Mayor Rustad at 8:02 P.M. on Monday, December 8, 1969, at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Rustad /Blanchard) To approve the minutes of November 4, 1969. 3 Ayes
Malvin Abstained
Howard Neisen, Councilman elect, President of the Mounds View Jaycees, stated
that he would like to present the village with one of the Jaycee's wreaths.
Mayor Rustad accepted and thanked the Jaycees.
Edward Dropps and Robert Carlson of White Oak Builders showed the Council a
residential development plan of 18 lots which included a lake of approximately
five acres in an area bounded by Woodcrest, Long Lake Road, Irondale Road and
Ridge Lane. The proposed lake would cost $30,000 to $35,000 and would be
approximately eight feet deep. Mr. Dropps showed some development plans which
have already been requested around the lake. The Council in general thought
that this proposal was a good idea and Mr. Dropps was referred to the Planning
Commission.
Mayor Rustad's Report
Mayor Rustad read the Police Report for November.
Mayor Rustad also read the letter of resignation from Councilman Richard
Johnson.
MSP (Blanchard /Malvin) To accept with regret the resignation of Richard
Johnson.

MSP (Blanchard /Hodges) To approve the following licenses: Heating Ideal

Councilman Hodges' Report

Councilman Hodges stated that the skating rinks are being watered
expects them to be in good condition very shortly.

Councilman Hodges also announced that the turn out of prospective warming house
attendants has been very good.
Councilman Blanchard's Report
Councilman Blanchard announced that there has been a reported water main break
at Silver Lake Road and Woodcrest Drive.
Councilman Blanchard also stated that conversations with the Public Works
Superintendent it has been decided to keep one man in the village at all
times when fire calls are received.

MSP (Blanchard Rustad) To approve the installation of a street light at the
intersection of Red Oak Drive and Woodale Drive.
MSP (Blanchard /Malvin) To approve the use of the village hall for Girl Scout
Troops #594 and #194 Friday, December 12th from 8:00 to 10:00 P.M. and also the
Mounds View Lions Club, Thursday, December 18th at 7:30 P.M., subject to the
usual clean up conditions.
Attorney Meyers' Report
Attorney Meyers commenting on the personnel policy which he had received stated
that he saw nothing legally wrong with the provisions of the policy except that
veterans preference laws would apply.
MSP (Blanchard /Rustad) To adopt the personnel policy for all maintenance
employees. Copies to be distributed to all employees.
Attorney Meyers stated that representatives of the NSSSD and some of the
Councilmen, the Clerk, and himself will meet tomorrow to discuss the contract
revisions.

Attorney Meyers stated that the condemnation commissioneis for 1968 -3 bad
contacted him and stated that they would require the use of the village
hall on Tuesdays and Thursdays at 10:00 A.M. when they begin their condem-
nation hearings.
Mounds View curfew ordinance was tabled.
MSP (Rusted /Hodges) To approve Resolution #469 appointing L. J. Blanchard,
the Village of Mounds View representative to the NSSSD for December 1969.
Engineer Boehm's Report
Engineer Boehm read a letter from Suburban Engineering requesting the village
acceptance of the Colonial Village sewer line. Engineer Boehm stated that he
had found the sewer lines acceptable.
Engineer Boehm advised that because the geological formation found at well #3
was not anticipated a change order should be considered by the Mounds View
Council. The formation found there necessitates a well screen. The lack of
one could necessitate a structural failure.
MSP (Blanchard/Rustad) To approve Change Order #1 Project 1968 -3 Schedule E
Well #3 totaling $9,603.00 in decreased costs and $8,877.00 in increased costs,
net change is a decrease in the contract by $726.00.
Engineer Boehm also stated that he had received a request from HUD for some
additional information which he believes he already has sent in. A progress
report on Pu ject 1968 -3 was also furnished by Engineer Boehm.
Dave Greene, of the Human Rights Commission, was in the audience and stated
that there would be two vacancies on the Human Rights Commission come
January 1, 1970.
