PROCEEDINGS OF THE VILLAGE COUNCIL
VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
February 23, 1970
The Regular Meeting of the Mounds View Village Council was called to order by Acting
Mayor Malvin at 8:00 P.M. on Monday, February 23, 1970, at the Village Hall, 2401
Highway #10, St. Paul, Minnesota 55112.

Residents Requests and Comments
William Beim of PBK investment Company requested the Council set a hearing to rezone
the 68 acres south of the Towns Edge Terrace Mobile Home Park, now known as the Mounds
View Industrial Park, to General Business with a special use permit to permit construc-
tion of a mobile home park. Mr. Beim stated that the land has been zoned for industry
for three years but the owners have been unable to attract sufficient interest.
Mr. Beim felt it was premature for industry at this time.
Councilman Neisen stated that the State Industrial Commission felt that it was an
asset to have land zoned for industry. Councilman Neisen believed this land has good
highway access, rail facilities, and a good location. He requested the rest of the
Council postpone setting the hearing until after a representative from the State
speaks to the Industrial Development Committee April 6th.
MSP (Blanchard /Hodges) To set a hearing to rezone the present Mounds View Industrial
Park from I -1 to B -3 with a special use permit to build a mobile home park and
sell mobile homes on the East 200' for a period of two years.

A resident asked where the new water tower is in comparison to the proposed mobile
home park. He asked that previously didn't the Engineer say the tower would draw
industry? Engineer Boehm explained the location of the tower and stated that he
felt it would be attractive to industry but would not necessarily draw industry.
Councilman Blanchard read the Planning Commission minute, of February 17th. There
was no quorum present.
MSP (Neisen /Hodges) To double the service of the B E Patrol from February
21st to March 21st. 4 yes
MSP (Hodges /Blanchard) To approve General Contracting Licenses for Jensen
Construction Company, Robert W. Wandersee Remodeling, Carl Bolander Sons,
Company; Gasoline License for Pete's Skelly; Cigarette License for Pete's
Skelly; Heating and Air Conditioning License for Superior Furnace Company. 4 Ayes
MSP (Blanchard /Neisen) To approve General Checks #3963 to 3989, and payroll
checks 1315 -1349. Total disbursements $11,706.94.
MSP (Blanchard /Hodges) To adopt Ordinance No. 173 Amending Ordinance #67,
the Zoning Ordinance. 4 Ayes
Councilman Hodges Report
Councilman Hodges announced that the warming houses were closed as of Saturday
February 21st.
Councilman Neisen's Rebort
Councilman Neisen stated that there will be a meeting of the 621 Tax Base Study
Committee on February 25th at 8:00 P.M. at the Village Hall.
Engineer Boehm's Report
Engineer Boehm gave a brief summary of the progress of the HUD water project.
Councilman Blanchard reminded the audience to get out and vote and beat the
upcoming school bond issue.
