HomeMy WebLinkAboutMinutes - 1969/06/09The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:00 P.M. on Monday, June 9, 1969, at the Village Hall, 2401 Highway #10, St. Pail, Minnesota 55112. Present: Mayor Rustad Councilman Malvin Councilman Hodges Councilman Blanchard Absent: Councilman Johnson Attorney Meyers MSP (Blanchard /Malvin) To approve the minutes of May 26, 1969. 3 Ayes Rustad Abstained Residents Requests aid Comments: W. Gillespie, 2045 Highway #10, requested the Council grant him a used car license for the SW corner of Highway #10 and Silver Lake Road. Mr. Gillespie was previously denied a license at his present location. MSP (Blanchard /Hodges) To grant a used car license to W. Gillespie to December 31, 1969 subject to the conditions as set forth in Ordinance #59. W. Beim, R. Underdahl, owners of Pinecrest Properties and J. Engler, architect, were present to seek approval for six building permits (58 units each), tentative approval of the preliminary plat which is not yet complete, sewer, water,etc. improvements on Raymond Avenue, an easement to cross Raymond at a later date, and their own street lighting in their project. MSP (Blanchard /Malvin) To direct the engineer to prepare final plans and specifications for water, sewer, street and concrete curb and gutter on Raymond Avenue in Pinecrest Addition. 4 Ayes A letter was received requesting the improvements and no improvement hearing is necessary since their's is the only property affected. MSP (Malvin /Hodges) To approve the issuance of six building permits to Pinecrest Properties subject to approval of the final plans by the village officials. 4 Aye Mayor Rustad's Report PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA June 9, 1969 Mayor Rustad read the police report for May. Also Present: Clerk Administrator Zylla Engineer Boehm Mayor Rustad also announced that the engine blew up on the new squad but that it would be repaired at no cost to the Village. 4 Ayes 2 A revised pay scale,which is the same as the Ramsey County Sheriffs Department, was presented by the Mayor. MSP (Rustad /Hodges) To adopt the following monthly salary increases effective July 1, 1969. T. Smith $650 to $725, G. Katseres $650 to $725, T. Nemetz $650 to $670, E. Loomis $525 to $595, J. Kardell $675 to $750, D. Hagen $735 to $810, E. Grabowski $825 to $900. In addition to change the salary of D. Zylla from $760 to $810 per month. Possible changes in the fringe benefit schedule may be acted on at a later date. Mayor Rustad also stated that there is a Civil Defense meeting June 12 at the Emergency Operating Center to discuss a community shelter plan. Sedgwick Heating and Air Conditioning, AA -1 Furnace Cleaning Service, Inc., Advanced Heating and Air Conditioning, Pure Oil Company, St. Marie Sheet Metal, Inc., Standard Heating Company; General Contractor Qia lity Building Supply, Al Mosier, Gilbert Koch, Inc., Eigenheer Builders, Inc., Western Outdoor Advertising Company, White Oak Builders, Inc., Riverview Cement Company, Inc., Miles Construction of St. Paul, Gorco Construction Company, Giertsen Company, Sonny Miller Construction Company, Western Construction Company, Brighton Excavating, Preferred Builders, Inc., Don Zebro Cement Company, James Lunc Construction; Sunday Liquor, Cabaret and Restaurant Donatelle's Supper Club, Launching Pad Supper Club. MSP (Blanchard /Hodges) To issue liquor and all related licenses previously in force to Ervin Herbst at the Mermaid Supper Club for the 69 -70 period subject to payment of fees. MSP (Rustad /Malvin) To approve the following bills: General Checks #3308 -3334, Bond Checks #476 477, Payroll Checks #892 -916. Total Disbursements $88,753.54. 4 Ayes MSP (Blanchard /Hodges) To approve the subdivision of Lot 20 Woodlawn Terrace for Laurence Erickson into W 120', the E 97' and Ex W 120' and Ex E 97' subject to the signing of an additional assessment agreement. 4 Ayes MSP (Rustad /Hodges) To approve the final plats for Eigenheer 3rd Addition and Skiba Addition and to authorize the Clerk to sign. 4 Ayes Decision was reached to postpone naming the street to the E of Skiba Addition until the agenda meeting. Superintendent Holm announced that we have a sewer break at Woodale and Silver Lake Road. Councilman Hodges' Report Councilman Hodges presented a job description for the park maintenance man and a memo regarding his employment in other activities during working hours. 4 Ayes 4 Ayes 4 Ayes Councilman Blanchard presented job descriptions for the building inspector and Councilman Blanchard's Report the utilities superintendent. Councilman Blanchard also noted the need for another man in the maintenance department during the summer. He will investigate the possibilities of employing someone on a limited basis. Engineer Boehm's Report 3 MSP (Blanchard /Rustad) To accept the preliminary report for Sewer, Water and Street Improvement Project 1969 -4 and to set an improvement hearing for July 14th at 8:30 P.M. on the proposed project with the suggested additions. Total estimated cost $114,510.00. Petitions were received for the improvements except the suggested additions. Mayor Rusted stated that the Lakeside Park Committee had asked to be put on the agenda but did not appear. MSP (Blanchard /Austad) To adjourn at 8:58 P.M. 4 Ayes C.-- espectfully Submitted, Dennis S.
