HomeMy WebLinkAboutMinutes - 1970/04/27The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:02 P.M. on Monday, April 27, 197C, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Rustad Councilman Maivin Councilman Hodges Councilman Blanchard Councilman Neisen MSP (Blanchard /Hodges) To approve the minutes of April 13th, 1970. Residents Requests and Comments PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA APRIL 27, 1970 Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Boehm Ed Dropps, Vern Sinderson and Arnold Aker requested the Council to consider repealing a portion of Ordinance 174 dealing with the requirement that all new single family homes constructed have built in smoke and heat detectors as a fire safety factor. The builders contended that it would cost between $450 and $550 per home which would make the cost of building a home in Mounds View prohibitive and non competitive with neighboring communities. In addition they argued that the alarms were non esthetic and that there was no way to insure that the single family home owner once it was installed would maintain the system in operating condition. There followed a general discussion on the need for pressurized stand pipes in apartment buildings which resulted in any Council action being tabled until the Fire Chief and the building contractors come up with a suitable solution. A resident inquired as to whether the contractor working on the water main extension on County Road J was going to black dirt and seed the boulevard. Engineer Boehm stated that the contract was not finaled out but that unfortunately the strike has delayed any restoration work in the area. Robert Glazer, resident, inquired as to the status of the industrial profile. Councilman Neisen stated that it was being printed now and that the Industrial Development Committee will be meeting with the owners shortly. Mr. Glazer also inquired as to the soil composition near County Road J and Ardan. Engineer Boehm stated that all he is aware of is that the highway department right -of -way has approximately two to six feet of peat. Mr. Glazer requested information on detailed plans for the proposed mobile home park, hearing to be conducted May 11th. Newell Chester, insurance agent, requested the Council give consideration to substituting himself as the agent of record for the Grum and Forester Spring Lake Park Agency bid on the total Village insurance which was let that afternoon. Mr. Chester had submitted a bid for Travelers Insurance Company and was the apparent high bidder. He stated that he had tried to obtain a quote from Grum and Forester but they had already been bound by Spring Lake Park Agency. Mr. Chester felt that he could provide better service to the account than anyone else. MSP (Malvin /Blanchard) To accept the low bid of Grum and Forester with the agent of record, Spring Lake Park Agency. Total premium cost $7,397.12. 5 Ayes Charles Jackson inquired as to when the building permits expire. Mr. Jackson complained about the garage across the street from him which he maintained was a nuisance. Mr. Rustad informed Mr. Jackson that to his knowledge the matter was still in the hands of the courts. Mayor Rustad read, the Planning Commission minutes for April 21st, 1970. MSP (Malvin /Hodges) To approve the subdivision of Lot 12 Spring Lake Park Hillview Addition for Chester Glisan to the N 89' and the S 76' thereof. 5 Ayes MSP (Hodges /Neisen') To approve the subdivision request on Lot 11 and Lot 10 Woodlawn Terrace for James Lund. Lot 10 into the W 162' and the E 135' subject to a 30' easement and Lot 11 into the E 167' and the W 130' subject to a 30' easement. 5 Ayes MSP (Blanchard /Hodges) To approve the subdivision of the N 150' of Lot 55 Auditors Subdivision #89 for Joseph Jirovec into 5 lots; four 75' lots bordering on Knollwood and one 150' lot bordering on Groveland. 5 Ayes Clerk- Administrator Zvlla's Report MSP (Rustad/Malvin) To approve the following licenses: Concrete Reynolds and Gagnon; General Contractor Dale Mayers, Inc., AAA Fence Erectors, Inc., Ray Carlson, DeGardner Construction; and Sewer and Water Robert Timm. 5 Ayes 3 MSP (Rusted /Malvin) To approve the following bills: General Check #'s 4109 -4137 and Payroll Check #'s 1419 -1444. Total disbursements $9,389.45. Also included was a transfer check #4131, To Bond Redemption from Water Utility, Sewer Utility and Revolving Fund to reduce the 1970 bond levy. MSP (Blanchard /Malvin) To accept the resignation of Robert Hodges as custodian and to authorize Clerk- Administrator Zylla to advertise for a new custodian. MSP (Blanchard /Hodges) To approve Resolution #479 authorizing Ramsey County to post the payment in full of the assessments for Lot 6 Block 3 Gustafson's Third Addition and to abate the 1969 installment payable in 1970. MSP (Malvin /Blanchard) To authorize the opening of a separate bank account for Mounds View Improvement Project 1968 -3 WS- MINN -45. 5 Ayes MSP (Rustad /Malvin) To authorize the Mayor to sign all necessary papers in order to obtain HUD monies for Project 1968 -3. 5 Ayes Councilman Malvin's Report Councilman Malvin stated that he had a request for a street light at Knollwood and County Road I, but that he would check further to make sure that that was the proper intersection that was requested. MSP (Malvin /Hodges) To authorize Attorney Meyers to check into all necessary areas to see what can be obtained in order to assist the Council in a decision on the Schnuerle- Miller mobile home park request, hearing to be held on May llth. 5 Ayes Councilman Hodges' Report Councilman Hodges presented a Brauer park study contract for Mayor and Clerk Administrator Zylla's signatures. Councilman Hodges also announced that there would be a Recreation Meeting April 28th at 7:30 P.M. Councilman Blanchard's Report MSP (Blanchard Rusted) To authorize the installation of a street light at the intersection of Greenwood Drive and Woodale Drive. Councilman Neisen's Report Councilman Neisen inquired as to the possibility of including the Edgewood walkway in a resurfacing contract this summer. The Council was agreeable that it could be done though they questioned whether the walkway would in fact be used instead of the present path that has now been cut through the yard at 5091 Edgewood. Charles Jackson reported that the Civil Defense truck should be removed from the maintenance building by this week. He also stated that he would like to be notified of any changes that take place in the maintenance building affecting the Civil Defense Department. 5 Ayes 5 Ayes Ayes 5 Ayes Attorney Meyers' Report Attorney Meyers stated that he received a notice of hearing for June 24th in which the Metropolitan Council is determining the sewer service areas. He also stated that a request by Red Oak Estates Development et al to have their case advanced in District Court had been turned down. The Court felt the case involved land speculation and had no irreversible harm so the matter was denied. Attorney Meyers stated that there will be two school assessment appeals coming up for hearing on May 20th, and that one which was scheduled to be heard May 21st was dismissed. A letter of intent on flood plains was referred to the office. Attorney Meyers stated he had received a all from Ery Herbst requesting action to obtain a 30' easement off of the East side of the Edgewood School property. The Council felt that Mr. Herbst should contact the School Board directly to obtain their feelings on the easement. MSP (Blanchard /Hodges) To approve Ordinance #175 establishing the street name of Ardan Avenue. MSP (Malvin /Hodges) To approve Resolution #480 establishing a parking restriction on one side of Ardan Avenue between Red Oak and Groveland Road. Attorney Meyers presented a $5,000 check from State Auto Insurance and $500 in checks from the Emerald versus Mounds View case award. Engineer Boehm's Report 4 Engineer Boehm stated that he had ascertained that the property requested by the Spring Lake Park Lutheran Church on Ardan Avenue is approximately a quarter acre. The Council is to consider which action they want to take on releasing all or a portion of this land to the Spring Lake Park Lutheran Church. Engineer Boehm stated that he received a request to determine the proper align- ment or stakes for the Erickson Road walkway and he found that the easement is in the proper place and that a 12' strip North of the easement belongs to Mrs. Erickson. Engineer Boehm gave a brief progress report on Improvement Project 1968 -3. The Council discussed back washing and whether it is being disposed of correctly into the sanitary sewer system or into the surface water drainage system and then into Rice Creek.
