VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
April 21, 1969
A Special Meeting of the Mounds View Village Council was called to order by
Mayor Rustad at 7:00 P.M. on Monday, April 21, 1969, at the Village Hall, 2401
Highway #10, St. Paul, Minnesota 55112.

Councilman Malvin
Councilman Johnson
Councilman Hodges
Councilman Blanchard
Also Present:
Clerk- Administrator Zylia
Engineer Boehm
Clerk Zylla read the legal notice and attested to its publication in the New
Brighton Bulletin March 27th and April 3rd. Notices were sent to approximately
15 property owners. Legal description as follows: A proposed new street, midway
between Woodlawn Drive and Edgewood Drive from Hillview Road to County Road I.
Project 1969 -3.
Total estimated cost $61,150.00.
Engineer Boehm gave the following information:
Sanitary Sewer $6.06 per lateral foot
Water $5.30 per lateral foot Sanitary sewer to be assessed 75% of
Street Drain. $9.7S per lateral foot cost, 25% paid from bond tax levy and
Services $140.00 Sewer revenue.
Services $120.00 Water
A. Spitzer, 7889 Woodlawn, asked what is street width? Thirty foot blacktop.
Sixty foot right -of -way. Mr. Spitzer opposed, would like to keep lots as they
are.
James Lund, 7709 Woodlawn Drive, spoke for the improvement. Eventually land
will be developed. Land won't lay there. Will put $25- 30,000 homes in that
area. A plat was previously approved allowing for back lots.
Edna Visger, 7815 Woodlawn, against, nothing wrong with big lots. Assessments
too high also.
Robert Petricka, 7886 Woodlawn, will there be multiple dwellings ever in that
area? Mayor Rustad said can't say for future but remote chance :this Council
would deny. Anyone that borders be assessed? Yes. Mr. Petricka not affected
by improvement.
Mr. Markgraf, 7820 Woodlawn, who does own it? We wanted big lots. Taxes too
high now. Mr. Markgraf not affected by this improvement however.
Mr. Spitzer, who pays for easement? Village, if property is condemned.
E. Visger, ever an east -west street proposed? Rather unlikely.
No buildings in the way for this project said J. Lund.
Councilman Blanchard asked what size lots would be made? 132 foot deep lots.
Robert Eigenheer, builder, said people don't know the value of their lots. Lott'
would sell for $2,000 no assessments paid.
Council discussed deferring the assessments on Visger and Spitzer property
until the rear of their lots is sold.
Hearing was closed at 7 :35 P.M. by Mayor Rustad.
MSP (Blanchard /Johnson) Improvement Project 1969 -3 be approved with the
understanding that Spitzer and Visger property assessments be considered
to be deferred. 5 Ayes
MSP (Blanchard /Malvin) To order the Engineer to prepare final plans and
specifications for Improvement Project 1969 -3. 5 Ayes
