VILLAGE OF MOUNDS VIEW

June 22, 1970
The Regular Meeting of the Mounds View Village Council was called to order by
Mayor Rustad at 8:00 P.M. on Monday, June 22, 1970, at the Village Hall, 2401
Highway #10, St. Paul, Minnesota 55112.

MSP (Blanchard /Neisen) To approve the minutes of June 8, 1970.
Mayor Rustad's Report
Mayor Rustad announced that the Recreation Committee meeting was changed from
June 23rd to June 30th, 1970 at 7:30.
Mayor Rustad read the Planning Commission Report for June 16th, 1970.
MSP (Blanchard /Neisen) To approve a lot split for applicant Shaffer Real
Estate, Inc. to make two lots out of 8325 Red Oak Drive, the Warren Quam
property subject to street easement dedication. The N 101.25' of the
S 2025' of the E 528' of W 1056' Section 6 Township 30 Range 23.
Mayor Rustad read portions of a letter from Northern States Power stating they
will do everything in their power to prevent a power shortage during the
projected peak load demands in July and August of this year.
MSP (Malvin /Blanchard) To approve the following licenses: Asphalt All Service

MSP (Rustad /Blanchard) To approve a peddlers and solicitors license for
Vernon Scott Killingsworth to sell Webster's Dictionaries and Handbooks,
and Home Adventure Library for a year for $10.00.
MSP (Malvin /Neisen) To approve a transient merchant license for Sally Kivimaki
for a month for $2.00. Children between ages 8 and 12 will be selling jewelry
made by the handicapped.
MSP (Blanchard /Neisen) To deny a peddlers and solicitors license to Walter
McKinnon of Capitol Portraits for home photography.
MSP (Malvin /Neisen) To approve the following bills: General Check #'s 4220 -4242,
WS- MINN -45 Check 021 and Payroll Check #'s 1512 -1537. Total disbursements
$7,011.56.
Councilman Blanchard reported that the League of Minnesota Municipalities
Convention at Duluth had been educational, informative and a lot of fun.
MSP (Neisen /Rustad) To hire maintenance man Larry Decheine at a starting
salary of $628 plus $30.00 insurance for a six month probationary period.
Councilman Neisen stated he had received several calls from the Eastwood area
about packs of dogs running loose in the neighborhood. A resident had called
B E Patrol three times and they never came out. Someone stated the B E
had a different truck or unmarked trucks so they could have been in the area.
It was suggested by the Mayor if the Councilmen received several calls they
should personally call B E and ask them to come out.
Councilman Neisen commented on the modular home displays they had seen at the
League Convention which were almost indestructat!e, when someone lit a match to
the plastic around the insulation and it went up in fire.
Attorney Meyers stated he was gathering materials from the League and drafting a
mobile home ordinance. It was questioned whether modular and pre -fab homes could
be included.
MSP (Austad /Neisen) To instruct the attorney to prepare an amendment to the
ordinance making 4,500 square feet the minimum lot size for mobile homes instead
of 3,000 square feet and a minimum thickness of 4 inches for a cement patio
instead of 2 inches.
MSP (Rustad /Blanchard) To adopt Resolution 4)469 implementing July 1st enforcement
of the burning ban.
Attorney Meyers has completed the HUD Audit Contract forms and turned them over to
the Village.

The attorney turned over an award check for $50.00 which Peter J. Max and
Winona J. Max have endorsed for our endorsement and deposit.
Award of $300.00 to Vern Wilson will be held on deposit until he can be located.
Attorney Meyers reported that tLe $11,000 property award of court commissioners
for the well site and damages to property on Groveland Road near Bronson Drive
had been appealed and that he had also appealed the award to protect the village
interests. The village appraisal had been for $8,000. Meyers said assessments
on the property reduced the net amount of the $i1,000 award to about $9,910.
Councilman Blanchard reported that New Brighton was behind in their payments to
the N.S.S.S.D. and they had been requested to pay the delinquencies immediately.
The meeting adjourned at 8:30 for the hearing.
Mayor Rustad stated who had been sent legal notices and since the legal was quite
lengthy it was not read.

MSP (Malvin /Blanchard) To adopt Resolution #490 vacating a portion of Ardan
Avenue and proposed Sunnyside Road as per legal notice between Red Oak Drive
and Eastwood Road.
Attorney Meyers was instructed to prepare the necessary papers to vacate the
street and close the deal to increase the parking area for the new Spring Lake
Park Lutheran Church.

MSP (Rustad/Neisen) To approve the preliminary plat for Theodore Holsten with
no variances to be allowed for property located at approximately 8364 Eastwood
Road. Property to be divided into seven lots. Legal description N 324' of
S 2430' of the E 528' of W 1584' of NE 1/4 of Sec. 6.
Engineer Boehm's Report
Recommendation by Engineer Boehm to eliminate lift station number 5 serving the
Pinewood area and property north of Hillview Road. With the sewer line completed
the lift station could be eliminated at a cost of an estimated $20,000 for
conversion into the sewer line. Elimination of the lift static would remove
costly maintenance and upkeep expenses. The money situation present', a problem.
It was suggested to look into the revolving fund to see what monies were available.
MSP (Rustad /Malvin) To instruct the Engineer to prepare a comprehensive sewer
study for the Metropolitan Sewer Board in accordance with the Metropolitan Sewer

MSP (Rusted /Malvin) To adopt a resolution to approve final plans and specifications
for Street Improvement 1970 -1 and Municipal State Aid Improvement 1970 -3 (A
continuation of San. Sewer Improvement Projects 1969 -3 4) and to set a bid
date for noon July 13, 1970.
The Council took a preliminary look at pre -cut homes shown by Alvin Hillsdale.
Discussion ensued that the ordinance may have to be changed to include modular
and pre -cut type homes. Problems may arise with inspection of materials that
have already been built into the homes.
