HomeMy WebLinkAboutMinutes - 1969/03/24PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA March 24, 1969 The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:00 P.M. on Monday, March 24, 1969, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Rustad Councilman Johnson Councilman Hodges Councilman Blanchard Absent: Councilman Malvin Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Boehm MSP (Johnson /Hodges) To approve the minutes of March 10, 1969. Mayor Rustad's Report MSP (Johnson /Blanchard) To authorize double patrolling for April and May by the B E Patrol. 4 Ayes Mayor Rustad announced that Tuesday, April 1, was the conference for municipal weed inspectors. Inspector Schlichtmann has been notified. Mayor Rusted read a copy of a letter sent to Representative Thomas Newcome, Chairman of Sewer Subcommittee, from Representative Carl Moen which mentioned Spring Lake Park, Fridley and Mounds View's opposition to H.F. 335 and also the disenfranchisement of these communities citizens if the legislation goes through. A letter from the League of Minnesota Municipalities was also mentioned which requested nominations for the C. C. Ludwig award for distinguished municipal service. Mayor Rustad said he received an invitation from the European Health SPA for a grand opening celebration and wished to know if anyone wanted to attend. The minutes of the Ptanning Commission meeting of March 18th were read by the Mayor. MSP (Rustad /Johnson) To approve the subdivision for Robert DeGardner of the N 75' of Lot 42 into the E 210' and Ex E 210' of N 75' of Lot 42 Auditors Subdivision #89. 3 Ayes Rustad Abstained 4 Ayes MSP (Blanchard /Hodges) To approve the subdivision request for Harley Rasmussen for a lot 95' X 264' off of Ex Red Oak Drive the N 202.5' of S 2430' of W 528' of NE 1/4 Sec. 6. 4 Ayes 2 MSP (Johnson /Hodges) To approve a subdivision request for Arnold Marquette for Lot 16 Spring Lake Park Knolls Addition. Since Mr. Marquette said the lot width on his request may change by up to 5' reducing the lot to be sold to 75' the Council suggested Mr. Marquette bring a copy of his survey into the Clerk's office. Still no offer received from the City of Minneapolis on furnishing capacity to the NSSSD. MSP (Johnson /Blanchard) To authorize Walter Skiba to attend Sewage Works Operators Institute April 23 -25, 1969 at the Pick Nicollet Hotel and to authorize an expenditure of $22.50. Councilman Hodges No report. 4 Ayes Keith Harstad, developer, presented a preliminary plan for the development of the property between Long Lake Road, County Road H2, Red Oak Drive and Woodcrest, and requested that the Council set a hearing date. Planning Commission recommended a hearing. MSP (Rustad /Blanchard) To set the rezoning hearing for April 28 at 8:30 P.M. for the property described in the legal notice to be published April 10 and April 17. R1 to B1, B3, and R3. 4 Ayes MSP (Rustad /Blanchard) To approve a subdivision request for Arvid Birkeland making Lot 4 Birkeland Addition 85' and Lot 5 Birkeland Addition 75', subject to application and payment of fees. 4 Ayes Clerk- Administrator Zylla's Report MSP (Hodges /Johnson) To approve the following licenses: Excavating Dailey Homes, Inc.; General Contracting Robyn Lemancik and Rayco Construction Company; Heating Standard Heating Company and Del -Air Conditioning; Miscellaneous Suburban Pick -Up Service, Inc. and Fridley Sanitation Service, Inc. 4 Ayes MSP (Johnson /Rustad) To approve the following bills for approval: General Check #s 3160 -3185 and Payroll Check #s 769 -794. Total $10,834.02. 4 Ayes MSP (Blanchard /Johnson) To reset a rezoning hearing for Ervin Herbst, for All that part of the SW 1/4 of the SE 1/4 of Section 8, Township 30, Range 23 lying SWly of right -of -way of STH #10 and N of a line running parallel with and distant 958.59' N of the Sly line of sai d 1/4 1/4 Section line; except Part of the SW 1/4 of the SE 1/4 of Section 8, Township 30, Range 23 described as follows: Beginning at the intersection of the N line of the SW 1/4 of the SE 1/4 of Section 8, Township 30, Range 23 and the SWly right -of -way line of STH #10; thence W along said N line 125'; thence S at right angles to said N line 105'; thence E parallel to said N line to the SWly right -of -way line of said Highway; thence NWl_y along said right -of -way line to the point of beginning, for April 14 at 7:30 P.M. R1 to B3. Hearing originally scheduled for tonight but rescheduled due to lack of publication of legal notice in the official newspaper. 4 Ayes Councilman Johnson's Report 4 Ayes Councilman Blanchard's Report Attorney Meyers' Report 3 Councilman Blanchard asked if signs were put up on Ardan Avenue. Walter Skiba said they weren't needed because road was dry. Attorney Meyers stated he had some papers on a highway easement for Robert Eigenheer. We in turn are rescinding an existing easement on Lot 14 Block 2 Greenfield Addition. Referred to the Engineer for study. Ordinance #164, passed March 10, was presented by Attorney Meyers. Engineer Boehm's Report Engineer Boehm presented and read the preliminary report and cost estimate for Water and Sewer Improvement Project 1969- 3(midway between Woodlawn and Edgewood from County Road I to Hillview). Estimated total cost $61,150.00. Front foot costs: sewer $6.06, water $5.30, street and drainage $9.75. Some discussion on proposed project by Harstad, Gustafson and Lund. MSP (Blanchard /Rustad) To accept the preliminary report. MSP (Blanchard /Austad) To set the improvement hearing for Project 1969 -3 for April 21 at 7:00 P.M. Engineer reported that we should have one good well on Edgewood and Bronson and possibly another. 4 Ayes 4 Ayes Commenting on the complaints about drainage on Long Lake Road between Sherwood and Hillview Engineer Boehm stated he had met with the County and as soon as the snow melts they will meet with the Council to discuss cost participation. Thein Well Company moved in today to begin the repair of Well #1. Walter Skiba was authorized to begin checking into replacing street signs.
