VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
March 9, 1970
The Regular Meeting of the Mounds View Village Council was called to order
by Mayor Rustad at 8:00 P.M. on Monday, March 9, 1970, at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Blanchard /Hodges) To approve the minutes of February 9, 1970.
MSP (Neise, /Hodges) To approve the minutes of February 23, 1970.
Mr. Schnuerle of Centennial Squares Mobile Home Park requested to be placed on
the agenda for the Planning Commission meeting March 17th.
.Harold Hjelle inquired as to whether the Council was served with a summons by
Red Oak Estates et al, regarding the rezoning of February 9th. Attorney Meyers
said he would comment in his report.
Donald Haes, 7830 Gloria Circle,requested the Council pay $150.00 in extra
sewer excavating charges because the stub was not where it was supposed to be.
MSP (Rustad /Blanchard) To approve payment of $150.00 to Donald Haes to cover
the added cost of excavation for his sewer service.
Roger Nielsen requested a special use permit under B2 for a hobby and amusement
hall at 2280 County Road I. Mr. Nielsen was referred to the Planning Commission.
Don Masterson of the Lakeside Park Commission requested the Council to consider
the Spring Lake Park Resolution on treating Spring Lake for snail control this
year. The Council reacted favorably providing the lake was restocked.
They also would like to see a weed treatment if possible. A letter was placed
on file from the State Conservation Department that the lake probably will be
winter killed this year.
MSP (Blanchard /Hodges) To adopt Resolution #477 requesting the Lakeside Park
Commission to treat Spring Lake and requesting the State and Counties to share
in the cost.
Mayor Rustad's Report
Mayor Rustad read the police report for February.
MSP (Rustad /Neisen) To send Clerk Administrator Z_vlla to the Municipal Clerks
and Finance Officers Conference March 12th and 13th at the Holiday Inn in
Minneapolis and to pay all related expenses including the $25.00 registration
fee.

Mayor Rustad read a letter from Fire Chief Ror Fagestrom commending Police
Chief Grabowski.
Also noted were letters from the Minneapolis Suburban Refuse Removal Association
and the St. Paul Association for Retarded Children. The latter requested a
representative be named to aid in setting up Rosevilles program for a summer
day camp for retarded children in the North Suburban area. Councilman Hodges
was named.
MSP (Blanchard /Hodges) To authorize the payment of all necessary expenses for
Mayor Rustad to attend the University of Minnesota sponsored dinner and reception
in honor of Her Excellency Angie Brooks of the U. N. General Assembly March 12th
at 8:00 P.M. at the St. Paul Hilton.
Clerk- Administrator Zylla's Report
MSP (Hodges /Rustad) To approve the following licenses: Garbage /Rubbish license
Reamer's Rubbish Removal and Mobile Sewage Carrier Anoka Cesspool Company. 4 Ayes
MSP (Rustad /Neisen) To approve General checks #3990 -4022, Bond checks #489 and
490, and Payroll checks #1350 -1372. Total disbursements $193,572.38. 4 Ayes
Councilman Hodges' Report
Councilman Hodges reported that there will be a recreation meeting March 10th
at 7:00 P.M. at the Civil Defense office in the maintenance building.
Inspector Skiba noted a potential sewer problem existed on Silver Lake Road and
Woodcrest.
Attorney Meyers' Report
Attorney Meyers stated he has examined a resolution received from the Clerk and
found that Coon Rapids is collecting rec charges contrary to the sewer use
agreement.
In addition, he has received a form from White Oak Builders on their proposed
lake. He is examining it but still feels it would be better to require them
to plat to the center.
Attorney Meyers noted various excerpts from the summons srrved from Red Oak
Estates et al on the Village of Mounds View regarding the February 9th rezoning
request.
MSP (Rustad /Blanchard) To authorize the attorney to prepare and present a
defense in Mounds View versus Red Oak Estates et al.
Attorney Meyers read a letter to Floyd Smoker, County Engineer, requesting the
return of about $24,000 on depc•sit and $7,225.00 in liquidated damages on
Project 62- 644 -04 (1965). The money has been turned over to the State.
MSP (Blanchard /Hodges) To authorize Attorney Meyers to proceed to do what-
ever is necessary to protect the Village interest in this matter.

Engineer Boehm's Report
MSP (Blanchard /Neisen) To approve Change Order 1, Well #6, resulting
in an additional net expenditure of $132.00.
