The Regular Meeting of the Mounds View Village Council was
Mayor Rustad at 8:00 P.M. on Monday, August 11, 1969,
2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Blanchard /Malvin) To approve the minutes of July 28, 1969.
MSP (Hodges /Rustad) To approve the minutes of the special meeting of August 5,

Minutes of the special meeting were read by Mayor Rusted.
Residents Requests and Comments:
Vince Dahle, spokesman for a group from Spring Lake Park Lutheran Church, requested
the vacation of Ardan Avenue from Red Oak to Eastwood Road so that a new church
could be erected on the present right -of -way. In summary, the church group feels
if the road goes through they will have to abandon their objectives in that area.
Mounds View feels that a potential thru street will be eliminated with the possible
loss of MSA funds if the street is not constructed in the present right-of-way.
However, the attorney and engineer are to check on the possibilities of vacation,
with the church to appear at the next agenda meeting.
Joe Strangis of Preferred Builders requested a variance in square
ments to construct two 23 unit apartment buildings on Lots 12 and
Terrace, instead of two 17 unit apartment buildings.
MSP (Blanchard /Hodges) To grant tentative approval to construct
apartment buildings on Lots 12 and 13 Nordling Terrace subject to
Commission approval.

Charles Larson, developer, requested a special use permit be granted to construct
multiple dwellings on Lot 51 Auditor Subdivision #89. Land now zoned B -3. Attorney
informed Council the request is not possible under Ordinance 67.
MSP (Blanchard /Malvin) To set a hearing for September 8, 1969 at 8:30 P.M. to
rezone Lot 51 Auditor Subdivision #89 from B3 to R3 for Spring Lake Park Investment
Company subject to Planning Commission approval. 4 Ayes
Mayor Rustad's Report
MSP (Blanchard /Hodges) To declare a total sprinkling ban from August 11 until
further notice due to Well #2 repair. 4 Ayes
Water pressure was at 10 lbs. at the time of the meeting and the Fire Department
was making an interconnection with Fridley.

Mayor Rustad referred a letter requesting the use of trail bikes on village
property to the Police.
Mayor Rustad read the police report for July.
MSP (Austad /Malvin) To appoint Daniel McFarlane, 1936 County Road I, to the
Human Rights Commission to fill the unexpired one year term of Bea Ehlers, who
recently resigned.
Clerk- Administrator Zylla's Report
MSP (Rustad /Malvin) To approve the following licenses: Asphalt Minnesota
Valley Construction Company; General Vo Co Construction, Toppari Cement,
Imperial Garage Builders, Gerald Fleagle Concrete Masonry, Culligan Water
Cond., Stone Masonry Concrete; Heating Loosen Plumbing Heating; Sewer
and Water Beyer's Excavating; Kennel Jim Lois Buckley; Restaurant and
Cigarette Country Kitchen.
Councilman Hodges' Report
MSP (Hodges /Blanchard) To raise the salary of Gary Korf from $500.00 per month
to $564.00 effective August 15th.
Some discussion followed on the required probation and union membership for the
park man.
Attorney Meyers' Report
MSP (Rustad /Hodges) To authorize the attorney to represent Mounds View regarding
the resolution recently passed by the Village Council concerning reimbursement
of connection charges and amendments to the sewer use agreement at the NSSSD
meeting August 12th.
Attorney Meyers also explained that a Mrs. Hill, 2008 Bronson Drive, had called
him regarding persons driving over her boulevard. Meyers advised her to sign a
complaint and asked the police to verbally inform her of this procedure.
Attorney Meyers announced that the Watson assessment appeal is before the Supreme
Court October 6th and that condemnation commissioners will be appointed August 29th
on Water Improvement 1968 -3 (HUD) and other miscellaneous projects.
Engineer Boehm's Report
Engineer Bohm advised the Council that Country Kitchen has requested a temporary
water hook -up if necessary due to rapid construction progress on the restaurant.
Council has no objections.

MSP (Rustaa dodges) To approve the following checks: General #3452 3493
and Payroll =,'95 1015. Total disbursements $32,751.63. 4 Ayes
MSP (Malvin /Hodges) To approve Resolution #446 apportioning the assessments
on the S 1/2 of Lot 81 Knollwood Park Addition for Vincent Achterkirch and
Doris Maske. 4 Ayes
