July 28, 1969
The Regular Meeting of the Mounds View Village Council was called to order by
Mayor Rustad at 8:00 P.M. on Monday, July 28, 1969, at the Village Hall, 2401
Highway #l0, St. Paul, Minnesota 55112.

MSP (Blanchard /Malvin) To approve the minutes of July 14, 1969. 3 Ayes
Mayor Rustad's Report.
MSP (Rustad /Blanchard) To approve the following additional appointments to the
Human Rights Commission: Donald Erickson, 2261 Lois Drive, Donovan Wendt,
7474 Spring Lake Road, Steve Sinderson, 8046 Fairchild Avenue, and Norman
Chervany, 2595 Woodcrest.
A resolution from Circle Pines regarding Rice Creek Watershed was referred to
the attorney.
Mayor Rustad stated that he had received a letter from HUD regarding wage
rates.

Clerk- Administrator Zylla's Report.
MSP (Malvin /Blanchard) To approve licenses listed on the agenda as follows:
Asphalt- Adams Black Topping; General Contractors- Hardrives, Inc., Myrum Builders,
Semple Housemovers, Inc. Aladdin Pools, Inc.; Sewer Water Clerk- Moores
Excavating Co., Lenny Cochran Excavating, Inc., Beaver Plumbing Company,
Olson's Plumbing, Custom Plumbing Heating; Heating Sassco, Inc. 3 Ayes
MSP (Rustad /Malvin) To approve the bills: General 3405 3451, Payroll
967 994. Councilman Blanchard explained Check No. 3451, car purchased
was for our building inspector. The Council approved the purchase with
the approval of the check. Total Disbursements $14,389.63.
MSP (Rustad /Blanchard) To approve the final plat of Danielson Addition, and
to authorize the Clerk to sign it. Attorney Meyers informed the Council
that an offer for an easement for HUD Project 1968 -3, totaling approximately
$1,100 was previously rejected by Mr. Danielson, and since the easements are
dedicated in the plat the petitioner desires to know if the offer still is
outstanding. Council will consider at a later date.

MSP (Rustad /Malvin) To approve the subdivision request for Selmer Sakariason
to divide the S 80' of the E 239' of unplatted lands Ez Eastwood Road the N 405'
of S 2025' of E 52t;' of W 1554' of NE 1/4 Sec. 6. 3 Ayes
MSP (Austad /Malvin) To approve the subdivision request for White Oak Builders
to divide the S 120' of E 100' of S 1/2 of SE 1/4 of NE 1/4 of SE 1/4; and the
SE 1/4 of SW 1/4 of NE 1/4 of SE 1/4 in Sec. 7.
MSP (Blanchard /Malvin) To deny the variance request for Richard Hedin, Lot 3,
Woodlawn Terrace to build a 1080 square foot garage. 3 Ayes
Councilman Blanchard's Report
Minutes of the Human Rights Commission were presented to file.
Councilman Blanchard announced that roads are being repaired and street signs
are being replaced.
Robert Edmond, electrical inspector, desired clarification on the construction
progress in the Towns Edge Terrace Mobile Home Park. Council stated that the
owners must complete each phase except for sodding before they go to another.
It seems,according to Edmond, electrical work is being done by other than a
qualified electrician.
Attorney Meyers' Report
MSP (Blanchard /Rustad) To approve Resolution #445 to the NSSSD relative to
connection charge reimbursements and amendments to the sewer use agreement. 3 Ayes
MSP (Malvin /Rustad) To approve Ordinance #167 amending Ordinance #141 regulating
street openings. 3 Ayes
Engineer Boehm's Report
Engineer Boehm requested the Council to look at the Edgewood walkway after
the meeting. It seems where the students walk is not where the easement
exists.
Engineer Boehm announced Sandstrom and Hafner is repairing the watermain break
on Edgewood just north of County Road H.
The Minnesota Highway Department will be attending the next agenda meeting to
discuss the relocation and /or planning of village utilities with regard to the
construction of new STH 10.
A resident requested information on when Greenwood Drive would b complete.
Services to be put in under 1969 -4 and blacktop to follow next year. Council
did state they would again seek to have it graded.
