VILLAGE OF MOUNDS VIEW
RAMSEY COUNTY, MINNESOTA
June 8, 1970
The Regular Meeting of the Mounds View Village Council was called to order by
Mayor Rusted at 8:00 P.M. on Monday, June 8, 1970, at the Village Hall, 2401
Highway #10, St. Paul, Minnesota 55112.

MEP (Blanchard/Melvin) To approve the minutes of May 25th.
MEP (Neisen/Hodges) To approve the minutes of June 1st.
Residents Requests and Comments
Bob Glazer gave a brief report on the progress of the golf committee. To date the
committee has talked to University of Minnesota soil experts, an architect, the
owner of the property, and Ehlers and Associates. Costs are estimated at
0580,000 including land.
Councilman Malvin stated that for a first class golf course he heard you nee
150 acres and 02 million dollars.
Mayor Rusted's Report
MEP (Rusted/Hodges) To accept the resignation of Arthur H. Olmstead, Jr. from
the maintenance department effective June 8, 1970.
Mayor Rusted stated he had received a bulletin from Lorin Allen, Ramsey County
Civil Defense Director, regarding the Community Shelter Plan.
A preliminary census tabulation revealed that Mounds View was 56 persons short
of 10,000 persons said Mayor Rustad.
Ensineer Boehm's Report
MSP (Blanchard/Malvin) To approve the 0200 rental payment to Layne Minnesota
for a stand by motor for Well #3 as authorized by the Village engineer in an
emergency situation.
Engineer Boehm stated that Layne Minnesota was awarded the repair of Well #3 bid
June 1st and was starting set up procedures today.
HUD project work was proceeding as well as can be expected even though the plumbers
were still on strike.
Engineer Boehm was excused from the meeting.

MSP (Rustad/Malvin) To approve the following licenses: General Contractor
Bud Johnson Construction Company, Arnold H. Johnson, Arvid Birkeland, Preferred
Builders, Inc., Gorco Construction Company, James Lund Construction, Inc.,
White Oak Builders, Inc., Western Construction Company; Asphalt Asphalt
Driveway Company, G. W. Holm Company; Cement Work Bendiske Concrete
Masonry, Barry Bjugstad; Heating Thompson Air Conditioning Company, Union
Gil Company of California;; Sewer Water Betts Sewer and Water, Olson's

MEP (Rustad/Neisen) To approve check #015 to Layne Minnesota in the amount of
$11,738.20 for Est. #7 the final for Well #6 Project 1968 -3 and to enter into
a one year maintenance agreement. Completed contract price $47,035.75. 5 Ayes
MSP (Rustad/Neisen) To adopt Resolution #488 abating assessments totaling
$1,058.25 for Eigenheer's 4th Addition. 5 Ayes
MSP (Rustad/Malvin) To enter into an agreement with Peat, Marwick and Mitchell
and Company to perform an audit of all necessary funds to meet the requirements
of the Department of Housing and Urban Development in order to obtain our grant
funds and to authorize the Mayor to sign the contract. 5 Ayes
MSP (Blanchard /Neisen) To authorize Clerk Administrator Zylla to transmit a
letter of intent to the Department of Conservation to comply with 1969 Laws
M.S. 104.01., 5 Ayes
Councilman Malvin's Report
Councilman Malvin read the police report for May.
Councilman Hodges' Report
Councilman Hodges reported on the May 26th Recreation Committee meeting with
Brauer and Associates and the Golf Committee. He announced that another meeting
is to be held June 9th at 7:30 P.M.
Councilman Hodges also stated that he heard Spring Laks is to be treated this
week and the parking lot resurfaced.
Councilman Blanchard's Report
MSP (Blanchard /Ruetad) To install a street light at the intersection of
County Road H2 and Irondale Road and County Road I and Quincy Street.

Councilman Neisen's Report
Councilman Neisen reported that about ten applications have been received for the
position of Mounds View maintenance man.

Bob Glazer inquired into revision of mobile home park ordinance, trash dumping
by dragstrip, flood plain.
A resident inquired into the placement of a sign preventing motor vehicles on
the Erickson walkway. Matter referred to Mr. Skiba.
The inclusion of the Edgewood and Erickson walkway in the next street contract
was discussed.
