HomeMy WebLinkAboutMinutes - 1969/11/24r The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:00 P.M. on Monday, November 24, 1969, at the Village Hal 1, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Absent: Mayor Rusted Councilman Johnson Councilman Blanchard PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA NOVEMBER 24, 1969 Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Boehm Councilman Malvin Councilman Hodges MSP (Blanchard /Johnson) To approve the minutes of November 10, 1969 3 Ayes Residents Requests and Comments Frank Gabrysch asked about regulations regarding snowmobiles in the parks. Council replied that they have no snowmobile ordinance and that they are permitted in the parks. Howard Neisen asked if they could be on the streets. Council felt they could. Snowmobiles are under the control of the State Conservation Department now not the Highway Department. Mayor Rustad's Report Mayor Rustad read the Planning Commission minutes of November 18th. MSP (Rustad /Johnson) To approve the special permit request for Vern Olson, 7933 Fairchild Avenue, to build an additional garage. 3 Ayes Clerk- Administrator Zylla's Report MSP (Blanchard /Johnson) To approve the licenses for Asphalt Northern Asphalt Construction Inc.; General Quality Builders Supply, Standard Metal Supply; Sewer and Water Inter State Plumbing, Berghorst Plumbing and Heating; and with the Cigarette and Gasoline licenses for the Gulf Oil Station approved subject to payment of fees. Non Intoxicating Off -Sale liquor license not approved for them until name of the applicant is known. 3 Ayes Attorney Meyers stated the Council might consider using the licenses for leverage to obtain the road easement adjacent to the property. MSP (Rustad /Johnson) To approve the following bills General Check #s 3731 -3762 except 3758, 3761 and 3762, Payroll Check #s 1155 -1180 and Bond Check 484. Total disbursements $153,689.12. 3 Ayes MSP (Blanchard /Johnson) To approve check 3758 Estimate #3 the final estimate on Project 1968 -1 to C. S. McCrossan, completed contract price $30,330.24; check 3761 Estimate #1 the final estimate on Project 1969 -1 to Dunkley Surfacing completed contract price $14,327.56; check 3762 Estimate #2 the final estimate kwe on Project 1969 -4 to Randall Bros., completed contract price $56,065.00 and to enter into a one year warrant. 3 Ayes (Check #3758 was found to be in error 11/25/69 at which time it was voided, check did not deduct estimates #1 and #2, Replaced by check #3763 for $9,044.99.) MSP (Johnson /Rustad) To approve the use of the village hall December 2nd and February 24th for the Mounds View DFL Club subject to the usual clean up conditions. MSP (Blanchard /Johnson) To approve Resolution #464 apportioning the assessments on Jim Lund Addition, Division #41093. 3 Ayes MSP (Blanchard/Rustad) To deny the use of Lhe village hall to Jerome Gierok to conduct square dances due to other village projects and church requests. The condition of the floor after use was another consideration. A request by James Eigenheer, 2214 Terrace, to sell Christmas trees on residential property was refused to be considered since trees can only be sold on commercial property. Councilman Johnson' Councilman Johnson existing contracts, agenda meeting. Attorney Meyers' Report Engineer Boehm's Report s Report 2 reported that NSSSD has established a plan to renegotiate and that the Council should review it December 1st at the Councilman Blanchard's Report Councilman Blanchard, reporting for Councilman Hodges who was called out of town, stated that a park planner would be at the December 10th recreation meeting. Inspector Skiba stated that a few contractors have been double -fee'd lately for failure to obtain permits before starting work. Attorney Meyers presented a curfew ordinance which was tabled. MSP (Blanchard /Johnson) to adopt Ordinance #170 authorizing Ramsey County to collect assessment payments of deferred installments for Mounds View. Attorney Meyers also read a memo regarding the connection of Brooklyn Park and Maple Grove to the NSSSD. MSP (Blanchard /Johnson) To authorize the attorney to attend the NSSSD meeting November 25th. Engineer Boehm reported on the preconstruction conference held November 20th at the village hall. He also gave a brief progress report on Project 1968 -3. Howard Neisen inquired into the zoning ordinance revisions suggested last spring which provided a waiting period for rezoning re- requests. Attorney Meyers informed Mr. Neisen that there were numerous other revisions and that they still were under study. Respectfully Submitted. Dennis S.
