presented.
The area was originally planned as a regional center but by looking at the
map one can see that the area is not feasible for a regional center any longer.
There is a total of 55 acres. 6.4 acres is now P.3 with the remainder of
48.6 acres zoned as B3.
The proposal is to zone 12.22 acres 83, 38.19 acres R3 and 1.16 acres for
streets.
Shopping Center: 100,000 square feet grocery, drug, hardware stores, et al.
This would create 48 jobs with an annual payroll of $300,000
and $10,000,000 in annual retail sales. The cost of the
shopping center would be $1,500,000 not including land.
Apartments:
800 units maximum.
Each unit 1 1/2 car parking with garages, indoor and outdoor
swimming pools supervised, garbage incinerated, saunas,
tennis courts, barbecue, schuffle board and supervised nursery
if demanded. Average cost per unit is $10,000 with total cost
of apartment buildings $8,000,000 not including land.
People: 1,840 people with 128 school age children, 360 preschool
children and 1,344 adults.
Iotal cost of the project $10,000,000. $3.5 million full and true dollars,
$1.4 million of assessed value. $32,200 in taxes just for the village using
the current mill rate. Sales tax would bring $7,257 additional.
School Taxes:
The cost to educate one pupil unit in grade school is $600
per year (District #621), one pupil unit in high school is
$900 per year. The cost to educate students in apartment
complex would he $76,800, Taxes to the school district
would be $333,200 per year. Actual school benefit would be
over a quarter million dollars in taxes.
Mr. Copeland presented a letter from Comstock and Davis which read adequate
sewer and water are available to serve the proposed improvement. Taxes will
far exceed cost of municipal services for this complex stated Mr. Copeland.

Ralph Overly, 5323 Raymond, asked if it wouldn't be necessary to drill a new well.
Shelly Boehm, engineer, stated the village is now undergoing expansion of the water
system with four new wells, 9,000 feet of main, and two treat plants but no special
work will result from this proposed improvement.
How many new cars? 1,200 replied Mr. Copeland.
Mr. Copeland stated developers are consulting with the Highway Department on
traffic flow.
Mrs. Overly, 5323 Raymond,asked if the flow would go to County Road I on Quincy
past Pinewood School. Mr. Copeland stated that he didn't know.
Mr. Robert Shelquist, 8025 Fairchild,asked when construction would start. Bill
Beim answered this construction season. It will take a period of 3 to 5 years
to complete. The shopping center will be started after a few buildings are up.
It was asked if there are any committments for the center. Several are interested.
The rent schedule for a single, 728 square feet will be $140 to $160 and for a
double, 946 square feet will be $170 to $200.
Mrs. Overly asked is the area going to support the shopping center. Mr. Copeland
stated it may not be big enough.
Objectors:
Mrs. Frye, 5329 Raymond, wants trees at the top of the street.
Mrs. Just, 2142 Belle Lane, wants more information, just heard about hearing.
Ralph Overly, doesn't want traffic on Quincy Street because of school.
Mrs. Overly, traffic flow answers inadequate, more buffer should be provided.
Mrs. Isted, 5343 Raymond, traffic and young kids moving in.
Close hearing at 9:15.
Councilman Blanchard stated he could appreciate the traffic problem. It is
already a problem at the school. There are no sidewalks because people don't
want to be assessed for them. Good land use for the area.
Councilman Hodges stated that the project is what we've been waiting for. It
will be an asset to the community.
Councilman Johnson stated the red area not rezoning because it is presently R3.
There are numerous permitted uses under B3. This project is more desirable than
many B3 uses. Good land use. Traffic patterns may be a problem under B3 uses
also. We should get semaphores after we show traffic flow. We need a shopping
center.
Acting Mayor Malvin stated that the property is now vacant and must be developed.
MSP (Johnson /Blanchard) To rezone B3 to i:3 and to issue special permit as per
legal notice.
