VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
APRIL 13, 1970
The Regular Meeting of the Mounds View Village Council was called to order
by Mayor Rustad at 8:00 P.M. on Monday, April 13, 1970, at the Village Hall,
2401 Highway #10, St. Paul, Minnesota 55112.

MSP (Blanchard /Hodges) To approve the minutes of March 23rd, 1970. 4 Ayes
MSP (Neisen /Blanchard) To approve the minutes of March 31st, 1970. 4 Ayes
Residents Requests and Comments
Robert Glazer, 2375 Hillview Road, requested a buffer on the South of the
race track. Mayor Rustad stated that he felt new STH 10 would serve as an
adequate buffer.
MSP (Rustad /Hodges) To send three members of the Human Rights Commission to
a Human Rights Conference at the St. Paul Hilton Hotel on April 17th and 18th,
and to pay the registration fee of $20.00 each. 4 Ayes
Mayor Rustad acknowledged a thank you from Walter Skiba, the Mounds View
Tireless Tops, and Lee Parson. He also informed the Council of the opening
of the Arden Hills Branch of the Ramsey County Library April 19th.
Mayor Rustad read the police report for March.
Referred to Richard Meyers was information requested regarding enactment of
a flood plain ordinance as per the 1969 legislature.
Mayor Rustad proclaimed April 19th 25th "Environmental Awareness Week" and
encouraged everyone to attend an environmental teach -in.
MSP (Rustad /Hodges) To approve the preliminary plat of East Oaks Addition
located between Red Oak and Eastwood North of Ardan subject to the dedication
of a 60 foot road right -of -way between Red Oak and Eastwood.
A representative of John Miller and Arthur Schnuerle requested that the Council
set a hearing April 27th to consider their application for a mobile home park
West of the race track (Watson Construction Property).
MSP (Blanchard /Hodges) To set a hearing for John Miller and Arthur Schnuerle
to rezone all the property lying North and East of new STH 10: The N'-, of N'
of NW of Sec. 5 and S'_ of N'. of NW of Sec. 5 from R1, B2 and 1 -1 to B3 with
a special use permit for a mobile home park.

MSP (Blanchard /Hodges) To reset the hearing scheduled for April 13th for
PBK Investment Company to consider a mobile home park for May 25th.
A letter was received requesting an extension to May llth.
Clerk- Administrator Zylla's Report
MSP (Hodges /Rustad) To approve the following licenses: General Lundeen
Construction; Heating B M Plumbing Heating; Miscellaneous J W
Pickup Service, All -State Disposal Service, Inc., Peterson Bros. Sanitation
Inc., and Suburban Pickup Service Inc.
MSP (Blanchard /Neisen) To approve the following bills: General checks
#4054 4107, Payroll checks #1400 1418. Total disbursements $95,865.14.
Also a transfer of $15,796.67 from Revolving Fund to Sewer Bond. Interest
FICB's dated December 1, 1969. General check #4108.
Councilman Hodges' Report
Councilman Hodges stated he had attended a meeting for a day camp program for
retarded children sponsored by the Roseville Park Department.
Councilman Hodges also stated the Lakeside Park Commission was considering
treating 32 acres of Spring Lake at a cost of $1,072.00. They would also
like to get $1,500.00 in additional funds to improve the park. Mayor Rustad
stated that if they needed more money they should have asked in the fall at
budget time.
Councilman Hodges reported he received a call from Dr. Witter of the School
Board asking his attendance at a meeting April 15th at Irondale to discuss
the School Bond issue.
Councilman Hodges referred the Brauer contract to Attorney Meyers.
Councilman Neisen's Report
MSP (Neisen /Blanchard) To send Art Holm to the University of Minnesota
sponsored Water Operators School April 29th May 1st and pay the $25.00
registration fee and all related expenses.
Attorney Meyers' Report
Attorney Meyers announced that the matter of the School District assessment
appeals will be heard in District Court May 20th and May 21st.
MSP (Rustad /Neisen) To adopt Resolution #478 endorsing and supporting the
#621 Growth Coordination CDmmittee and providing for representation on such
committee. 4 Ayes
MSP (Blanchard /Rustad) To adopt Ordinance #174 amending Ordinance #124
amending the fire prevention code. 4 Ayes

Attorney Meyers also announced tentative settlement of two lawsuits pending
Council action. Mounds View versus Emerald Excavating and Mounds View
versus State Auto.
MSP (Blanchard /Hodges) To agree to settle the Mounds View versus Emerald
Excavating for $550 and authorize the Mayor to sign the documents closing
the case.
MSP (Neisen /Hodges) To authorize a settlement payment of $5,000 to
Mounds View and to authorize the Mayor and Clerk to execute the necessary
papers.
The case rose out of Mounds View versus Gifford and the failure of our
insurance company to defend us.
Engineer Boehm's Report
Engineer Boehm made a progress report on the HUD Project. Well #5 will be
completed by the weekend, Well #4 and #6 in a month or so. Schedules C
and D halted because of the strike.

Engineer Boehm noted some complaints have been received on the lack of clean
up operations but noted the reason being the labor strike.
