PROCEEDINGS OF THE VILLAGE COUNCIL
VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
DECEMBER 22, 1969
The Regular Meeting of the Mounds View Village Council was called to order by
Mayor Rustad at 8:00 P.M. on Monday, December 22, 1969, at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Blanchard /Malvin) To approve the minutes of December 8, 1969. 4 Ayes
William Beim, for Pinecrest Properties, appeared requesting the extension of
six building permits because of the current high interest rates. The permits
are for six apartment buildings located in Pinecrest Addition.
MSP (Malvin /Rustad) To grant William Beim and Pinecrest Properties an
extension of six months from January 1, 1970.
Mayor Rustad read a letter from Ron Fagerstrom, Chief of the Spring Lake Park
Fire Department, in which he commended the Village crews for the work that they
did on a fire in the Mounds View Mobile Home Park in which there were two
deaths. Chief Fagerstrom also requested the Council to reconsider their
decision to limit the fire response to only two of the three Village employees.
After some discussion it was decided that all three men may respond to a fire
but if the fire was not a major one, one man should be sent back immediately.
The Council also agreed to split drills which Chief Fagerstrom suggested in
his letter.
Mayor Rustad read the Planning Commission minutes for December 16th.
MSP (Rustad /Hodges) To set a rezoning hearing for Walter Harvey to rezone the
E 97.8' of Lot 52 Auditors Subdivision #89 and for Petronella Brown to rezone
the W 55' of Lot 52 Auditors Subdivision #89 from R1 Residential to R3 Multiple
Dwelling for January 12th at 8:30 P.M.
Mayor Rusted also stated that he was not in favor of setting a hearing for
White Oak Builders for Red Oak Estates and for Chas Inc. to rezone the
property southwest of the intersection of Long Lake Road and County Road H2
until the Council had seen a proposed plan at the first agenda meeting in
January, The Council concurred with Mayor Rustad.
Russell Pahl, 7940 Greenwood Drive, requested that the Council pass a resolution
stating their opposition to the Young Socialist Alliance meeting at the University.
It seems that the City of Fridley Council had passed such a resolution. Attorney
Meyers and Clerk- Administrator Zylla were to check into the action Fridley had
taken and into the group itself.

MSP (Malvin /Rustad) To approve the Asphalt license for Lloyd Bellin, the
Cigarette and Off Sale Non Intoxicating Liquor licenses for Herbert Koch,
and all licenses which were in existence for the Mermaid Cocktail Lounge
were approved conditional, for Burton Rozman and Bennett Goldberg, upon
being notified of the consumation of the sale by both parties. 4 Ayes
MSP (Blanchard /Hodges) To approve the following bills and transfers. General
check #s 3796 -3833. Check #3831- Transfer from General Fund to Sewer Bond -Sewer
Bond monies levied for in 1969 budget $23,300.00 and Check #3834- Transfer from
Revolving Fund to Sewer Bond for interest earned on Bond sale October 13th
$7,480.02, also Payroll check #s 1200 -1223. Total disbursements $23,604.29. 4 Ayes
MSP (Rustad /Hodges) To approve Resolution #471 apportioning the assessments
on Except the N 255.16' of the W 155.62'; the N 3/4 of the W 1/4 of the SW 1/4
Section 8., Division #40703. 4 Ayes
Clerk- Administrator Zylla read a letter from George Christenson, the principle
of Edgewood Junior High School, regarding the passageway from Woodcrest Drive
to Edgewood Drive. Mr. Christenson was concerned that the allowed passageway
through Christenson's yard, 5091 Edgewood, would result in a student accident
as they were going up and down the slippery slopes onto the street. The
Council notified Clerk Zylla to inform Mr. Christenson that it was highly
improbable that the Council would do anything other than possibly shovel the
snow off the village walkway where the existing easement is since Mr.
Christenson would not grant an easement further south and in addition he
had requested that the Council construct a fence around his property which
the Council felt they would not do.
The park maintenance man resolution was tabled and instead it was suggested
that the Council representative and the union sit down and settle the hours and
the other related topics in regard to the park maintenance man working other
than a straight 8 to 4:30 workday, Monday Friday.
MSP (Hodges /Blanchard) To raise the salary of Gary Korf effective January 1,
1970 to the salary of the present maintenance men. 4 Ayes
Councilman Hodges informed the Council of a meeting December 10th with Brauer
and Associates regarding the possibility of the comprehensive park plan. The
village was toured on December 20th and in January Brauer is supposed to submit
a cost estimate for the proposed comprehensive plan.
Councilman Blanchard's Report
Councilman Blanchard stated that the Village has had various watermain breaks
but the break on Silver Lake Road and Woodcrest Drive has been repaired
hopefully satisfactorily. In addition the Village maintenance crews are
plowing the hydrants.

Russell Pahl inquired as to necessity of the stop sign at Greenwood and Hillview
since he has not seen any children crossing at the sign since they have been
installed. Mayor Rustad informed Mr. Pahl that there were children crossing
there though not all the time, in fact, school buses stop at that intersection,
and our Police Department had recommended the installation of a sign there for
some good reason.
Attorney Meyers' Report
MSP (Blanchard /Malvin) To approve the adoption of a uniform Ramsey County
Curfew Ordinance and repealing Ordinance #57.
MSP (Rustad /Blanchard) To approve Resolution #470 authorizing the Mayor and
Clerk to execute the North Suburban Sanitary Sewer District supplemental use
agreement with the Village of Mounds View. Councilman Blanchard, Mounds View
NSSSD representative was directedoto introduce Mounds View amendments at the
hearing December 23rd at 7:30 P.M. at the Blaine City Hall.
Attorney Meyers informed the Council that the condemnation hearings on Project
1968 -3 would start January 6th and possibly be held every Tuesday and Thursday
at 10:00 A.M.
Attorney Meyers also announced that he had heard nothing from the 49'er Union
and nothing from Superior 400 about the easement on their property.
Engineer Boehm's Report
Engineer Boehm reported that he had received a letter from the State Highway
Department in which they had agreed to extending the 8 inch Mounds View sewer
across the highway right -of -way at the State Highway Department's cost. This
extension is ldcated on Edgewood Drive.
Engineer Boehm also stated that he had received a letter requesting various
resolutions on municipal state aid streets at the earliest possible date.
Engineer Boehm gave a progress report on Project 1968 -3.
It was agreed that the school district office should be notified that there have
been various complaints in the area of Red Oak School regarding early morning
pi ^wing. Clerk- Administrator Zylla to ask the school district to change the
hours of plowing.
