Home My WebLink AboutMinutes - 1969/06/23PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA June 23, 1969 The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:00 P.M. on Monda:;, June 23, 1969, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112, Present: Mayor Rustad Councilman Malvin Councilman Johnson Councilman Hodges Councilman Blanchard Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Boehm MSP (Blanchard /Malvin) To approve the minutes of June 9, 1969. 5 Ayes MSP (Johnson /Hodges) To approve the minutes of June 16, 1969. 4 Ayes Malvin Abstained Residents Requests and Comments MSP (Rustad/Malvin) To grant a special permit to John Lewanowicz to park a mobile home on his property at 7630 Greenfield for 30 days so that he may sell it. 5 Ayes Mayor Rustad's Report Mayor Rustad read the Planning Commission minutes of June 17, 1969. MSP (Johnson /Malvin) To grant a special permit to Ernest Danielson, 8445 Eastwood Road for an accessory building in addition to his garage for a period of one year. 4 Ayes Blanchard Naye MSP (Blanchard /Johnson) To approve the subdivision request for Jerome Neros, 7501 Groveland Road, to subdivide except the South 100' Lot 13 Spring Lake Park Knolls Addition. 5 Ayes MSP (Johnson /Hodges) To approve the subdivision request for First Federal Savings and Loan of St. Paul to divide Lot 23 Spring Lake Park Hillview Addition subject to payment of fee. 5 Ayes MSP (Johnson /Malvin) To authorize the installation of street lights at the corner of Woodale and Silver Lake Road and Woodcrest and Silver Lake Road. A petition was received for a light at Woodale and Silver Lake Road. 5 Ayes A letter was read by Mayor Rustad from the Lakeside Park Commission requesting Mounds View to secure the services of Ramsey County to scarify and resurface the parking lot at Lakeside Park at the earliest possible date. The Clerk's office is to notify Ramsey County. MSP (Malvin/Johnson) To raise the salary of the custodian, Robert Hodges, from $1.60 to $2,10 per hour. 4 Ayes Hodges Abstained Mayor Rusted also read a letter from Anton Frank inviting Council attendance at a ceremony for Scout Troop 4167 in which Michael Gaffron is receiving the Eagle rank. A letter was also read from Northern States Power which invited the Mayor to an important meeting on pollution control on July 23rd at the Holiday Inn in St. Paul. Clerk Zylla was authorized to attend on the Council's behalf. A resident, Richard Hedin, requested action on a variance for a 1,082 square foot garage. Application was made the day following the Planning Commission meeting and Mr. Hedin was referred to the Planning Commission meeting of next month. Clerk- Administrator Zylla's Report MSP (Blanchard /Johnson) To approve the licenses: Heating Ray N. Welter Heating Company, Frank's Heating Sheet Metal Company, Montgomery Ward Company, Suburban Air Conditioning Company; Sewer and Water 0 H Excavation Company, Northtown Plumbing Company, Inc.; General Contracting Boda Construction Company, Royal Aluminum Products, Inc., Eicher Wichterman, Inc., The Sussel Company, C. W. Houle Landscaping, Inc., All -State American Concrete Inc., Naegele Outdoor Advertising Company, Inc., Empire Sales, Inc., Brede,Inc., Staber Construction Company, Inc., Arnold H. Johnson, Husnik Johnson; On -Sale Intoxicating Liquor Anthony Donatelle, Ervin Herbst, Gerald Waste and Robert Waste; and Cabaret, Restaurant Sunday Mermaid Cocktail Lounge, Inc. 5 Ayes MSP (Malvin /Hodges) To approve the bills: General Checks #335 -3372 and Payroll Checks #917-946. Total disbursements $32,339.88. 5 Ayes Councilman Malvin's Report Councilman Malvin reported that since the first of June $7,222.25 in building permit fees was received. Councilman Hodges' Report 2 Councilman Hodges stated that he had attended the Civil Defense Meeting on the shelter plan for the Twin Cities area which the Mayor had announced at the June 9th meeting. A formal civil defense plan is to be developed in the next three months. It also was announced that the Civil Defense truck would be stored and used by Ramsey County. Councilman Blanchard's Report MSP (Blanchard /Rustad) To hire Gregory Beck, 6928 Pleasantview Drive, for part time employment in the maintenance department through August 29th at a salary of $500.00 per month. Councilman Blanchard also noted that we have had some trouble with the plastic sewer pipe on Silver Lake Road and the Engineer was asked to check the situation. Some discussion followed on the sewer construction work which was done on the 8400 block of Groveland Road. The contractor excavated the major portion of the street to connect the new homes which were built in the area. Attorney Meyers was authorized to amend our ordinance so that the contractors would post a preformance bond and repairs would be made by the contractor himself. At the present time a $40.00 street opening fee is required per opening. 5 Ayes 3 MSP (Blanchard /Austad) To accept the following policy decision with regard to the Weed Inspector. 1. No use of Village equipment for weed removal or destruction. 2. Weeds along right -of -ways will be cut during working hours by Village maintenance crew. 3. Village will reimburse Weed Inspector for rental of necessary equipment to complete his required work. Attorney Meyers' Report Attorney Meyers mentioned a letter from NSSSD written to J D Contracting and James D. Wolf Contracting requesting immediate action on seeding in the NSSSD excavated area due to the definite sand problem that exists. MSP (Johnson /Blanchard) To approve Resolution #440, a resolution to the NSSSD relative to temporary connections by the Village of Mounds View. 5 Ayes A vacation of the present right -of -way located North of the intersection of Highway Avenue and Highway #10 relative to the construction of the Country Kitchen Restaurant was discussed. Clerk Zylla was authorized to publish and post the notice of vacation and the hearing was set for July 14th at 9:00 P.M. Attorney Meyers presented a resolution relating to park maintenance employees in the Village of Mounds View. The resolution was taken under study by the Council. Attorney Meyers also announced that William Gillespie is to appear July 2nd in New Brighton court and tentatively is to plead guilty to both counts. 1. Operating a used car lot without a license. 2. Operating a business in a residential area. Attorney Meyers stated that Kenneth Krager was given 30 days until July 23rd to have all saleable merchandise removed from his lot or effective July 24th a restraining order would be issued by the District Court. Various state statue revisions were mentioned by Attorney Meyers. The $100 misdemeanor limit was raised to $300 and /or 90 days. Also according to the amended liquor law Mounds View possibly could issue six on sale liquor licenses. Clerk Zylla also announced that construction bids need be taken now for anything over $5,000 instead of the usual $2,000 limit. Engineer Boehm's Report Engineer Boehm read a letter from Ramsey County stating the work which is to be preformed on various County Roads in Mounds View in this construction season. A letter was also read seeking Mounds View approval on various signs located on 35W at County Road J and at County Road I. Engineer Boehm is to write a letter to the Highway Department stating Mounds View's approval to the sign pattern. Engineer Boehm also read excerpts from a letter from the Metropolitan Council in which the Council sought comments on the various aspects of the sanitary sewer system for their January 1, 1971 takeover. Engineer Boehm submitted a letter from Comstock Davis which answered 2 of 3 questions sought in the Metro Council letter. Clerk Zylla is to seek, in cooperation with the NSSSD, the answer to the remaining question. 5 Ayes 0 4- Councilman Malvin commented on an accident on Highway #10 and County Road I this past weekend. It seems the signal was out on Silver Lake Road and #10. Attempts by the police chief to have the signal repaired were futile. But when Senator Grieg was notified of the problem the semaphor was repaired the same day. Mayor Rustad commented that as yet he has not received a report from the Apartment Study Committee but that he understands that the report will be turned in shortly.
