HomeMy WebLinkAboutMinutes - 1970/05/25PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA MAY 25, 1970 The Regular Meeting of the Mounds View Village Council was called to order by Mayor Rustad at 8:00 P.M. on Monday, May 25, 1970, at the Village Hall, 2401 Highway #10, St. Paul, Minnesota 55112. Present: Mayor Rustad Councilman Malvin Councilman Blanchard Councilman Neisen Absent: Also Present: Clerk- Administrator Zylla Attorney Meyers Engineer Boehm Councilman Hodges MSP (Neisen /Blanchard) To approve the minutes of May 11, 1970. 4 Ayes Residents Requests and Comments: Joe Strangis, of Preferred Builders, requested a variance to construct 40 apartment units on the S 135.6' of Lot 83 and all of Lots 81 and 82 Spring Lake Park Hillview Addition. MSP (Malvin /Neisen) To grant a variance to Preferred Builders to construct 40 units on the above mentioned property. Ray Gifford requested that the Council tighten up the mobile home ordinance restrictions. Mayor Rustad stated that there probably would not be another hearing for some time if at all. Attorney Meyers suggested that maybe the Planning Commission should make the changes. James Neardahl inquired as to whether the petitioners could return in six months. (REFto PBK Investment hearing cancelled) Attorney Meyers stated six month delay only pertained to denials. Mayor Rustad's Report Mayor Rustad read the Planning Commission minutes of May 19th. Mayor Rustad mentioned that the Industrial Profile was complete. Clerk- Administrator Zylla'_ R ,,r MSP (Blanchard /Malvin) To approve the following licenses: General Contractor Inter City Builders, Hoyt Cors truction, Swenson Building, David Clurry Home Builder, United Excavating Company, Glenn Rehbein Excavating, Inc.; On -Sale Intoxicating Liquor, Restaurant, Sunday Liquor Anthony Donatelle d /b /a Donatelle's Supper Club, (On -Sale Liquor 1 year), Robert H. Waste Gerald H. Waste d /b /a Launching Pad Supper Club, Bennett Goldberg Burton Rozman d /b /a Mermaid Cocktail Lounge; Off -Sale Intoxicating Liquor Anthony Donatelle d /b /a Donatelle's Supper Club, Simon T. Simon d /b /a Simon's Liquor Store, Rita Waste d /b /a B R Liquor Store, Bennett Goldberg Burton Rozman d /b /a Mermaid Cocktail Lounge; Cabaret Donatelle's Supper Club, Mermaid Cocktail Lounge and Dance Bel -Rae Ballroom. 4 Ayes 4 Aves MSP (Nelsen /Blanchard) To approve the following bills: General Ck #s 4168 4190, Payroll Ck #s 1464 1490 and WS- M1NN -45 (1968 -3) Ck #s 009 010. Total disbursements $19,556.43. 4 Ayes MSP (Blanchard /Neisen) To approve the final plat for Jirovec Addition and to authorize the Clerk to sign it. 4 Ayes Councilman Blanchard's Report Councilman Blanchard announced that a rumor is circulating that the Fire Department will be asking for more full time men in 1971 and he hoped that Fire Chief Fagerstrom was aware when we prepared our budget. Attorney Meyers' Report 2 Attorney Meyers stated that he understood New Brighton was not sending their contract charges to NSSSD. He was instructed to investigate with the NSSSD what action was being taken in order to determine whether Mounds View should retain their use charge payment. MSP (Malvin /Neisen) To adopt Ordinance #176 deleting that portion of Ordinance #174 requiring fire detection systems in single family and mobile homes. Attorney Meyers announced that the condemnation commissioner., had made an $11,000 award on the W 1/2 of Lot 9 Spring Lake Park Knolls Addition for Project 1968 -3. Our appraiser made an award of $8,000. Council informed Mr. Meyers to hold any action. 4 Ayes MSP (Blanchard /Malvin) To adopt Resolution #487 relative to Watson Construction Company partial payment. 4 Ayes Attorney Meyers reported that he and Engineer Boehm had made an appearance at the Chies versus Barton case. An attempt is still being made to recover approximately $31,000 from Ramsey County which was deposited for a Silver Lake Road sewer and water Project in 1966. MSP (Austad /Malvin) To authorize Attorney Meyers to appear before the Ramsey County Board to request appropriate action be taken to return our monies now held in escrow. Engineer Boehm's Report 4 Ayes MSP (Rustad /Blanchard) To acknowledge that the Council ordered specifications be prepared on May 18th, 1970 because an emergency was declared for repair of Well #2 and to set the bid date for June 1st at 12 noon for Project 1970 -2. MSP (Blanchard /Malvin) To set a hearing for street vacation for June 22nd at 8:30 P.M. for property which effects the development of the Spring Lake Park Lutheran Church to be built on Ardan Avenue between Red Oak Drive and Eastwood Road. 4 Ayes Council stated, with Mr. Dahle present, that they would consider the issuance of a special use permit to construct a church that evening also.
